In accordance with the usual custom the Town Clerk sub- mits the following report:
TOWN RECORDS.
WARRANT FOR ANNUAL TOWN MEETING.
COMMONWEALTH OF MASSACHUSETTS.
NORFOLK, SS. To either of the Constables of the Town of Brain- tree. GREETING:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in Elections therein to meet at the Polling Places in their respective Precincts, to wit:
Polling Place in Precinct No. 1, Town Hall.
Polling Place in Precinct No. 2, Hose House, Hollis Ave.
Polling Place in Precinct No. 3, Hose House, Allen Street. On Monday, the second day of March, 1908, at 6 o'clock in the forenoon. Then and there to bring to the Wardens of their respective precincts their votes on the official ballot for a Town Clerk, a Town Treasurer, three Selectmen, three Assessors, one for a term of three years, one for a term of two years and one for a term of one year, three Overseers of the Poor, three Highway Surveyors, three Auditors, three Fence Viewers, a Tax Collector, a Tree Warden, two members of the Board of School Committee for a term of three years, one member of the Board of Health for a term of three years, one Water Com- missioner and Commissioner of Sinking Funds for a term of three years, and fifteen Constables.
Also to vote Yes or No upon the question, Shall licenses be granted for the sale of intoxicating liquors in this Twon?
The polls shall be open at six o'clock in the forenoon and may be closed at one o'clock P. M.

You are further directed to notify and warn said inhabi- tants qualified to vote as aforesaid, to meet at the Town Hall in said Braintree on Monday, the ninth day of March, 1908, at seven and one-half o'clock in the evening, then and there to act on the following articles, namely:
ART. 1. To choose a Moderator to preside at said meeting.
ART. 2. To choose all other Town Officers except those elected by ballot.
ART. 3. To see if the Town will authorize its Treasurer with the approval of the majority of the Selectmen, to borrow money in anticipation of Taxes and issue notes of the Town therefor. Also to see if the Town will hold its Treasurer harmless on his bond from any loss which may arise from the failure of any National Bank in which the funds of the Town may be on de- posit, said Bank or Banks being designated by the Selectmen. Also to see if the Town will continue to pay for the bond of its Treasurer and raise and appropriate a sum of money for the same.
ART. 4. To hear and act upon the reports of the several boards of Town Officers and of any committee, and to choose any committee the Town may think proper.
ART. 5. To see what sums of money the Town will vote to raise and appropriate for the support of the public schools and for transporting pupils to and from the same.
ART. 6. To see if the Town will vote to raise and appropri- ate a sum of money to defray the expense of finishing the hall in the Penniman School building.
ART. 7. To see what sums of money the Town will vote to raise and appropriate for the repairs of highways, Town ways and bridges. Also for repairs and building sidewalks and stone roads, removal of snow and watering streets.
ART. 8. To see if the Town will vote to build a drain on Frederick Road and Washington Street near the junction of Pond Street and raise and appropriate a sum of money for the same.
ART. 9. To see if the Town will vote to build a drain on Middle Street and Cleveland Avenue and raise and appropriate a sum of money for the same.

ART. 10. To see if the Town will accept the laying out of that part of Hobart Avenue so called (leading westerly from Washington Street to Tremont Street) and that part of Lake- view Avenue leading westerly from Hobart Avenue to Tremont Street, as Town ways as made by the Selectmen and raise and appropriate a sum of money to build the same.
ART. 11. To see if the Town will accept the laying out of Highland Avenue, so-called (leading easterly from Washington Street to Hancock Street), as a Town way, as made by the Select- men, and raise and appropriate a sum of money to build the same.
ART. 12. To see if the Town will accept the laying out of that part of Sherbrooke Avenue so-called (leading easterly from its present terminus) as a Town way as made by the Selectmen and raise and appropriate a sum of money to build the same.
ART. 13. To see if the Town will vote to raise and appro- priate a sum of money for repairs on the Almshouse buildings.
ART. 14. To see what sum of money the Town will vote to raise and appropriate for the support of the poor.
ART. 15. To see what sum of money the Town will vote to appropriate for the payment of State Aid, Military Aid and for Soldiers' Relief as provided by Sections 18 and 19 of Chapter 79 of the Revised Laws and to determine how much of the same shall be raised by taxation.
ART. 16. To see what sum of money the Town will vote to raise and appropriate for support and maintenance of the Fire Department and for the purchase of new hose.
ART. 17. That the Town accepts the provision of Section 10 Chapter 454 of the Acts of 1893 or any previous or subsequent act and immediately proceed to elect a board of three Electric Light Commissioners, one for one year, one for two years and one for three years and annually for three years.
ART. 18. To see what sums of money the Town will vote to raise and appropriate for operating expenses of the Electric Light Department for lighting streets, connecting new consum- ers, Sinking Fund, etc.
ART. 19. To see if the Town will vote to place suitable street lights on Charles Street and raise and appropriate a sum of money for the same.

