Town Meeting, February 15, 1915. TOWN WARRANT.


ESSEX SS.


To either of the Constables of the Town of Swampscott in said County, GREETING :


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in Town affairs, to assemble in the Town Hall, in said Swampscott, on Monday, the fifteenth day of February, current, at 6 o'clock in the forenoon, then and there to act on the following articles, viz :


ARTICLE I. To choose a Moderator for one (1) year.


ART. 2. To choose a Town Clerk for one (1) year.


To choose one member of the Board of Selectmen for one (I ) year.


To choose one member of the Board of Assessors for three (3) years.


To choose a Town Treasurer for one (1) year.


To choose a Collector of Taxes for one (1) year.


To choose one member of the Board of School Committee for three (3) years.


To choose one member of the Board of Trustees of the Public Library for three (3) years.


To choose one member of the Board of Overseers of the Poor for three (3) years.


To choose one member of the Board of Health for three (3) years.


To choose a Surveyor of Highways for three (3) years. To choose three (3) Constables for one year.


To choose one Park Commissioner for three (3) years.


To choose one member of the Water and Sewerage Board for three (3) years.


To choose one Tree Warden for one (1) year. All to be chosen on one ballot.


ART. 3. To vote by ballot " Yes " or " No" upon the question : "Shall llcense be granted for the sale of intoxicating liquors in the Town?"


ART. 4. To vote by ballot " Yes " or " No" upon the question : Shall an Act passed by the General Court, being Chap, 487, Acts of 1913, being an act relative to the promotion of call men in the Fire Department of cities and towns be accepted.


ART. 5. To vote by ballot " Yes " or " No" upon the question : Shall an act passed by the General Court, being Section 42 of Chap. 514, Acts of 1909, as affected by Chap. 494, Acts of 1911, which provides that eight hours shall constitute a day's work for city and town employees, be accepted.


ART. 6. Shall Chapter 807, of the Acts of 1913, being an act to pro- vide for compensating laborers, workmen and mechanics for injuries sus- tained in public employment, and to exempt from legal liability counties and municipal corporations which pay such compensation, be accepted by the inhabitants of this Town. Yes. No.

ART. 12. To see if the Town will vote to authorize the Selectmen to employ a Civil Engineer to act as Town Engineer, to have charge and supervise the engineering work of all the departments of the Town, as recommended by the Board of Selectmen.

To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1915, and to issue a note or notes therefor, payable within one year, a debt or debts incurred under this vote to be paid from the revenue of said financial year.

ART. 33. To see if the Town will vote to extend the water system through the following streets : Stimpson road, 367 feet from Ocean View terrace ; Sargent road, 665 feet from Stimpson road ; Aspen road, west of Sargent road, and Arbutus road, as recommended by the Board of Selectmen.


ART. 34. To see if the Town will vote to lay a 24-inch drain pipe from the brook on Banks road to the culvert at the foot of Farragut road and appropriate money for the same, as petitioned for by Albert R. Ellis and others.
