TOWN WARRANT.


X Article 1. To see if the town will accept the List of Jurors as revised by the Selectmen.


Article 2. To see if the town will appropriate any part of the dog fund to the Public Library.


Article 3. To act on report of town officers.


Article 4. To fix compensation for collector and treasurer for ensuing year.


Article 5. To see if the town will authorize the town treasurer to hire money under the approval of a majority of the selectmen to pay the current expenses of the town.


Article 6. To choose all necessary town officers (one school committee for three years and one assessor for three years) and vote on the question, "Shall licenses be · granted to sell intoxicating liquors ?" "Yes"or "No."


Article 7. To raise and appropriate a sum of money for repairs of ways and bridges.


Article 8. To raise and appropriate a sum of money for schools, including supplies, high school tuition, salary of superintendent. transportation of scholars, and re- pairs on school buildings.


Article 9. To raise and appropriate a sum of money for support of the poor, salaries of town officers, state aid, and incidental expenses.


Article 10. To see what action the town will take in regard to payment of taxes, and what rate of interest is to be charged after a certain date for uncollected taxes.


Article 11. To choose a memorial committee and appropriate a sum of money for same.

SELECTMEN'S REPORT.


At our annual meeting last March the town voted appropriations amounting to $6,817.46, plus the State, County and highway taxes, which were $1,404.93, making a total of $8,222.39; from this deduct the poll taxes, amounting to $498.00, leaving $7,724.39, every dollar of which had to be raised by taxation, a great deal more money than we have raised before. Our assessors were unable to find but little increase in our valuation, there- fore the ultimate result, a high tax rate. In going over the list of appropriations it is hard to find where they could have been cut much; the purchase of a spraying outfit and fire extinguishers is an extraordinary expense that will not happen again for some time. We had some bad washouts last spring which necessitated an appro- priation of $300 to repair same. The town has recovered $550.50 through an attachment of one of our outside poor cases ; the state has reimbursed one-half of our expense for fire extinguishers : we have not had any bad forest fires, and if we are fortunate in getting through the winter without any heavy snow blockades or washouts in the spring, we should be in a position whereby the present tax rate can be considerably reduced, providing we exercise due care and judgment in making our ap- propriations in the spring. In years past it has been our custom to make a part of our appropriations from the cash on hand-when we had it,-in order to keep our tax rate down. This has probably been a little overdone, as this year we had no cash on hand to draw from, but the taxpayers have had the benefit. Our tax rate for the last sixteen years has averaged $13.00 per thousand; too much considering the privileges, but it is not liable to average less for a like period unless our valuation should change.

In 1910 your board was instrumental in getting an act through the legislature to permit the City of Taunton to supply water to Berkley, said act to become void unless the City of Taunton should begin to distribute water through its pipes to consumers in Berkley within three years after the passage of same. The time expires April 12, 1913. The urgent need for a water supply was felt more than ever during the summer and fall. Not in the memory of the oldest residents has there been such a scarcity of water.


Now that the telephone line has been extended to Assonet Neck every part of the town is connected. At the present time there are eighty-two subscribers. It is greatly to our advantage that we are on the Taunton Ex- change, for it gives us a service of over 3,000 local calls.


As Overseers of Poor we have to report one case of full support and twenty-nine cases where partial support and temporary aid has been granted. The appropriation of $1,000 for this department has been over-run $3.69.

REPORT OF PUBLIC LIBRARY.


The Trustees submit the following report.


It has been an encouraging year to us. The number of books has been increased and the number in circulation shows an increasing interest. The circulation per capita compares well with surrounding towns.


If the town will co-operate with private citizens we may be able to have a new library building in the near future. We would strongly urge that the Town take such action as will ensure this result, as we need a new home badly.
