REPORT OF THE SELECTMEN.
THE Selectmen of the town of Weymouth, for the year ending March 4, 1872, respectfully submit their Report, with the annexed Schedule of Receipts and Expenditures, as follows : -
The amounts raised and appropriated by the town, at its last annual March meeting, for defraying its ordinary expenses during the year now just closed, and for the reduction of its debt, were very liberal, but would not have required the raising of the rate of taxation beyond the limit suggested in the last annual report of our predecessors of one and one-half per centum of the valuation, except for a change in the law relating to the assessment of shares in banks, enacted after the date of that meeting, which resulted in an addition of four thousand eight hundred and seventy-one dollars forty-one one hundredths, to the amount voted by the town. This unexpected increase of receipts has been applied to further diminish the town debt, which is now reduced to an amount which but slightly exceeds one per centum upon its taxable valuation.
The selectmen, during the year, have worked the widenings and straightenings laid out by the county commissioners on North street, from Bridge street to Stepping Stone Bridge, on Front street, from Washington square to Federal street; on Pleasant street, from the Pratt School-house to the house of John A. E. Loud ; and on Pond street, from the Old Colony Railroad to a point near the house of Perez Loud, and from the junction of Main street to Abington line. We have also removed the ledge on Commercial street, at East Weymouth, in

front of the school-house, which was included in the widening of that street, as laid out by said commissioners.
We have also completed the building of the new streets at East Weymouth, known as Grove and Cedar streets ; have con- structed a sidewalk on Federal street, from Front to Summer street, and have completed the grading of Tremont street.
The guide-boards, and boards to designate streets, which were in preparation at the close of last year, have been finished and erected during the current year, and we are able to report that these convenient way marks are now in a very satisfactory condition.
The commissioners appointed under the act of the legisla- ture passed in the year 1870, to determine anew in what propor- tion and manner the expense of maintaining the bridges over Weymouth Fore and Back Rivers shall be hereafter paid, have made their report to the Supreme Judicial Court, awarding that one-half of such expense shall be paid by the town of Weymouth, seven twenty-fourths by the town of Hingham, and five twenty-fourths by the town of Quincy. The question of the acceptance of this report is still pending in said court.
During the year, the title to the Nadell estate has been vested in one of our board in trust for the town; and it has been occupied by a tenant, with whom negotiations for a sale have been had, but without effecting that result. The question of the town's right and liability to pay for the services of persons employed by a fire-ward to aid in extinguishing fires in the woods, which threatened the destruction of valuable buildings, submitted for our determination at the last annual meeting, has been carefully considered by us, aided by the advice of emi- nent counsel ; and we report, as the result of such considera- tion and advice, that the town has no legal authority to raise or appropriate money for that purpose.
The fire-wards, or any three of them, may, when necessary, " require assistance," or impress the services of citizens in arresting the progress of a conflagration ; but such compulsory service is not legally entitled to pecuniary compensation, but is required upon the broad ground that the Commonwealth has a

claim upon all her citizens when the public safety is endan- gered by a fire, as well as when it results from a riot, a rebel- lion, or a foreign invasion.
