For the Year Ending December 31st, 1943 RECORD OF THE ANNUAL TOWN MEETING January 18, 1943, With Its Adjournments


ArticleArticle 1. To choose all necessary Town Officers, the following officers to be voted on one ballot, viz: a Moderator for one year, one Selectman for three years, two members of the School Board for three years, one member of the Planning Board for five years, one member of the Planning Board for four years, one member of the Planning Board for three years, one member of the Planning Board for one year, one member of the Board of Assessors for three years, three members of the Finance Committee for three years, one member of the Finance Committee for two years.


The Polls will be opened at 12 o'clock noon for vote on the foregoing article, and will not be closed before eight o'clock P. M.


The Meeting was called to order in Precinct 1 by Warden Allan, in Precinct 2 by Moderator Clark, and in Precinct 3 by Warden Cushman.


The Polls were declared opened at 12 noon.


The Warrant was read in Precinct 2 by the Town Clerk. The follow- ing election officers were sworn in:


Precinct 1-B. J. Allan, Maurice J. Guerin, Leila M. Allan, Inez M. Chandler, Ruth E. Caswell, Ethel C. West, and Robert C. West. William Casey served as Police Officer.


Precinct 2-Sylvanus L. Brett, A. Wilbur Fillmore, Elisha H. Shaw, Laura Norris, Esther Robidoux, Jacob A. Swift, John Touhy, Ellen J. Gaudette, Theresa Pillsbury, Gertrude Martin, Annie E. Healey, Louise Cashon, and Alden C. Sisson acting as Police Officer.

After the vote was passed on Municipal Indebtedness, it was voted to appropriate the remainder of the budget as per the figures submitted by the Finance Committee with the exception that salaries above two thousand dollars be given a five percent increase to conform with the sentiment of the meeting.


The vote on the Assessors Department budget was reconsidered and a five per cent increase was granted.


The sum of $30.25 was appropriated as additional for the salary of the Relief Engineer at the Pumping Station. .


Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1943, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accord with Section 17, Chapter 44, of the General Laws.


Voted that the Town Treasurer be authorized with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st, 1943, and issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 4. To hear the report of any committees or officers of the Town, to appoint any committee or take any action relative thereto.


Charles S. Carver reporting for the committee appointed last year to investigate the question of a retirement fund for municipal employees and to study the salaries of the same stated that it was the opinion of the cominittee that at some future period such a plan should be adopted but that the present is not the time to impose upon employees the additional tax nor upon the town the added expense. It was voted that this report be accepted and placed on file.


Article 5. To see if the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture, a sum not exceeding two hundred dollars, and choose a Town Director for one year, as provided in Sections 41 and 45 of Revised Chapter 128 of the General Laws, or take action relative thereto.


Voted that the Town raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture, the sum of two hundred dollars and choose as Town Director H. Arthur Standish for one year, as provided in Sections 41 and 45 of Chapter 128 of the General Laws, and amendments thereto.

Article 6. To see if the Town will vote to raise and appropriate a sum of money for the purpose of repairing and operating Road Machinery, and act anything thereon.


Voted that the Town raise and appropriate the sum of twelve hundred dollars for the Road Machinery Account said sum to be used for the purpose of repairing and operating Road Machinery.


Article 7. To see if the Town will vote that the income from the sales of gas and electricity to private consumers or for gas and electricity supplied to municipal buildings or for municipal power and street lights, be appropriated for the municipal lighting plant the whole to be expended by the manager of municipal lighting under the direction and control of the Board of Selectmen for the expense of the plant for said fiscal year, as defined in Section 57 of Chapter 164 of General Laws, and that, if said income shall exceed such expense for said fiscal year, such excess shall be transferred to the construction fund of said plant and appropriated and used for such additions thereto as may thereafter be authorized by the Board of Selectmen, and act thereon.


Voted that the income from sales of gas and electricity to private consumers, or for gas and electricity supplies to municipal buildings, or for municipal power and street lights be appropriated for the municipal light plant the whole to be expended by the manager of municipal lighting under the direction and control of the Board of Selectmen for the expenses of the plan for said fiscal year as defined in Section 57 of Chapter 164 of General Laws.


Article 8. To see if the Town will vote to raise and appropriate the sum of one hundred seventy five dollars for the purpose of reimbursing Frank J. Scheiderich for the cost of installing water mains in Mayflower Avenue and to take any other action relative thereto. (By request)
