REPORT OF THE SELECTMEN.
THE undersigned, Selectmen of the town of Weymouth, respect- fully submit the following report of receipts and expenditures of the town during the past year, with such explanations and sugges- tions as seem proper.
The town, at their last annual meeting, voted to raise by assessment the sum of twelve thousand dollars for highways, townways, and bridges; four thousand of this sum to be expended by the highway surveyors, and the balance, say eight thousand dollars, to he expended under direction of the Selectmen.
We, on entering upon our duties in relation to highways, found the obligations of the town relating thereto to be as follows : 1st, a contract for working the widening of Summer Street, which, with land damage awarded, amounted to twenty-one hundred and eight dollars ; 2d, a contract for building a portion of Norton Street, amounting to three hundred and fifty two dollars ; 3d, a contract to build a drain across Green Street, amounting to one hundred and twelve dollars. There was due for land damage awarded in 1881 the sum of five hundred and twenty dollars ; also, to R. E. Hunt, for land damage on Sterling Street, the sum of five hundred dollars, awarded in 1880, but which he refused to accept, and entered suit against the town for a much larger amount, but which the board finally compromised for six hundred dollars, which was considered better for the town than entering into a lawsuit. The bills for removing snow in January and February, 1882, were thirty-one hundred and sixty dollars. The sum of the before-mentioned items, including six hundred dollars for the Quincy and Hingham Bridges, amounted to seventy-four hundred and fifty-two dollars, which left only forty-five hundred and forty-eight dollars of the sum appropriated for both the Selectmen and the highway surveyors with which to keep in repair and improve the highways for the year.

Therefore, in making such repairs and improvements as the public demanded and necessity required, we have felt obliged to exceed the appropriation made, and think the circumstances justified us in so doing. The county commissioners last spring ordered the working of Commercial Street between Station Street and Broad Street, which has been done at an expense to the town of about eight hundred dollars. Vine Street, which was laid out and accepted in 1881, has also been worked, at an expense of five hundred and sixty-eight dollars ; also, a portion of the southerly part of Middle Street, at an expense of about two hundred dollars ; Cottage Street has been finished ; also, Madison Street improved, in accordance with the vote of the town, at an expense of one hun- dred and fifty dollars : which complete the working of all widenings and straightening of streets laid out and accepted by the town, with the exception of Neck, Norton, Summer, and the southerly end of Middle Streets, and a portion of Washington Street, ordered by the county commissioners. The working of these streets should, in our opinion, be provided for by special appropriations .. We would also recommend an appropriation for paving the gutters in Jackson Square, and also a portion of Washington and Front Streets.
A contract has been made with Mr. P. Hogarty for building the. remaining part of Norton Street, for eight hundred dollars, the work to be completed in April.
The guide-boards in town have been examined and found to be in fair condition.
The board have, by authority of a vote passed at the last annual meeting, purchased of the heirs of Lemuel Humphrey, for $1,300, a wood lot containing about sixty acres, consisting of both hard and soft wood, of a growth varying from fifteen to forty years, is easy of access, and will afford all the wood the town will require, in its different departments, for years to come.
The question of a lock-up in Ward One, referred to the board at the last annual meeting, has been considered, and we are of the opinion that, with three in the town already, there is no immediate necessity for one there.
In consideration of the continual increase of the business of the

town, and consequent increase of time required to do the same, would it not be quite a saving of expense to the town to employ some competent person, at a reasonable salary, to be at the office at town house daily during business hours, and to act as clerk of the differnt boards of town officers, keep the books, and attend to the general office business, which, to do properly, would require a person's whole time ?
It will appear from our report that the town debt has increased about $2,000, which, it will readily be seen, was caused by there being no appropriation made for the new school-house in Ward Three, the purchase of the wood lot, and increased expenses of highways, the total of which will amount to $16,460. Had appro- priation for the above amount been made, the assets of the town would be equal to the liabilities.