ART. 20. To see if the Town will vote to extend the street lights on Quincy Avenue and raise and appropriate a sum of money for the same.
ART. 21. To see if the Town will vote to extend the street lights on Commercial Street to the Quincy line and raise and ap- propriate a sum of money for the same.
ART. 22. To see if the Town will vote to continue its night police and raise and appropriate a sum of money for the same.
ART. 23. To see what action the Town will take in enforcing the Criminal Laws and raise and appropriate a sum of money for the same.
ART. 24. To see what sum of money the Town will vote to raise and appropriate for the payment of court fees and expenses.
ART. 25. To see if the Town will vote to instruct the Highway Department to pay the Water Department for water used for watering streets.
ART. 26. To see if the Town will vote to raise and appro- priate a sum of money for hydrant service.
ART. 27. To see if the Town will vote to raise and appro- priate a sum of money for the Water Loan Sinking Funds.
ART. 28. To see if the Town will vote to raise and appropri- ate a sum of money for extension of Water Mains.
ART. 29. To see if the Town will appropriate a sum of money to pay for meters.
ART. 30. To see if the Town will vote to extend its Water System South in Washington Street from its present termina- tion to the Holbrook and Braintree Town line and raise and appropriate a sum of money sufficient for the same.
ART. 31. To see if the Town will raise and appropriate such sums of money as may be necessary for the payment of notes, and for the payment of interest on the Town debt, and on loans in anticipation of taxes.
ART. 32. To see what sum of money the Town will vote to raise and appropriate for the payment of Town Officers.
ART. 33. To see what sums of money the Town will vote to raise and appropriate for miscellaneous expenses.
ART. 34. To see if the Town will vote to raise and appropri-

ate a sum of money to assist Post 87, G. A. R., in defraying the expenses of memorial services on Memorial Day.
ART. 35. To see what sums of money the Town will vote to raise and appropriate for the Thayer Public Library and for the distribution of books.
ART. 36. To see what sums of money the Town will vote to raise and appropriate for supplies and for repairs of the Town Hall and for the services of a Janitor.
ART. 37. To see what sum of money the Town will vote to raise and appropriate for insurance on Town buildings.
ART. 38. To see what sum of money the Town will vote to raise and appropriate for abatement of Taxes.
ART. 39. To see if the Town will vote to raise and appro- priate a sum of money to be expended by the Tree Warden.
ART. 40. To see if the Town will vote to raise and appro- priate a sum of money to be expended by the Board of Health.
ART. 41. To see if the Town will vote to raise and appro- priate a sum of money to be expended on the Town Lands.
ART. 42. To see if the Town will vote to raise and appro- priate a sum of money to be expended on Plain Street Ceme- tery.
ART. 43. To see if the Town will vote to raise and appro- priate a sum of money to perfect a plan for the care and disposal of sewerage.
ART. 44. To see if the Town will vote to charge interest on all unpaid taxes after a certain date.
ART. 45. To see if the Town will accept the legacy given to it in the will of Nathaniel H. Hunt and hold the same in trust for the purposes set forth in said will and to take such action as it may deem necessary as to selling any part or the whole of the real estate held as a part of said trust property.
You are directed to serve this warrant by posting attested copies thereof in three public places in each Precinct in said Town of Braintree, seven days at least before said second day of March, 1908, and by publishing the same once in the Braintree Observer-Reporter and Braintree Bee.

