REPORT.


The Selectmen submit their Annual Report for the con- sideration of the Citizens of the Town. And herewith re- port that the duty which was delegated to them at the last Annual Election has been conducted upon the same princi- ple which they have pursued for the past few years they have been in office, and in so doing we have a surplus at the end of the year to apply to the liquidation of the floating debt, which is now reduced to $2,900, and by continuing the same policy it can be extinguishing the coming year without increasing the taxes.


The repairs and alterations at the Alms House, which were contemplated a year ago, have been completed and · the alteration makes it very convenient for the party in charge to do the work and manage the household affairs to which it was before the alteration was made.


The Chief Engineer of the Fire Department reports that the condition of the department is good, except that Engine No. 5 needs overhauling and some repairs. This is a heavy engine and requires a large force to work it successfully. It would be well to ceil up No. 3 Engine House, which will cost about $100, and will be the saving of some fuel.


The provision made for getting the Steam Fire Engine to fires the past year has been satisfactory, and we would advise continuing the same the coming year.


For two years past. quite a sum has been appropriated

for concrete sidewalks, but your Selectmen are sorry to re- port that very little enterprise has been shown in clearing the snow from the walks and in many places, none at all. It seems hardly justice to tax the citizens out of the vil- lage for improving property in the village, when the par- ties owing or occupying the same, do not show interest enough in the matter, to keep the sidewalk in the snow season clear or so much as has been concreted to make it comfortable and safe walking.


The guide posts are, as last reported, viz. ; one at the corner of Bridge and Adams streets ; the corner of Bridge and New Boston road; the corner of Mattapoisett and New Boston road ; and at Mattapoisett and Head-of-River road, (Seth Adams' corner, so called. )


The contemplated Reservoir, at or near Washington and Rotch streets, referred to the Board of Selectmen to ex- amine and report upon, have attended to the duty and would say that the locality is well selected and the cost for one that would contain 10,000 gallons of water, in the dry season, will be about $600, and one that will contain 20,000 gallons will cost $900, as near as we can estimate.

REPORT OF THE ROAD COMMISSIONERS.


It will be seen by reference to the Report of the . Select- men, that there has been expended upon the highways and sidewalks of the town, during our administration, the sum of $3,154.87, and but little remains for the road commis- sioners, but to show the localities where it has been ex- pended, and to make such suggestions as may be warranted by their experience of the year.


At the Annual Town Meeting it was voted that the Com- missioners should take such steps as might be necessary, to secure a crossing at grade over the O. C. R. R., of Pleasant street. In compliance, your commissioners pe- titioned the County Commissioners, who, after appointing four hearings in various parts of the county, and an almost interminable delay, issued their decree in our favor ; the railroad opposing, we were next obliged to petition the Massachusetts Railroad Commissioners, who, as is well known, refused to grant the crossing, and with a supreme contempt for the rights of communities in connection with

railroads, turned us over to the tender mercies of the O. C. R. R., by suggesting that we confer with that rapacious corporation, as to the best way of bridging their track at Pleasant street. To us it seems hardly probable that Pleasant street can be carried at grade over the railroad, so long as the present state of things continues to exist. It is needless to add that your commissioners were disgusted with the whole transaction. The Railroad Commissioners declined the hospitalities proffered by us, to accept those tendered by the railroad, and in various ways gave us the impression that towns have but little to expect at their hands.


In view of the fact that extensive repairs will be needed on the bridge, Fort street and North Main street the coming year, your commissioners suggest that the sum of $3,000 be appropriated for repairs of highways and side- walks.


Your commission have been impressed, during the year, with the need of a road-roller, and believe it would be economy on the part of the town, to purchase one.


The great expense of the William street sidewalks was due to the condition of the old curbing, a large portion of which had to be re-placed by new.
