REPORT OF SEALER OF WEIGHTS AND MEASURES.
Middleborough, Mass., January 1, 1912. To the Selectmen of Middleborough:
Gentlemen :-
I have the honor of making the following report as Sealer of Weights and Measures for the year 1911.
I have added to the equipment of the past year a portable drill at a cost of three dollars, making the assets of the department, including those furnished by the State and in the custody of the Town Treasurer, total, $601.69.
The new law relating to the marking of milk bottles used in the distribution of milk has abolished all fees, therefore as a consequence I have not collected as large amount of fees the past year as usual.
Now I wish to say a word regarding this matter of fees. Many municipalities have abolished the fee system and there are many reasons for doing so. First, it does not seem right that a merchant should pay for being honest. Second, it causes the merchant to be less prompt in producing his articles on the visit of the Sealer and to treat the Sealer with less courtesy than would be the case if there were no fees to collect. Third, the majority of merchants have no knowledge of the fees established by law and consequently lay themselves open to the overcharging of a dishonest Sealer. Fourth, correct weights and measures are a direct benefit to the public and tax payers and as the laws of this State are now sufficiently strong against giving false weights and measures it seems nothing but fairness that the fees in Middleborough should be abolished.

I have weighed three loads of coal and have visited 20 stores, and made one prosecution. I have paid from my private purse for car fare and small sundries the sum of $13.10.
I have collected in fees and turned into the Town Treasury the sum of $60.21.

TREE WARDEN'S REPORT.
From January 1, 1911 to January 1, 1912.
Owing to ample funds to carry on the spraying and trim- ming work, the past year has proven a very satisfactory one.
In all we sprayed about 1500 trees. Most of our trimming was done in the village, removing four dead trees and trimming a great many live ones. In North Middleboro we removed three live trees.
