REPORT OF THE TOWN CLERK For the Year Ending December 31st, 1941
Record of the Annual Town Meeting January 20th, 1941, with its ad- journments.
Article 1. To choose all necessary Town Officers, the following officers to be voted on one ballot, viz: a Moderator for one year, two Selectmen for three years, two members of the School Board for three years, one member of the Planning Board for five years, one member of the Board of Assessors for three years, two members of the Finance Committee for three years.
The Polls will be opened at 12 o'clock noon for vote on the foregoing articles, and will not be closed before eight o'clock P. M.
Meeting called to order at 11:45 A. M. in precinct No. 1 by Warden Allan, in precinct No. 2 by Moderator Clark and in precinct No. 3 by Warden Cushman.
The following election officers were sworn in :-
Precinct No. 1-Bert J. Allan, Henry R. Caswell, Andrew P. Campbell, William Lewis, Robert West, Maurice Guerin, Lola St Amand, Leila Allan, Officer William Casey.
Precinct No. 2-S. L. Brett, William Keenan, Esther Robidoux, Edith Rice, Lottie Clark, Laura Norris, Henry W. Savage, Abraham G. Newkirk, Mary E. Kelley, Louise Cashon, Willard Dunham and Albert Heath, Officer Chief Sisson.

Article 2. To raise such sums of money by tax or otherwise, as may be necessary to defray the expense of the Town for the current year, appropriate the same and to act on anything in relation to the assessment and collection of taxes for the year.

A motion was made and seconded that the budget as read be appro- priated for the 1941 budget. An amendment was voted that under the Police Department budget the sum of $6,030.00 be substituted for the sum of $5,070.00.
After the vote on the amendment and before the vote on the budget as read, the question was raised as to whether a quorum was now present. A count showed that there were 242 only present and thus not a quorum. Therefore no vote was taken on motion to appropriate the budget as read.
Voted to adjourn until next Monday night at 7:30 o'clock.
At this meeting, the Moderator appointed the following committee to consider means and methods for safeguarding the momentoes and proper- ties of the G. A. R. as per vote of Nov. 25th 1940 :-

Meeting again called to order and again a count was taken showing that there were 220 present. Voted to adjourn for fifteen minutes. Meeting was again called to order and a count taken showing that there were 235 present. Voted to adjourn to next Monday evening Feb. 24th at 7:45 o'clock.

To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January Ist 1941, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Article 4. To hear the report of any committees or officers of the Town; to appoint any committee, or take any action relative thereto.
No Action was taken on this Article.
Article 5. To see if the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture, a sum not exceeding two hundred ($200.00) dollars, and choose a Town Director for one (1) year as provided in Sections 41 and 45 of revised Chapter 128 of the General Laws, or take any action relative thereto.
Voted that the Town raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture, the sum of two hundred dollars ($200.00) and choose as Town Director H. Arthur Standish for one year, as provided in Sections 41 and 45 of Chapter 128 of the General Laws, and amendments thereto.
Article 6. To see if the Town will vote to raise and appropriate a sum of money for the purpose of repairing and operating Road Machinery; and act anything thereon.
Voted that the Town raise and appropriate the sum of two thousand eight hundred sixty-two ($2,862.00) dollars to be applied to the Road Machinery Account for the purpose of repairing and operating road machinery.

Article 7. To see if the Town will vote to raise and appropriate a sum of money by loan or otherwise for the purpose of continuing the W. P. A. work, and act anything thereon.
Voted that the Town raise and appropriate the sum of four thousand ($4,000) dollars for the purpose of financing the Work projects for the year 1941. Said appropriation to be spent under the direction of the Board of Selectmen.
Article 8. To see if the Town will vote to transfer the unexpended balances in the following accounts to the Excess and Deficiency Fund as follows: Town Hall Reshingling Roof $7.65, Investigation of Sewerage Disposal $1,332.50, and act anything thereon.
Voted that the following unexpended balances be transferred to the Excess and Deficiency Fund; Re-shingling Town Hall roof $7.65, Inves- tigation of Sewerage disposal ($1,332.50) one thousand three hundred thirty dollars and fifty cents.
Article 9. To see if the Town will vote to transfer the unexpended . balances in the following accounts to the Municipal Light Department as follows: Union Street School $2,328.75, High Tension Transmission Line $4,552.08, and act anything thereon.
Voted that the following unexpended balances to wit: Union Street School $2,328.75 and High Tension Transmission Line $4,552.08 be trans- ferred to the operating account of the Municipal Light Department.
Article 10. To see if the Town will vote to raise and appropriate the sum of twenty-three hundred (2,300.00) dollars to be used for the maintenance and reconstruction of Marion Road and Long Point Road, said sum to be expended in conjunction with State and County Funds as provided by Chapter 90 and Amendments of the General Laws, and to take any action thereon.
Voted that the Town raise and appropriate the sum of twenty-three hundred ($2,300.00) dollars to be used for the maintenance and recon- struction of Marion Road and Long Point Road, said sum to be expended in conjunction with State and County Funds as provided by Chapter 90 of the General Laws and amendments thereto.
Article 11. To see if the Town will vote to raise and appropriate the sum of five hundred' ($500.00) dollars for resurfacing the Town Hall Parking Space Lot, and act anything relative thereto.
No action taken on this article.
Article 12. To see if the Town will vote that the income from sales of Gas and Electricity to private consumers or for Gas and Electricity supplied to municipal buildings or for municipal power and street lights, be appropriated for the municipal light plant the whole to be expended by the manager of municipal lighting under the direction and control of the Board of Selectmen for the expense of the Plant for said fiscal year, as defined in Section 57 of Chapter 164 of the General Laws, and that, if said income shall exceed said expense or said fiscal year, such excess shall be transferred to the construction fund of said plant and appropriated and used for such additions thereto as may thereafter be authorized by the Board of Selectmen, and act thereon.
