The Meeting was called to order by the Moderator, Amedeo V. Sgarzi, at 2:00 o'clock p.m.


The Meeting was opened with a prayer by Rev. Edwin T. Anthony of the Congregational Church.


Mr. Hugh R. Maraghy moved and it was voted that the opening of the Meeting be delayed until 2:15 p.m.


At 2:15 p.m. the Meeting was opened by the Moderator.


The Town Meeting Members were sworn to the faithful performance of their duties, by Herbert K. Bartlett, Town Clerk.


Number of Town Meeting Members present March 26th, as reported by records of Arthur Estes and Warren Axford, checkers, was 169.


Number of Town Meeting Members present March 28th, as reported by records of Arthur Estes and Warren Axford, was 162.


Number of Town Meeting Members present March 29th, as reported by records of Arthur Estes and Alton K. Leeson, was 133.


The Moderator declared a quorum present.


Mr. Harold G. Roberts reported for the "Cold Spring School Addition."


Mr. Hans Slade submitted a report of the "Manomet, Dump Committee."


Mr. Herbert K. Bartlett moved that the reports of the several boards of Officers and Committees of the Town be accepted and placed on file.

Article Three:


Voted: That the Town authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956, and to issue a note or notes as may be given for a period of less than one year in accord- ance with Section 17, Chapter 44, General Laws.


Article 4. To see what action the Town will take to- wards making a readjustment in the wage and salary of Town employee, Peter W. Winter, Police Department patrol- man, and make any necessary appropriation therefor.

The Committee recommends no action. Inconsistent with the pay plan adopted by the town at the annual town meet- ing in 1954.


Voted: That the Town take no action under Article 4.


Article 5. To see if the Town will vote to amend the Wage and Salary Classification By-Law in accordance with the recommendations of the Personnel Board presently filed with the records of said Board.


The Committee and the Personnel Board recommend the amendment of Schedule A and Exhibit B of Wage and Salary Classification by-law by substituting in place thereof, to be effective as of January 1, 1955, the following:

Voted: That the Town amend the Wage and Salary By- Law by striking out Schedule A and Exhibit B and substitut- ing in place thereof the revised Schedule A and Exhibit B as recommended in the printed report of the Advisory and Finance Committee.

Mr. Joseph H. Nogueira moved to amend the motion of Mr. Holton by substituting the figures $4,261.95 in place of $4,059.00 for Chairman of Assessors, and the figures $3,622.50 in place of $3,450.00 for Assessors (each) but the motion to amend was lost.


The original motion was then put before the Meeting and voted.

Article 7. To see if the Town will vote to raise and appropriate the sum of Nine Hundred and Thirty-seven Dol- lars and Twenty-five cents ($937.25) to compensate Ralph Torrance for services rendered by him as Veterans' Service Director from May 18, 1953 to June 2, 1954.


The Committee recommends an appropriation of $700.62, which is the amount authorized by enabling legislation.


Voted (Unanimously): That the Town raise and appro- priate the sum of $700.62 to compensate Ralph Torrance for services rendered by him as Veterans' Service Director from May 18, 1953, to June 2, 1954, as authorized by Chapter 101 of the Acts of 1955.


Article 8. To make the necessary appropriations to de- fray the expenses of the Town and for other purposes and to raise sums of money as the Town shall deem expedient.
