REPORT OF THE SELECTMEN.


The Selectmen of the town of Weymouth for the year ending March 20, 1865, respectfully submit the following Report :-


In order to secure a full statement of the expenditures of the financial year embraced in our Report, we have found it necessary to delay the printing of the Schedules to the latest day consistent with their distribution prior to the Annual Meeting, and although thus delayed considerable labor has been required to induce those holding demands against the town to present them seasonably. We ask leave to suggest for the benefit of those who may here- after perform the duty of compiling Annual statements of expen- ses, that the presentation of all bills before the first day of March would confer a favor upon the citizens of the town, as well as upon their servants.


A slight excess only above the appropriation for that object has been expended in the repairs of roads the past year, and this excess has been caused mostly by recent damages resulting from heavy rains, and as under our present system, the surveyors have usually expended their whole appropriation before the Winter, it seems to be necessary that a small reserve fund should be held by the Selectmen to meet the exigencies of the early Spring. In accordance with the vote of the town, we have caused the new street . at East Weymouth, leading from Broad to Commercial Street, to be worked at the expense hereinafter stated; but we have been unable to comply with our instructions to provide an outlet for the water which periodically overflows the northerly end of Pearl Street, for the want of the assent of the owners of either of the lots of land through which such drainage must be effected; and as we are informed by those familiar with the locality, that this flowage has been caused mainly by the filling made upon his own land by Mr. Thomas Bicknell, (confirmed as this information is by our own observation,) we have deemed it proper to recommend that the town avail itself of its legal rem- edies for the injuries thus suffered.

Agreeably to our instructions, we have numbered the several School Districts in the town in the manner following, viz :- Those Districts embraced within the territorial limits which re- spectively comprised the late Districts known as the "First," " Second," " Third,". "Fourth," "Fifth," "Sixth," "Ninth," and " Tenth," to be known and designated respectively by the num- bers and appellations by which the same territory was formerly designated ; the territory embraced within the limits of the late " Seventh " and " Eighth" Districts, to be designated as the " Seventh" District ; and the District occupying the territory of the late "Eleventh " District to be numbered and known as the " Eighth " District.


The Liquor Agency has been continued during the year under the charge of Amos S. White, Esq., and has been conducted in a satisfactory manner and with the result exhibited in the annexed statement.


The calls of the Government for volunteer soldiers from this town during the past year, have been promptly responded to, and principally filled by the enlistment of our own citizens. With the exception of a small deficiency on the first of June, caused by the failure of the Government to allow Naval credits, as had been expected, the town has not at any time been liable to a Draft, but the unusual demand for labor, and the lively competition between the various cities and towns of the State to secure to themselves the allowance of credit for the enlistment of Recruits not resident in their respective localities, have rendered our duties as Recruiting Officers more arduous and embarrassing than at any former period, and these duties in connection with a large amount of labor in the revision of our Enrolment, and the payment of Aid, Allotments and Bounties, have occupied a very considerable part of our time, and contributed to swell the disbursements of the town to a sum larger than ever before expended within a single year : but the continued successes of the victorious armies of the Union furnish good ground for the confident expectations which we, in common with all loyal citizens, are happy to cherish, that no future year will require an equal expenditure of treasure and of life for the maintenance of the integrity of the Union and the supremacy of just laws.
