Early in the year the selectmen contracted with the Mas- sachusetts Highway Commission to furnish $3,000 for the construction of macadam roads in the town, the said com- mission to furnish $6,000, and the trustees of the Thomas S. Pierce estate, by previous agreement, to furnish $3,000.
Under the direction of the commissioners the work has been prosecuted during the entire season, but they have ren- dered no account against the town.
The town's share of the work already done would probably amount to $2,500, and against this the commission agrees to collect $800 due the town for crushing stone for contractors G. M. Quirk & Co., which would make the balance due the State approximately $1,700. '
There are outstanding miscellaneous credits due the de- partment of about $150, which would leave an unexpended balance of the highway appropriation of about $550 if all accounts were settled.

REPORT OF INSPECTOR OF ANIMALS.
To the Board of Selectmen :
I submit my report of the annual inspection as ordered by the Cattle Commission for 1903.
I inspected 885 head of neat cattle and submitted my re- port to the commission November 16, 1903.
I am pleased to say that I found many of the farmers, especially at the milk farms, up to date in the care of stables and cattle and anxious to have every part of the stables and milk houses inspected. In but few cases did I find cause to advise better accommodation and care.
I condemned one cow, but was informed by Mr. Peters that the appropriation of the Cattle Bureau for the year 1903 was exhausted, so that nothing could be done about the cow.

REPORT OF SEALER OF WEIGHTS AND MEASURES.
MIDDLEBORO, Mass., Jan. 1, 1904.
To the Selectmen and Citizens of Middleboro:
I have the honor to submit the following report for the year 1903.
I have visited fifty-nine (59) places of business and manu- facturing establishments, including six (6) milkmen. From the latter the town receives no compensation. I have found their cans, glass jars and measures absolutely correct.
I have condemned four (4) balances, three (3) steel yards and two (2) platform scales. I have also had several sets of weights, balances and scales repaired at the owner's ex- pense.
I find that most people think that after their scales are once balanced they must be correct, when in the majority of cases the fault is in the arm being incorrectly spaced.
I have found all liquid and dry measures (with one ex- ception) correct.
I have found all linear measures correct with the exception of one yard measure.
I would offer a word in regard to our merchants' neglect of their liquid measures, and especially those that they use

in measuring oil and molasses. I find that they allow the natural waste to accumulate on the bottom and sides of their measures for weeks if not months, thereby defrauding their customers out of a certain per cent of their purchase. This could be remedied by frequent cleaning.
I find that the town needs a marking die for stamping steel yards and also a supply of acid for marking milkmen's glass jars.
