REPORT OF THE SELECTMEN.
The Selectmen of the Town of Weymouth, for the year ending March 19, 1866, respectfully submit the following Report :-
We are happy in being able to congratulate the town on the fact that the favorable. expectations which were expressed in the last Annual Report of the Selectmen, respecting the future expenditure of life and treasure for the maintenance of the integrity of the Union, have been fully justified by the fortu- nate result. During the year just closed, armed rebellion has been completely crushed, and the vanquished rebels subjected to the rightful authority of the government, with, compara- tively, but slight additions to the vast sacrifice of wealth and blood which had already been so freely poured in defence of the National Unity.
Municipal, as well as the States and the National Govern- ment have entered upon the duty of reducing their expenditures to an amount less than that of their ordinary income ; and we do not doubt that this town will, by her example and influence, desire to co-operate in the attainment of this object.
The expenditures of the past year have somewhat exceeded the estimates made at the last annual meeting, and this is largely due to the fact that the wages of labor have averaged higher than during any former year, in connection with the large exceptional expense incurred in the repair of the bridges over the Weymouth, Fore and Back Rivers ; but owing to a change in the law respecting the manner of taxing bank shares, made since that meeting, the receipts for taxes have been less by some six or seven thousand dollars, than they would have been under the previously existing law.
4
Under the authority granted for that purpose, six per cent. bonds of the town to the amount of thirty thousand dollars, payable in five, nine and twelve years from date, have been issued and sold at a fraction less than two per cent. discount, which price is fully equal, we believe, to the highest quotations during the year for similar securities of any city or town in the State.
The town-way leading from High Street has been built in a superior manner the past year, under the superintendence of Mr. George W. Pratt, with the aid of the inmates of the alms- house ; and we recommend that those new streets recently accepted by the town, which are situated within a convenient distance of the town-farm, should be worked under the charge of Mr. Pratt.
Guide-boards have been maintained substantially in accord- ance with the requirements of law.
The Liquor Agency has been continued in charge of Amos S. White, Esq., and his transactions are indicated in the amount annexed.
