The Gas and Electric Dept. for $2,009.99 is for the pensions.


The Excess and Deficiency for $28,521.14 is for the following:

VOTED to raise and appropriate the sum of five thousand ($5,000.) dollars for the use of the committee on a new high school building in accordance with the vote authorizing the appointment of such committee.


VOTED that the sum of $6,000.00 be transferred from unappro- priated available funds in the Treasury to meet the State's and County's shares in the cost of Chapter 90 maintenance.


Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1945, and to issue a note or notes there- for, payable within one year and to renew any note or notes as may be given for a period of less than one year in accord with Section 17, Chapter 44, General Laws.

"Middleborough, Massachusetts


The Committee appointed to consider the matter of school accommodations submits the following report.


We have been materially aided in our study of the present conditions of school housing and those which may be expected to prevail in the future by a very comprehensive survey prepared under the auspices of the School Committee. Most of the conclu- sions of this survey are now available to the voters, either in a recent issue of the Middleboro Gazette or in the Town Report as a part of the annual report of the Superintendent of Schools. It seems unnecessary therefore to review them in detail in this pre- sentation. We have also been fortunate in being able to command the services and advice of Dr. Herbert Blair, former Professor of Education at Boston University and now Research Director of the Massachusetts Teachers' Federation. Dr. Blair's principal ac- tivity in that office is the making of surveys of school systems throughout New England with particular reference to housing problems. With the aid of data furnished by Superintendent Cush- ing, Dr. Blair undertook a similar task in connection with our own local problem and reached conclusions in which this commit- tee fully concurs.

Stated briefly the present situation is this .- While there is no bad overcrowding at the moment, all school buildings are filled to approximate capacity, and it has been necessary to transfer some units from the School Street School to the Bates School, resulting in classes too large for efficient teaching and creating a situation which, while not immediately critical, certainly needs improvement.


Furthermore, experience proves that during periods of pros- perity or of war, marriages and births show a marked increase. In Middleboro there has been an increase in marriages from 78 in 1933 to 93 in 1944; and in births, from 142 in 1933 to 239 in 1944. Experience also shows that about 96% of the children born in any year enter our schools six years later. There is therefore indicated an increase of the equivalent of one classroom per year for the next six years or more. For the past few years it has been pos- sible to absorb the increase into existing school space, but due to the present capacity enrollment such absorption cannot be con- tinued. The need of additional space will be accentuated by the cumulative effect of steadily increasing enrollment in the lower grades and only normal withdrawals by graduation or otherwise at the top. The effect of all this is that overcrowded conditions will first appear in the primary grades, then in the middle grades, then in the junior high school grades and finally in the senior high school. The senior high school itself will, even after allowing for normal withdrawals, be seriously overcrowded and it will prob- ably be necessary to house the entering classes 'elsewhere.
