SELECTMEN'S ANNUAL REPORT.
We take this manner and opportunity to lay before the citizens the follow- ing suggestions and reports for their consideration at the Annual Meeting.
DEBT.
The inconveniences of a town debt have been visited upon us at a cost that should be a lesson to us in the future.
Our neighboring institution for savings, taking advantage of their necessities, and our ability to pay (as they said), made a demand upon us for twenty-six thousand dollars they had loaned us at sundry times past, and demanded payment Nov. 1, at which time it was most difficult to raise money; and we were obliged to pay twelve per cent per annum, when, one month later, we could get what we wanted at eight, and at the present writing at six per cent, or less; which shows first, that a town debt is not a town blessing; and, second, that to hire money on call is bad policy for a town, as the treasurer is not authorized to take advantage of the money market, as

individuals may do, and change the loans to the best advantage, without a vote of the town. And we would recommend that the treasurer be em- powered and instructed to take ad- vantage of the market to place the debt at the lowest rate of interest practicable, at three, five, eight, or ten years; and that the whole debt be paid by grant as fast as it ma- tures.

HUMPHREY STREET.
The orders of the town to the Surveyor of Highways to widen Humphrey Street through the Swamp, under the direction of the Selectmen, have been attended by many preliminary difficulties.
We were unable, after quite an expense, to determine, with any degree of certainty, where the bounds of the road were; and, after some reflection, we petitioned the County Commissioners to "relocate, straighten, and widen the said county road, as in their judgment the public interest required; " and in answer to our petition we have the lines as now established; and with the fifteen hundred dollars appropriated we have been able to reduce the hill at E. B. Phillips's residence, and widen the narrow driveway to thirty-five feet at the narrowest places.
And we wish to remark that the sum appropriated was entirely inade- quate to the undertaking of widening the road to fifty feet in width, which would require say ten thousand yards of material, which, at thirty cents per yard, would amount to three thousand dollars, in addition to what has been expended; which is much the result that could be expected when the town votes to do a thing, and makes an estimate afterwards.

ATLANTIC AVENUE.
At the suggestion of the County Commissioners, and in view of the difficulty we had in finding the lines of Humphrey Street, we ordered the Engineer to run out the lines, and the Surveyor to set bound-stones at the angles on the north side of Atlantic Avenue; and by so doing, we find that the records place the road in quite a different locality from where it is built; and we notified the County Commissioners, but have not yet re- ceived any communication from them in relation thereto: and if the Commissioners do not take any action, on petition or otherwise, before the spring opens, we consider it to be the duty of the Selectmen to build the road where the

records locate it, at once, as delays of these matters always lead to future troubles.
And as the tortuous windings, halts, and starts of this same Atlantic Avenue, its projectors, and quasi engineers, have occupied so much of the public attention for so many years, and is so unreal at pres- ent, that, to have its location fixed inexorably in the same year with the new Serpentine Railroad and the great Hoosac Bore, would add a sense of relief to the public mind that would be pleasing and salutary,
INTRODUCTION OF GAS.
Permission was given the Lynn Gaslight Company to lay pipes through our streets, to supply our citizens with gas, under the follow- ing instructions; viz., That the con- ditions mentioned in the Act of In- corporation be strictly complied with; and also that all the opera- tions connected therewith be con- cluded between the fifteenth day of September and the fifteenth day of June, in each year; and any other conditions that our successors may require shall also be complied with.

REPORT OF COMMITTEE ON CELETERY.
The Committee have so far fulfilled their duty as to make the following report : -
The total cost of the en- largement, as shown by the two last Annual Reports, together with such small amounts as may be necessary to complete the whole details, as pro- jected by the Committee, will reach the sum of forty-five hundred dollars.
The number of available lots, as per plan submitted as part of this report, is one hundred and sixty. The sum of forty-five hundred dollars, with interest for such time as may be required to sell the whole number of lots ( say twenty years) , would about double the cost of them, at the average time of sale, which would be about fifty-six dollars per lot.
And we have concluded, in view of all the probabilities, that the price should be fixed at fifty dollars per lot, and continue at that price until they are all sold, and their sale be confined exclusively to citizens of the town.
