. SELECTMEN'S REPORT.
WE, the Selectmen of the Town of Swampscott, beg leave to submit to our townsmen the following report of our proceedings during the past year.
In compliance with a vote of the Town, we have pur- chased from Mr. James Hanley a gravel pit situated in the western part of the Town, from which gravel can be ob- tained in such supplies as may be needed for many years. Owing to the cost of labor which the removal of the many large stones in this pit would involve, we have also seen fit to diminish the expense attendant upon this removal, by the purchase, for this purpose, of a derrick of sufficient size and strength.
Much as is the need of economy in all our departments, we have found by personal inspection, that the damaged state of the roads, arising from the excessive rains of the preceeding summer, will, perhaps, necessitate the out- lay of a larger sum of money upon the highways for the coming year.
THE TEMPERANCE QUESTION.
At a special meeting held in the summer, an appropria- tion of one thousand dollars was made by the Town for the suppression of the sale of liquor. The first action

taken by the Selectmen to carry out this vote was the em- . ployment of two officers, known to be thorough going temperance men and members of the Reform Club, to use all lawful means to bring about the desired end. Able coun- sel was retained to give them any legal advice they might need. After investigating the matter, these officers con- cluded that they could not render such service as would be expected, so they resigned. The Selectmen then endeav- ored to find competent men who would willingly fill the vacancies, but without success. As a further endeavor to carry out the wishes of the people in this matter, a reward of twenty-five dollars was offered to any person who would give information sufficient for the arrest and conviction of any one engaged in illegal liquor traffic ; but owing proba- bly, to the present quiet and peaceable manner of conducting the sale of liquor, no information has as yet been given. In the absence of any further opportunity to make a judi- cious use of the appropriation, nothing further has been done in the matter, and the larger portion of the money remains unexpended.
TAXES.
We desire to call the attention of our citizens to the very satisfactory manner in which our taxes for the past year have been collected. By reference to the Collector's Report it will be seen that the full amount committed to him has been collected and paid to the Town Treasurer. This very desirable result is largely due to the new method lately adopted from Marblehead, where it has been so long and

successfully pursued, and we are well assured that too much cannot be said in its praise. This is the first instance, with us, where the Collector's duties have been so promptly and satisfactorily discharged. It is estimated that a con- siderable sum will be saved in interest, and also that many bills, which at the end of previous years were allowed to remain unpaid, will be collected. Feeling assured that this method, conducing to economy and therefore tending to lower our percentage, will hereafter find favor with our tax payers, we heartily recommend its further adoption.
FIRE DEPARTMENT.
In accordance with the revised statutes, a vote was passed at the Town Meeting authorizing the Selectmen to form a Firemen's Company for the Atlantic Engine. Ac- cordingly a company of active young men has been organ- ized, six hundred feet of seamless hose have been pur- chased and the engine house thoroughly repaired. The only thing now needed for the success of the Fire Depart- ment is a better supply of water for fire purposes. So far as the means at their command will permit, the company will, we are satisfied, acquit themselves creditably when occasion shall require.
CEMETERY.
We think we need to call your attention to the neglected condition of that part of our cemetery known as the public

ground. The proper laying out and grading of that lot would add much toward improving and beautifying our cemetery. It would also be desirable to have the well made deeper in order to obtain, during the very dry seasons we sometimes have, a sufficient supply of water for our plants, then so much needed; and we would recommend that in the course of another year these improvements be made. During the past summer the faced wall on the front boundary has been thoroughly repaired and is now in good order.
DR. W. B. CHASE vs. THE TOWN OF SWAMPSCOTT.
This suit was brought to collect a bill of four hundred and forty-one dollars for professional services claimed to have been rendered to the family of the late Mr. - Turning, at the request of the Overseers of the Poor. The attention of the Town was called to this case at our last annual meeting and we were instructed to oppose the claim. and in accordance with the vote then passed we employed counsel to conduct the case. When the day for the trial came it was found that an important witness for the defence was absent, and our counsel had the case continued. A short time since we received a communication from our lawyer, stating that the counsel for the complainant desired that if possible the case might be settled without further court proceedings, and to that end they, the plaintiff's counsel, expressed themselves ready to settle for one hun- dred dollars, each party to bear their own expenses. Our

counsel advised us to accept the offer, and after giving the matter due consideration we concluded to do so. We have paid the one hundred dollars, and the case is now settled.
TWO HUNDRED AND FIFTIETH ANNIVERSARY OF THE SETTLEMENT OF THE TOWN.
In closing we desire to remind the people of Swampscott that this is the two hundred and fiftieth anniversary of the settlement of the town. The Board of Aldermen of Lynn having appointed a committee to take measures for the fit observance of this day, it is probable that when definite arrangements have been made we shall be invited to act in concert with them.
To us the occurrence of this day must have the same significance that it has for the citizens of Lynn, for of the first two settlers, one settled near Goldfish Pond, Lynn', and the other near Burrill Street, Swampscott.

CHIEF ENGINEER'S REPORT.
We have organized a company with fifty-six members : the expense is more than we wished to expend. but we found everything out of repair, the house and engine was out of repair, the old hose was not fit for use, so we had to furnish new. We have six hundred feet of new cotton hose that with care will last for years ; with very little ex- pense, I think we can now manage our department.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Swampscott qualified to vote in town affairs, to meet at Town Hall in said Swampscott, on the eighth day of March next, at nine o'clock in the forenoon, then and there to act on the follow- ing articles, to wit :
ARTICLE I .- To choose a moderator to preside at said meeting. ART. 2 .- To choose all necessary officers for the ensuing year.
ART. 3 .- To hear the annual report of the Selectmen, and act thercon.
ART. 4 .- To raise such sums of money as may be necessary to defray the Town expenses for the ensuing year, and make ap- propriations for the same.
ART. 5 .- To see if the Town will cause the Atlantic Engine House to be removed from its present location, to some more convenient place near Blancy's Beach, agreeable to the petition of J. H. Widger, and others.
