TOWN WARRANT.
ESSEX SS. To HENRY DANE, one of the Constables of the Town of Andover, GREETING :
In the name of the Commonwealth of MASSACHUSETTS, you are hereby directed to notify and warn the inhabitants of the town of Andover, qualified to vote in elections and town affairs, to meet and assemble at the Town House in said Andover, on MONDAY, the Seventh day of March next, at twelve o'clock at noon, to act on the following Articles, namely :-
Article 1st .- To choose a Moderator to preside in said meeting. Article 2d .- To choose a Town Clerk for the year ensuing.
Article 3d .- To hear and act on the Report of the Auditors.
Article 4th .- To see if the Town will choose an Assistant Board of Assessors, consisting of three persons, to take the next Decen- nial Valuation of Real Estate.
Article 5th .- To choose Selectmen, Assessors, Overseers of the Poor, Town Treasurer, School Committee, Constables, Fence View- ers, and all other necessary and usual Town Officers.
Article 6th .- To see what sum of money the Town will raise for the repairs of Highways the ensuing year.
Article 7th .- To see what methods the Town will adopt for the repairs of the Highways.
Article 8th .- To see what sum of money the Town will raise for the maintenance of their Public Schools for the ensuing year.
Article 9th .- To see what method the Town will adopt to appor- tion the school money among the Public Schools.
Article 10th .- To see what sum or sums of money the town will raise for the repair and improvement of the School Property, and for Incidental Expenses of the Schoolhouses.
Article 11th .- To see what sum of money the Town will raise to defray the Necessary Expenses the year ensuing.
Article 12th .- To see what method the Town will adopt for the collection of the Public Taxes the ensuing year.
Article 13th .- To see if the Town will authorize the Town Treas- urer to hire money for the use of the Town when necessary.
Article 14th .- To see if the Town will adopt the following orders on petition of N. W. Hazen and others :-

(1st). No vote shall be passed at any Town Meeting appropria- ting or involving the expenditure of money, except at the annual Town Meeting, unless there shall be, at least, one hundred legal voters present, and voting in favor of such appropriation or ex- penditure.
(2d). When such appropriation or expenditure has been made, as provided above, the same shall not be reconsidered at any future meeting by a less vote in favor of such reconsideration than that by which the expenditure or appropriation was made.
Article 15th .- To see what action the Town will take in reference to a Memorial Hall and Tablets in memory of the Soldiers who en- listed from Andover and served in the late war for the suppression of the rebellion.
Article 16th .- To determine what compensation the Town will pay the Firemen for their services the ensuing year.
Article 17th .- To see if the Town will vote to build a Lock-up in or near the Town House, and appropriate a sum of money for that purpose, on petition of George H. Poor and others.
Article 18th .- To see if the Town will allow to Nathan Ellis a sum in addition to that allowed by the Town for land taken to widen Pike Street, so called.
Article 19th .- To see if the Town will allow to Horace Wilson a sum in addition to that allowed by the Town for land taken to widen Locke Street, so called.
Article 20th .- To see if the Town will accept and revise the List of Jurors, as prepared and posted by the Selectmen.
Article 21st .- To see what action the Town will take concerning Roads and Streets as provided by Section Fourth, Chapter 169, Laws and Resolves of 1869.
Article 22d .- To see if the Town will adopt such measures as may be deemed legal and practicable in reference to the continuance of the Punchard Free School, and appoint a suitable Committee, with full power to negotiate and carry the same into effect.
Article 23d .- To see what measures the Town will adopt in ref- erence to the erection of a High School Building and procuring a proper site therefor.
Article 24th .- To see what action the Town will take in reference to selling a piece of land from the Town Farm.
Article 25th .- To act on any other business that may legally come before said meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meet- ing as aforesaid.