In accordance with the foregoing warrant the voters assembled in their respective Precincts to cast their ballots for Town Officers for the ensuing year and also to vote on the following question: "Shall licenses for the sale of intoxicating liquors in this Town be granted?"
The polls were opened at six o'clock A. M., and were closed as follows:

BRAINTREE, March 9, 1908.
In accordance with the foregoing warrant the Town met at the time and place specified. The warrant, except a part of the articles contained therein, was read by the Town Clerk, as also was the Constables' return of service.
ARTICLE 1. By ballot with the use of the check lists Mr. John Kelley was chosen Moderator and was sworn by the Town Clerk.
ART. 2. Voted to choose five (5) surveyors of wood and weighers of hay. J. Marcus Arnold, Charles G. Sheppard, Wilford F. Woodsum, Edward M. Wight and Edward W. Hobart were chosen and sworn.
Voted to choose three (3) surveyors of lumber. Herbert W. Borden, Charles O. Miller and George H. Holbrook were chosen and sworn.
Voted to instruct the Selectmen to appoint one measurer of leather, one pound keeper and three field drivers.
ART. 3. Voted that the Treasurer be and hereby is author- ized with the approval of the Selectmen to borrow during the municipal year, beginning March 9th, 1908, in anticipation of the collection of taxes the sum of Eighty Thousand Dollars (such sum of money as may be necessary for the current ex- penses of the Town but not exceeding the total tax levy for said year) giving the notes of the Town therefor, payable within one year after the date thereof.
All debts incurred under the authority of this vote shall be paid from the taxes of the present municipal year.
Voted that the Town Treasurer be and he is hereby made custodian of all moneys of the several departments of the Town and of all securities of the several Sinking Funds of the Town.
The Board of Water Commissioners are instructed to elect the Town Treasurer-Treasurer of the Water Department.
The Selectmen are hereby instructed to require from the Treasurer such a bond as in their judgment is necessary for the safety of such moneys and securities; that the Town pay for said bond and that the Treasurer be held harmless on his bond from any loss from the failure of any National Bank in which

the funds of the Town may be on deposit with the approval of the Board of Selectmen.
Voted to raise and appropriate the sum of $105.00 to pay for the Treasurer's Bond.
Voted that no speaker be allowed more than ten minutes to speak on any one motion brought before this Annual Town Meeting.
ART. 4. Voted to accept the reports of the several Boards of Town officers
Report of the Appropriation Committee presented by Hon. A. E. Avery, Chairman, for the consideration of the Town. (Report on file in Town Clerk's office.) .
Voted to appoint the same Appropriation Committee to serve for the ensuing year, viz .:

Voted that the Selectmen be authorized to draw orders for $2,500 for State Aid, which money so spent will be refunded by the State.
ART. 16. FIRE DEPARTMENT.

Voted that it is the sense of this meeting that janitors of Schoolhouses and Public Buildings be instructed to see that all doors are kept unlocked when the buildings are occupied.

ART. 17. Motion of Mr. A. N. Hunt: That the Town accept the provisions of Section 10, of Chapter 454, of the Acts of 1893 and of Section 19, of Chapter 34 of the Revised Laws of Massachusetts and of any and all acts amendatory thereof or supplementary thereto and of any other act or acts prior or subse- quent thereto, authorizing the election of a Municipal Lighting Board in Towns and proceed immediately to elect by ballot a Municipal Lighting Board, consisting of three citizens of the Town, one of whom shall be chosen for one year, one for two years, and one for three years, in accordance with the provisions of said acts or any of them.
Voted to refer the above matter to the next Annual Meeting; 119 voted in the affirmative and 76 in the negative.
ART. 18. ELECTRIC LIGHT DEPARTMENT.
Voted to appropriate:

Voted that the sum of $3,500.00 be appropriated in addition to the revenues from the sale of electricity to private consumers and applied to the payment of the annual expenses of operation, maintenance and repairs of plant.

ART. 22. Voted to continue the Night Police and appro- priate for the pay of the same $2,196.00.
ART. 23. Indefinitely postponed.
ART. 24. Voted to appropriate for Court Fees and Ex- penses $100.00.
ARTS. 25, 26. Moved by Mr. Colbert that the appropriation for hydrant service include water furnished for Street Watering, decided in the negative.

ART. 27. For Water Loan Sinking Funds $5,120.00.
Voted that the Salaries of the Water Commissioners be paid out of the revenue of the Water Department.

ART. 28. For extensions of water mains $1,000.00.
ART. 29. Voted that the Town appropriate the sum of $3,278.25 for payment to the National Meter Company, of the balance due them on the purchase of Meters by the Board of Water Commissioners in the year 1907, said money to be paid to the Treasurer of the Board of Water Commissioners and by said Treasurer to be paid to the National Meter Company on an order or orders duly signed by the Board of Water Com- missioners.
And the Board of Water Commissioners are hereby directed to pay the Town of Braintree during the year 1908 the sum of $3,278.25 out of their revenue for said year, and they are further directed out of their revenue to pay the National Meter Company any sum which may be due to them as interest in settlement.
ART. 30. Voted that no action be taken.
