Annual Meeting, March 18, 1895. TOWN WARRANT.
ESSEX, SS.
To either of the Constables of the Town of Swampscott, in said County, Greeting :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott qualified to vote in Elections, and in Town affairs, to meet at the Town Hall, in said Swampscott, on Monday, the Eighteenth day of March, current, at six o'clock in the forenoon, then and there to act on the following articles, viz : -
ART. I. To choose a Moderator to preside in said meeting.
ART. 2. To choose a Town Clerk for one (1) year. To choose a Board of Selectmen for the year ensuing.
To choose one member of the Board of Assessors for three (3) years.
To choose a Town Treasurer for one (I) year.

To choose a Collector of Taxes for the year ensuing.
To choose one member of the School Com- mittee for three (3) years.
To choose one member of the Board of Trustees of the Public Library for three (3) years.
To choose a Board of Auditors for the year ensuing.
To choose one Overseer of the Poor for three (3) years.
To choose a Board of Health, one (I) for one year, one (1) for two years, and one (I) for three years.
To choose a Surveyor of Highways for the year ensuing.
To choose three Constables for the year ensuing.
To choose a Park Commissioner for three (3) years.
All to be chosen on one ballot.
ART. 3. To vote by ballot " Yes " or "No" upon the question : Shall Licenses be granted for the sale of Intoxicating Liquors in this Town?
ART. 4. To hear and act upon the reports of the Auditing Committee, the Board of Selectmen, the School Committee, the Superintendent of Streets, the Board of Trustees of the Public Library, the Engineers of the Fire Department, the Superintendent of the Cemetery, the Board of Health, the Chief of Police, the Milk Inspector, the Committee on Street Lights, the Sewerage Committee, the Inspector of Provisions and Animals, the Committee on Phillips School Building, the Committee on Future Water Supply, and the Committee on Assessors' Plans.

ART. 5. To raise such sums of money as may be necessary to defray Town charges for the ensuing year, and make appropriations therefor.
ART. 6. To see if the Town will accept the list of names for Jurors as prepared and posted by the Selectmen.
ART. 7. To see what amount of bonds will be re- quired of the Town Treasurer for the current year.
ART. 8. To see if the Town will authorize the Treasurer, with the approval of the Board of Selectmen, to borrow money in anticipation of taxes.
ART. 9. To see what amount of bonds will be re- quired of the Collector of Taxes for the year ensuing.
ART. IO. To see what compensation the Town will allow the Collector for the collection of taxes for the ensu- ing year.
ART. II. To see what action the Town will take in regard to the collection of taxes, and what rate of discount, if any, will be allowed for prompt payment on or before a certain date.
ART. 12. To hear and act upon the report of the Park Commissioners, and see if the Town will make an appropriation in accordance therewith.
ART. 13. To see what action the Town will take as to raising and appropriating money for Watering certain streets of the Town as petitioned for by S. F. Crosman and others.
ART. 14. To see if the Town will erect an Electric (arc) Light at some suitable point on Farragut Road, and appropriate money therefor, as petitioned for by Charles E. Howard and others.
ART. 15. To see if the Town will vote to erect an Electric (arc) Light on Outlook Road, and appropriate

money therefor, agreeable to the petition of A. W. Dear- born and others.
ART. 16. To see if the Town will vote to erect one or more Electric (arc) Lights on Phillips Avenue, Little's Point, and appropriate money therefor, as petitioned for by John Mason Little and others.
ART. 17. To see if the Town will vote to erect an Electric (arc) Light at the junction of Paradise and Andrews Roads, and appropriate money therefor, agreeable to the petition of E. H. Hilliard and others.
ART. 18. To see if the Town will vote to amend the By-Laws so as to prohibit the erection of buildings without a permit from the Board of Selectmen.
ART. 19. To see what action the Town will take towards defining the lines and grading that portion of Red- ington Street lying between Sheridan Road and Mapledale Avenue, and building a sidewalk and retaining wall on the westerly side thereof, and appropriate money therefor, as petitioned for by Harry B. Newcomb and others.
ART. 20. To see if the Town will vote to lay Stone Crossings across Essex Street, at its junction with Burrill Street, also across Essex Street, at its junction with Beach Avenue, agreeable to the petition of F. H. Bassett and others.
ART. 21. To see if the Town will vote to construct a Street Crossing across the westerly end of Boynton Street, at its junction with Pine Street, and appropriate money for the same, as petitioned for by A. L. Pierce and others.
ART. 22. To see if the Town will construct a Stone Street Crossing across Porter's Court, at its junction with Burrill Street, and appropriate money therefor, agreeable to the petition of Milton D. Porter and others.
ART. 23. To see if the Town will vote to locate and

