The Auditors were invited to examine some six acres of land adjoining the house lot, lying north of the brook, a part of which was formerly used as a brick yard. The sur- face has been leveled, and the whole has been thoroughly under-drained with two and a half and three inch drain tiles, and some stone covered drains. There was a good crop of vegetables and corn upon this reclaimed land the past sea- son. Although a wet season, the corn crop was good, show- ing the good effect of drainage, to raise a crop of corn where, two years ago, flags, rushes and bunch grass, were the principal growth. One-half of this land has been seeded to grass the past autumn; the remainder was plowed last Octo- ber, after the crops were taken off, aud will be in fine condi- tion for cultivation the present season, or for seeding to grass. We think the Superintendent, with the concurrence of the Overseers, has made a judicious expenditure in re- claiming this waste land, as it is admirably suited for grass crops, of which the town farm needs a greater supply.

The foregoing accounts having been carefully examined, and found to have been correctly kept and well vouched, we respectfully present our Report to the Town for acceptance.

TOWN WARRANT.


ESSEX, SS. To GEORGE S. COLE, one of the Constables of the Town of Andover, GREETING :


In the name of the Commonwealth of Massachu- setts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in elections and Town affairs, to meet and assemble at the Town House, in said Andover, on Monday, the first day of March next, at twelve o'clock, at noon, to act on the following articles, viz :-


ART. 1st. To choose a Moderator, to preside in said meeting.


ART. 2nd. To choose a Town Clerk for the year ensuing.


ART. 3rd. To hear and act on the report of the Auditors.


ART. 4th. To choose Selectmen, Assessors, Over- seers of the Poor, Town Treasurer, School Com- mittee, Constables, Fence Viewers, and all other necessary and usual Town Officers.


ART. 5th. To see what sum of money the Town will raise for the repairs of highways the ensuing year.


ART. 6th. To see what methods the Town will adopt for the repairs of the highways.

ART. 7th. To see what sum of money the Town will raise for the maintenance of their public schools for the ensuing year.


ART. 8th. To see what method the Town will adopt to apportion the school money among the public schools.


ART. 9th. To see what sum or sums of money the Town will raise for the repair and improvement of the school property, and for incidental expenses of the school houses.


ART. 10th. To see if the Town will empower the Selectmen to build, sell, and if necessary, buy school houses in connection with the School Committee on petition of David Auther and sixteen others.


ART. 11th. To see if the Town will vote to pur- chase land for a cemetery, choose a committee for that purpose, and raise money therefor.


ART. 12th. To see if the town will sell a piece of meadow land connected with the Town Farm.


ART. 13th. To see what action the Town will take in regard to coasting on the public streets, on petition of Edward Buck and others.


ART. 14th. To see what sum of money the Town will raise to defray the necessary expenses the year ensuing.


ART. 15th. To see what method the Town will adopt for the collection of the public taxes the ensu- ing year.


ART. 16th. To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary.

ART. 17th. To determine what compensation the Town will pay to firemen for their services the ensu- ing year.


ART. 18th. To see if the Town will accept and revise the list of Jurors, as prepared and posted by the Selectmen.


ART. 19th. To see what action the Town will take concerning licenses, as provided by Section Six, Chap- ter 141, Laws and Resolves of 1868.


ART. 20th. To act on any other business that may legally come before said meeting.


Hereof fail not, and make due return of this War- rant, with your doings thereon, to the Town Clerk, at the time and place of meeting as aforesaid.
