THIRTEENTH ANNUAL REPORT OF TRUSTEES.


The number of books in this Library has been increas- ing yearly, and the room in the Town Hall which seemed ample when first occupied, became so crowded, that there was positively no room for further additions, so when there was a prospect of more commodious quarters, it was con- templated with a sense of relief ; nevertheless it was no en- viable task that devolved on the Trustees of the Library when $10,000 - which had been bequeathed to them in trust, by the will of the late Hon. Charles L. Flint, for the purpose of erecting a permanent building for the use of Flint Public Library - were placed in their hands ; they knew that if it were possible to carry every detail of ar- rangement and workmanship to perfection itself, it were a marvel indeed if a building could be erected with which no one could find any fault.


Many of the plans which were submitted were highly satisfactory, but the estimated cost exceeded the sum in hand. At length a plan was obtained which was repre- sented as within our means, and then there was further delay, in order that estimates might be brought in by con- tractors.


By vote of the town, the estate formerly owned by the late Ephraim Fuller was purchased at a cost of $3500. The buildings thereon were sold for $174.00, which being added to the amount appropriated by the town for grading the grounds made $674.00, nearly all of which has been expended for that purpose.


The Library building was completed at a cost of $9,980. The exterior is of brick and the interior finish is of cy- press. There is a book-room with a capacity of thirty-five thousand volumes - including the gallery. There is a

large reading-room, having a fine memorial window, which was presented by Mr. Joseph N. Smith, in memory of his wife, Caroline (Fuller) Smith. It is indeed a work of art which is much enjoyed.


A clock was placed in the tower through the generosity of Mr. George Fuller, and is highly appreciated.


We should ever bear in grateful remembrance the name of B. F. Emerson, whose youthful days were spent in our town, and who, as he was bidding adieu to earthly scenes - remembered our Library, and left for our use, means which have enabled us to furnish the interior of our new Library building.


Dedicatory exercises were held Nov. 11, 1891, and the Library was open the following Saturday for the delivery of books, about two hundred volumes having been recently added.


At a meeting of the Trustees it was voted to have the Library open Tuesday evenings, in addition to Saturday afternoons and evenings.


Many periodicals have been placed on the table in the reading-room, some through the generosity of friends, and the following have been subscribed for : " Scribner's Mag- azine," " Century," " Harper's Weekly," " Life," " Public Opinion " and " Boston Weekly Journal."


We trust that the inhabitants of this town will avail themselves of the privilege of reading the books and peri- odlicals so freely provided, and thus carry out the idea of our benefactor, who himself so faithfully improved every oj portunity to store his mind, and was honored and re- snected for his literary attainments.


We are pleased to observe that many of our young people are interesting themselves in instructive books and

useful subjects, thus acquiring knowledge which will prove of value to them in after life.

WARRANT FOR THE ANNUAL TOWN MEETING.


To Fred. E. Campbell, Constable of the Town of Middleton, in the County of Essex.


GREETING :


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Middle- ton, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said town, on MONDAY, the seventh day of March, next, at nine o'clock in the forenoon, then and there to act on the following articles :


ART. 1. To choose a Moderator to preside at said meeting.


ART. 2. To choose a Town Clerk for the ensuing year.


ART. 3. To choose all necessary town officers for the en- suing year.


ART. 4. To vote on the question : »Shall licenses be granted for the sale of intoxicating liquors in this town ? The vote will be by a separate ballot, and the ballot shall be " yes " or " no " in answer to said question.


ART. 5. To see how much money the town will raise to defray town charges the ensuing year, and determine how the same shall be appropriated.


ART. 6. To see what action the town will take in relation to discount and interest on taxes.


ART. 7. To act on the list of Jurors prepared and posted by the selectmen.


ART. 8. To see what action the town will take in regard to letting the Town Hall.


ART. 9. To see what action the town will take in regard to the enforcement of the laws against the sale of intoxicat- ing liquors.

ART. 10. To see what action the town will take concern- ing the cemetery.


ART. 11. To see if the town will vote to set apart a suit- able lot of land in the cemetery, to be used as a site for a soldiers' monument.


ART. 12. To see what regulations the town will make in regard to fishing in Middleton Pond.


ART. 13. To see what action the town will take for the prevention of fires, and in respect to the compensation of firemen.


ART. 14. To see what measures the town will adopt for the removal of snow from the sidewalks.


ART. 15. To see if the town will authorize the treasurer, under the direction of the selectmen, to hire such sums of money as may be necessary to meet current expenses, in an- ticipation of taxes of the present year, and payable there- from.


ART. 16. To see how much money the town will raise for the proper observance of Memorial Day.


ART. 17. To see if the town will authorize the Collector to use all means of collecting the taxes which a town treas- urer when appointed collector may use.


And you are directed to serve this warrant by posting at- tested copies thereof, one at the Town Hall, and one at the Post Office, in said town, seven days at least, before the time for holding said meeting.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting as aforesaid.
