Thinking that the citizens of Andover would like to know where their Highway money has been expended, I submit the following :
March 16, 1891, we began work on the top of " Chandler's hill," taking off about two feet of sand, and carting it into the hollow beyond ; and then replaced it with Red Spring gravel, grading the hill from the old grist-mill nearly to our Red Spring pit. About the time this was finished our stone- crusher came. The first stones broken with that machine were put near the residence of B. F. Smith, and we graded from there to the foot of the hill, near Cooper's pond. The street being wide it necessitated a heavy grade at the centre, running from seven to eleven inches, thus using 630 yards of stone. The largest day's work being 67 yards, at a cost of fifty-eight (58) cents per yard. Owing to our screen not arriving on time the crushed stone was left uncovered some weeks, and at the request of the Chairman of Selectmen it was covered with loose gravel from the Belknap pit; it has since been covered with Red Spring gravel, and needs only to be ridden over to be appreciated.
From there we went to Brook Street, beginning at the Essex Street end, and stoning a little more than half way, the remainder was gravelled to Central Street; the sidewalk also on the west side of this street was gravelled.
We next went to Chestnut Street, stoned the street and graded the sidewalk. We then stoned Punchard Avenue from Chestnut to Summer Street. Turning up Summer Street we put several loads of broken stone in the hollow near B. F. Wardwell's house.
From there we went to the hill west of the Morse place ; that we ploughed down some three feet, taking off over three hundred loads, and putting them into the hollow ; after this

was done we put the road machine on, and graded from there nearly to the North Andover line.
From there we went back to the Red Spring, starting up the crusher again, and stoned Marland Street from opposite Peter D. Smith's house to within a few rods of the Marland Village bridge, grading the sidewalk the entire length of said street, and the east side of Cuba Street. For these streets over 2860 loads of material were run through the crusher.
We next moved the crusher to Ballard Vale, to land owned by Mrs. Morgan ; here we found an excellent bank, free of charge. 630 loads were here taken out, and placed near the railroad depot and across the bridge by Haynes's store ; also near the Methodist church and on Lowell Street, the remainder on the road leading from the Nathan Clark place towards Andover Centre. On River Street we built thirty-five rods of new sidewalk ; one also has been built in front of the face-wall of the new school-house, and on the opposite side of the same street. We also gravelled forty- two rods on Tewksbury Street. A piece of sidewalk was built in front of the new parsonage. A catch-basin was built and eighty feet of pipe laid to carry the water to the river, Superintendent Shaw furnishing the pipe from the street to the river.
The crusher was then moved to James Toye's land, where 510 loads of stone were broken, and placed on River Road. From there we came to George Goldsmith's pit, where 298 loads were broken, and placed on the road leading from the E. Luscomb place to N. G. Abbott's house. The stone taken from both pits furnished material for one mile of road. Some thirty rods of road was gravelled near the John Hardy place on the River Road. 198 loads of gravel were placed on the road near the Haigh place.
From there we came to Mooar and McCollum's pit ; here we took out and crushed over 500 loads of stone, which were put where needed on the road between B. Boynton's and the river bridge in Frye Village. We also repaired a place on Union Street near the Lawrence line. Twenty-three rods of

sidewalk has been gravelled, from the Battles place eastward. About twenty-five rods of new sidewalk has been built be- ginning at the Battles place and running westward ; also fifty-seven rods of new sidewalk, beginning at J. W. Mooar's paint-shop, running westward. From Mooar's pit the crusher was moved back home to the Red Spring, and has since been boarded in.
The road has been graded and bushes cut from the old railroad to North Andover line. The bushes have been cut from the Lawrence line to the Collin's place on the old railroad. Boston Street has been graded from the hill to Abbott Street, - nearly one mile. 1162 loads of gravel have been put on the Turnpike, beginning below Justin Carter's house, and grading toward Andover.
The culvert in the hollow near the Job Abbott place has been raised two feet, and lengthened twelve feet at the north end, and the hollow graded to correspond. This is one of the twenty-eight culverts that were taken up and rebuilt, costing from $3.00 to $50.00 each.
Railing put up at a cost of $279.72 in the following places : Frye Village, on Harding Street, at the Buxton place, and below the latter place near the town line, and at Haggetts Pond ; most of the railing has been painted.
Fifty-eight loads of gravel were put on Lowell Road near Follansbee's, and sixty-seven loads on the road between R. 1
Williamson's house and Buchan's corner.
In the Cape District, $207.00 has been spent in grading.
High Street has been stoned from Elm Street to a point near Baldwin's house. This street is now stoned through- out. We have removed all the pipes but one from the gut- ters, taken away the bank at William Brown's house, built a retaining wall and a sidewalk, and widened the street at that end, Mr. Jewett kindly giving the land therefor; and if the gutters were paved down the hill at the foot of the street . it would come very near suiting me.
Work was then begun on upper Bartlet Street, and when that job was about half done, Main Street was turned over to

me to repair the dangerous places caused by the construction of the Electric Railway, consequently Bartlet Street was left unfinished, and we began filling the gutters on Main Street, which have been filled from Morton Street to Edward Tay- lor's house ; also, from Stimpson's bridge to Frye Village Square. The gutters have been cleaned out on Main, School, Central, Brook, Essex, Pearson, Park, and Florence Streets.
About $60.00 has been expended on Bardwell's Hill, and $18.00 near Dennis O'Brien's houses on School Street. Fifty feet of twelve inch pipe has been laid under the street near E. H. Barnard's house.
Length of gutters filled, 210 rods.
Length of roads stoned, two miles and 261 rods.
Length of roads gravelled, six miles.
Sidewalks gravelled, one mile, and 130 rods.
New sidewalk built, 130 rods.
The bushes have been cut on all the roads north of the Main road leading to Lowell, and west of the West Parish Church.
The trees have all been trimmed from the Lawrence line to Salem Street, the Electric Railroad Company and New England Telephone and Telegraph Company paying for said work.
And last, but not least, the willows near Mark Holt's house have been cut, so that the electric light can shine in upon him. Two chestnut trees on School Street have been dug up, and three trees on Main Street removed.
