The photograph on cover shows the recently completed Town Wharf and a part of the Plymouth fishing fleet.
The present wharf, which measures 250 feet long by 75 feet wide, constructed of 7-inch thick reinforced concrete slabs, creosoted piling and galvanized hardware, replaces the old wharf built in 1921 of un- treated material, 90 feet long by 60 feet wide, and rendered unsafe by marine borers. In addition to the creation of additional wharf space, it was also designed in a manner that would provide as much shelter as possible to shipping during severe storms, with deep water on three sides.
Of the thirty-one fishing boats of the dragger type that used the facilities in 1954, twenty-one were of local registry. Thirty-one million, nine hundred and ninety-four thousand (31,994,000), pounds of fish of all types were landed in 1954. Nine large trailers and ten large trucks were involved in the handling and transportation of the fish. On busy days more than two hundred tons of ice per day were used in packing. Considering boat crews, handlers, truckmen and all others engaged in the fishing enterprise centered in the wharf area, close to three hundred men were employed .. That amount of fish represents an average value of $1,599,700.00.
Early records reveal that in 1831 twelve ships, thirty-five brigs and ten schooners sailed from Plymouth engaged in foreign trade. One hundred and ten schooners and nineteen sloops were engaged in the fishing and coast-wise trade, and two schooners and twelve sloops of less than twenty tons were engaged in miscellaneous maritime business, the total employing one thousand three hundred and twelve (1,312) sea- men.
While the present day enterprise does not compare with that of early days, there is ample opportunity to further develop our harbor in the way of more anchorage, storm shelter or breakwater, and docks that would enhance the economy of our town.

The Meeting was called to order by the Moderator, Amedeo V. Sgarzi, at 2:00 o'clock p.m.
The Meeting was opened with a prayer by Rev. Charles C. Forman of the Unitarian Church.
The Town Meeting Members were sworn to the faithful performance of their duties by the Moderator.
Number of Town Meeting Members present March 27th, as reported by records of Arthur Estes and Warren Axford, checkers, was 180.
Number of Town Meeting Members present March 29th, as reported by Arthur Estes and Warren Axford, was 170.
The Moderator declared a quorum present.
Article Two:
Mr. Dexter Brooks reported for "The Off Street Parking" Committee.
Mr. Bryce Prindle read a final report of "The Manomet School Building Project."
Ruth A. Holmes moved that the reports of the several boards of Officers and Committees of the Town be accepted and placed on file.
Article Three:
Voted: That the Town vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Mr. C. Harvey Moore moved and it was voted: That the Town take up Article five before acting on Article four.
Article 5. To see if the Town will vote to amend the

Wage and Salary Classification By-Law in accordance with the recommendations of the Personnel Board presently filed with the records of said Board.

APPENDIX
1. Clerical work for the Retirement System is not included in the proposed salary shown.
2. Seasonal. The proposed salary shown is based on a full-time position.
3. Position to be abolished in July, 1954.
4. 44 hours when laborer, 48 hours when truck driver.
5. Salary as Sexton not included.
6. Maintenance is provided in addition to the salary shown.
Voted: That the Town vote to amend the Wage and Salary By-Law by striking out Schedule A and Exhibit B and substituting in place thereof the revised Schedule A and Exhibit B as recommended in the printed report of the Advisory and Finance Committee.
Article 4. To see if the Town will vote to amend the pay plan by instructing the Personnel Board to adjust said pay plan by placing in the maximum salary step all town employees holding positions included in the classification plan who have been in the service of the Town for five or more consecutive years as of January 1, 1954 and to make an appropriation therefor. Said adjustments to take effect as of June 1, 1954 and in no case to be effective before that date. (By Petition)
