Gentlemen : I submit herewith my report of an audit of the books and accounts of the town of Ipswich for the period from January 1, 1932 to December 11, 1933, and in addition, the accounts of the treasurer and collector of taxes for the period from December 12, 1933 to March 22, 1934, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a re- port made to me by Mr. Herman B. Dine, Chief Account ant of this Division.

REPORT OF CHIEF ACCOUNTANT

Sir: In accordance with your instructions, I have made an audit of the books and accounts of the town of Ipswich for the period from January 1, 1932 to Decem- ber 11, 1933 and, in addition, have made an audit of the accounts of the treasurer and collector for the period from December 12, 1933 to March 22, 1934, the follow- ing report being made thereon :


The financial transactions of the town, as recorded on the books and accounts of the several departments receiving or disbursing town funds or committing bills for their collection, were examined and reconciled with the books and records of the town accountant.


The books and accounts of the town accountant were examined and checked in detail. The recorded receipts were checked with the treasurer's books and depart- mental records, while the recorded payments were com- pared with the treasury warrants and the treasurer's books.


The appropriation accounts were examined, and all appropriations and transfers were checked with the town clerk's records of town meetings and the finance com- mittee's records of transfers authorized from the reserve fund.

The ledgers were analyzed, the necessary adjust- ments were made, a trial balance was drawn off proving the ledger to be in balance, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town as of December 11, 1933.


The books and acocunts of the treasurer and col- lector. as treasurer, were examined and checked in de- tail. The recorded receipts were analyzed and compared with the records in the several departments collecting money for the town, with the other sources from which money was paid into the town treasury, and with the records of the town accountant. The payments were checked with the selectmen's warrants authorizing the treasurer to disburse town monies and with the account- ant's ledger accounts.


The cash balance on December 11, 1933, and again on March 22, 1934, was verified by an actual count of cash in the office and by a reconciliation of the bank balance with a statement furnished by the bank of de- posit.


The payments on account of maturing debt and in- terest were proved with the amounts falling due and with the cancelled securities and coupons on file.


The savings bank books and securities representing the investments of the several trust funds in the custody of the town treasurer were personally examined and listed as of December 11, 1933 and March 22, 1934. The income was proved and the receipts and disbursements were verified.


It was noted that, included in the investments of one of the trust funds on March 22, 1934, was a bond in the amount of $12,342.68 representing a loan issued in ac- cordance with a vote of the town at a special meeting held December 14, 1933. As the issue of this bond was not in accordance with the provisions of Chapter 44, Gen-

eral Laws, the investment of public trust funds in this type of security is contrary to the provisions of Section 54, Chapter 44, General Laws.


The books and accounts of the treasurer and col- lector, as collector, were examined and checked in detail. The commitments of taxes, assessments, and electric light and water charges were verified and compared with the warrants issued by the assessors and with records in the electric light and water departments. The re- corded collections were checked with the payments to the Treasurer as shown by the treasurer's and account- ant's books.


The recorded abatements were proved with the assessors' records of abatements granted and with the records in the electric light and water departments, and the taxes transferred to tax titles were compared with the treasurer's and the accountant's records of tax titles held by the town.


The outstanding accounts were listed and reconciled with the accountant's ledger, and were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies thereto indicating that the accounts, as listed, are correct. The outstanding tax, assessment, electric light and water accounts on March 22, 1934, were marked in the commitment books, and the total amounts out- standing on the several tax levies were given to the assessors and to the electric light and water boards for recommitment to the new collector.


It is recommended that a determined effort be made to secure settlement of the overdue tax, assessment, elec- tric light, and water accounts.


The books and accounts of the assessors were ex- amined and checked. It is recommended that the asses- sors' record in the official abatement book all abate-

ments granted, and that they report to the town account- ant monthly all abatements granted by them.


In checking the assessors' computation of the 1933 Tax rate, it was noted that they failed to include in the total amount of appropriations raised in the tax levy of 1933 the sum of $14,285.88, representing appropriations from available funds voted by the town, although the above amount was used by the assessors in the determin- ation of the tax rate as a deduction from the amount to be raised by taxation. The failure of the assessors to provide for these appropriations caused a revenue deficit for 1933, which should be provided for and raised in the revenue of 1934.


The town clerk's records of town meeting votes were examined and the appropriations, transfers, and loans authorized were checked to the accountant's ledger. An annual appropriation for the water department should be voted, since Chapter 396 of the Acts of 1928 placed the water department on the same basis as other town departments in the matter of incurring liabilities without specific appropriation therefor.


The town clerk's records of dog and of sporting licenses were examined, and the payments to the town treasurer, the county, and the State were verified.


The surety bonds on file for the several town offi- cials required by law to furnish such surety, were exam- ined and found to be in proper form.


The records of receipts from licenses granted by the selectmen, and of receipts from the sealer of weights and measures, town hall rents, town scales, town infirmary, and of the health, public welfare, school, and cemetery departments were examined, and the recorded collec- tions were checked with the payments to the treasurer as shown on the treasurer's and the accountant's books.

In examining the departmental accounts receivable it was noted that certain departmental accounts out- standing are long overdue. A determined effort should be made to secure settlement of these delinquent ac- counts, but if they are found to be uncollectible, they should be abated.


The electric light guarantee deposits in the custody of the manager of the electric light department were examined and checked at the expiration of the audit and these funds were placed in the custody of the town treasurer.


In addition to the balance sheet there are appended to this report, tables showing a reconciliation of the treasurer's cash, summaries of the tax, assessment, and departmental accounts, together with schedules showing the trust fund transactions.


For the courtesies and co-operation extended by the various town officials during the progress of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
