THE TRUSTEES OF FLINT PUBLIC LIBRARY HEREWITH PRESENT THEIR FOURTH ANNUAL REPORT.


It seems that the number of books circulated during the past year is not so large as in the few preceding years, but those who are acquainted with the facts in the case will readily preceive that this is owing partly to the removal from town of many who were constant readers ; some of our readers have been removed by death, while others have been too busy to take out as many books as formerly.


Some of the books of the Library are getting somewhat dilapidated, many have been rebound, some for the second time and we would take this opportunity to caution those who take books, or have the care of the young people who take them, to see that the books are carefully handled.


We have the pleasure of announcing the addition to the Library of 109 new books recently purchased, also quite a number which have been presented, including 114 volumes formerly belonging to the two Social Library organizations which have existed in town.


Owing to an unavoidable delay in getting the Supple- ments ready they have not been in circulation before.

Warrant for the Annual Town Meeting. To Cyrus K. Wilkins, Constable of the Town of Middleton, in the County of Essex,


Greeting :


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Mid- dleton, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Town, on MONDAY, the fifth day of March, next, at nine o'clock in the forenoon, then and there to act on the following articles :


ART. 1. To choose a Moderator to preside at said meet- ing.


ART. 2. To choose a Town Clerk for the ensuing year.


ART. 3. To see if the town will accept the provisions of section sixty-nine and the four following sections of chapter twenty-seven of the Public Statutes, and elect three over- seers of the poor, one for one year, one for two years, and one for three years; and thereafter at the annual meeting elect one overseer of the poor to serve for three years.


ART. 4. To choose all necessary town officers for the en- suing year.


ART. 5. To see how much money the town will raise to defray town charges the ensuing year, and determine how the same shall be appropriated.


ART. 6. To act on the list of Jurors prepared and posted by the selectmen.


ART. 7. To see what action the town will take concerning the Cemetery.


ART. 8. To see what action the town will take in relation to letting the Town Hall.


ART. 9. To see what action the town will take for the prevention of fires, and in respect to the election and com- pensation of firemen.


ART. 10. To see what regulations the town will make in regard to fishing in Middleton pond.


ART. 11. To see if the town will authorize the Collector to use all means of collecting the taxes which a town treas- ruer when appointed collector may use.

ART. 12. To see if the town will authorize the Treasurer, under the direction of the selectmen, to hire such sums of money, in anticipation of the taxes, as may be necessary to meet current expenses.


ART. 13. To vote upon the question, Shall licenses be granted for the sale of intoxicating liquors in this town? The vote will be by separate ballot ; and the ballot shall be " Yes" or "No" in answer to said question.


ART. 14. To act on the following article contained in a petition to the selectmen, signed by J. W. Russell and seven others; To see if the town will grant to Mrs. Susan A. Stewart the same privilege in regard to taxation that the law allows to widows.


ART. 15. To see if the town will vote to paint the Town Hall the present year.


ART. 16. To act on the following article contained in a petition of J. A. Hutchinson and thirteen others : To see if the town will instruct the selectmen to petition the Eastern Railroad Company to station a flagman at the crossing on the road leading to Danvers ; or take any other action thereon.


And you are directed to serve this warrant by posting attested copies thereof, one at the Town Hall, and one at the Post Office, in said town, seven days at least, before the time for holding said meeting.


Hereof fail not, and make due return of this warrant. with your doings thereon, to the town clerk. at the time and place of meeting as aforesaid.
