TOWN WARRANT.


ESSEX SS. To JOHN CLARK, one of the Constables of the Town of Andover, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in eleetions and town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Sixth day of Mareh, 1871, at Twelve o'eloek at noon, to aet on the following Artieles, namely :


Article Ist. - To choose a Moderator to preside at said meeting.


Artiele 2d. - To choose a Town Clerk for the year ensuing.


Artiele 3d. - To hear and aet on the Report of the Auditors.


Artiele 4th. - To choose Seleetmen, Assessors, Overseers of the Poor, Town Treasurer, Sehool Committee, Constables, Fenee Viewers, and all other neees- sary and usual Town Officers.


Artiele 5th. --- To see what sum of money the Town will raise for the repairs of Highways the ensuing year.


Artiele 6th. - To see what methods the Town will adopt for the repairs of the Highways.


Artiele 7th. - To see what sum of money the Town will raise for the main- tenanee of their Publie Sehools for the ensuing year.


Artiele 8th. - To see what method the Town will adopt to apportion the school money among the Publie Schools.


Artiele 9th. - To see what sum or sums of money the Town will raise for the repair and improvement of the School Property, and for Ineidental Expenses of the Schoolhouses.


Artiele 10th. - To see what sum of money the Town will raise to defray the necessary Expenses the year ensuing.


Article 11th. - To see what sum of money the Town will raise towards paying the Town Debt.


Article 12th. - To see what method the Town will adopt for the collection of the Publie Taxes the ensuing year.


Artiele 13th. - To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary.


Artiele 14th. - To see what compensation the Town will pay the Firemen for their services the ensuing year.

Article 15th. - To see if the Town will vote to furnish a suitable building for the accommodation of the Fire-engine located in Ballardvale, and belonging to this Town, and appropriate a sufficient sum of money for said purpose, on petition of Isaac O. Blunt, E. M. Fessenden, and others.


Article 16th. - To take into consideration the subject of the Memorial Hall and Library, and act thereon.


Article 17th. - To take into consideration the letter of John Byers, Esq., in which he proposes to give the sum of Three Thousand Dollars for the purchase of Books as the nucleus of a Public Library, on certain conditions, and to act thereon.


Article 18th. - To see if the Town will accept and revise the List of Jurors, as prepared and posted by the Selectmen.


Article 19th. - To see what action the Town will take to provide suitable Head-stones for Soldiers who lost their lives in defence of their country, and buried in this Town, not otherwise provided for.


Article 20th. - To act on any other business that may legally come before said meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