construct a Stone Street Crossing from the southerly corner of Monument Avenue and Burrill Street, across Burrill and Humphrey Streets to a point near the iron steps to King's Beach, and appropriate money for the same, agreeable to the petition of F. O. Thompson and others.
ART. 24. To see if the Town will vote to construct two Stone Street Crossings as follows : - Across Orient Street, at the northerly end of Woodbine Avenue, from the estate of George S. Hall, and also across Orient Street, 'at the southerly end of Woodbine Avenue, from the estate of Mrs. Jewell to that of Charles P. Curtis, and appropriate a sum of money therefor, agreeable to the petition of Weston K. Lewis and others.
ART. 25. To see if the Town will construct a Stone Street Crossing from the easterly corner of Marshall Street, across Orient Street, and appropriate money for the same, as petitioned for by D. W. Nisbett and others.
ART. 26. To see if the Town will accept the Medal Fund donated by D. K. and L. H. Phillips, as specified in the School Report.
ART. 27. To see what action the Town will take toward building a Hose House at Mountain Park, and appropriate Three Hundred Dollars ($300) for the same, agreeable to the petition of Willis E. Doughty and others.
ART. 28. To see if the Town will vote to appropriate a sufficient sum of money for the use of the Committee on Future Water Supply and Sewerage Committee.
ART. 29. To see if the Town will vote to appropriate a sum of money to be used in payment for such portions of the Assessor's Plans as may be completed.
The polls to be closed at 5.30 P.M.
And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depot, Post

RETURN ON THE WARRANT.
Pursuant to the within Warrant to me directed, I have notified the inhabitants of the Town of Swampscott, quali- fied as herein expressed, to meet at the time and place and for the purposes herein mentioned, by posting up attested copies of said Warrant in eleven public and conspicuous. places in said Swampscott on Monday, the eleventh day of March in the year of 1895.

In accordance with the foregoing Warrant, the inhabi- tants of the Town of Swampscott qualified to vote in Elec- tions, met in the Town Hall on Monday, March 18th, 1895,

and were called to order at 6 o'clock A.M. by the Town Clerk, who read the Warrant calling said meeting and the return thereon of the officer who served it upon the inhabi- tants.
ART. I. To choose a Moderator.
The polls were declared open for the reception of votes for Moderator.
Voted. To close the polls for choice of Moderator at 6.15 A.M.
There were eighty-nine ballots cast for Moderator, as follows :
Eben N. Wardwell, 62, elected ; John R. Merritt, 18 ; Eldridge F. Small, 9.
Eben N. Wardwell was immediately qualified for the duties of Moderator by the Town Clerk.
The ballot box was shown to be empty, the register denoting 000 ; the polls were then declared open for ballot- ing for Town Officers.
The Town Clerk had prepared ballots, as follows :
1125 General Ballots ; 75 Special Ballots ; 25 Speci- men Ballots.
The package of ballots was delivered to the Ballot Clerks, John B. Earp and J. William Thurston, who had been appointed and qualified for that position ; they receipted therefor.
Cards of instruction and penalties, also specimen bal- lots, were posted inside and outside the polling place, as required by the laws of the Commonwealth.
The Moderator appointed as tellers, to sort and count the votes : Bertram C. Melzard, Frank L. Bonney, Oscar F. Morris, Willard M. Hatch, Charles E. Alden, Frank L. Chapman, James L. Taylor, Edmund Russell, and they were sworn by the Town Clerk.

The ballot box was opened several times by the Mod- erator for the purpose of counting the votes; at the close of the polls the register of the ballot box stood at 573 ; there were five hundred and eighty-one (581) general ballots and two (2) special ballots cast, the ballot box fail- ing to register ten (10) times ; both check lists showed the same number of checks, men's list, 581, women's list 2.
Voted. That after the result of balloting for Town Officers is announced, this meeting stand adjourned until to-morrow, Tuesday evening, at 7.30 o'clock P.M.

Adjourned Annual Meeting, March 19, 1895.
In accordance with the foregoing adjournment the legal voters of the Town assembled at the Town Hall, on Tuesday evening, March 19th, 1895.
The meeting was called to order promptly at 7.30 o'clock, by Eben N. Wardwell, Moderator.
The records of the previous meeting were read and declared approved.
Voted. ART. 4. That all the reports included in Article 4 be received as printed.
Voted. ART. 4. To lay upon the table until the adjourned meeting that portion of the Selectmen's report which is under the head of " Petitions."
A motion " To adopt all the appropriations as recom- mended by the Selectmen," was withdrawn.
