Report of the Selectmen


The Selectmen organized on February 16, 1948 with Charles W. Knowlton as Chairman of the Board of Select- men and Public Welfare and Walter Silveira as Clerk.


During the year Middle Street was widened at the entrance and a safety island was installed. This was done under contract and under the supervision of the Depart- ment of Public Works, and at the same time a full stop traffic light and a safety island were installed at Huttleston Avenue and Main Street. These improvements have been very helpful in the moving of traffic but the Selectmen are working to get the department to install full stop lights at Middle Street and Huttleston Avenue, to work in conjunc- tion with those at Main Street and Huttleston Avenue. They believe this will eliminate any inconvenience now existing, due to traffic coming out of Middle Street.


A contract was awarded to Mr. Frank Linhares to reconstruct Main Street, from Huttleston Avenue to Elm Avenue, and install drains, as per plans by Mr. Samuel H. Corse. This was completed satisfactorily. The reconstruc- tion of Main Street to the junction of Main and Adams Street will be brought before the Town Meeting members at the Annual Town Meeting in March.


Cap logs were placed on the remaining unprotected portions of Union Wharf, a safety measure that has been needed to be done for many years.


The matter of having a housing authority was brought before the Town Meeting members at a Special Town Meeting on September 16, 1948, but was voted down by the members.


The trustees of the Millicent Library met with the Selectmen on July 12th, at which time the trustees informed the Board that the Library would need $4,000., to continue their work for the year. It was voted to have the article in the warrant at the Special Town Meeting, December 6, 1948. This amount was voted to be taken from Excess and Deficiency and was later approved by the Commissioner of Corporations and Taxation.


After consultation with Mr. Graham of the Cozy Cab Company, together with the citizens of Sconticut Neck re- garding improving the bus service for the benefit of the residents of Sconticut Neck, Mr. Graham promised a new bus and better service. This promise was carried out in about five weeks.

The matter of widening Sconticut Neck Road is in the hands of the Department of Public Works. It is hoped that work will be started on the first and second section in the spring of 1949.


The Department of Public Utilities granted the Fair- haven Water Company an increase in rates. This was done without a hearing so that the people did not have an opportunity to object to this increase. However, the Selectmen filed an objection to this procedure and a date was set for a hearing. At this hearing, all the particulars were brought out as to the earnings of the Water Company, and the Department of Public Utilities directed the Water Company to go back to its former rate after July 1, 1949.


Fairhaven lost one of its most active citizens in the passing of Mr. Gilbert W. Tuell as he was always interested In Town affairs and had served as a member of several committees. At the time of his death he was Chairman of the Board of Appeals, a position which he had filled in a very capable manner. The Selectmen and townspeople regret the passing of such a public spirited citizen. At a meeting of the Board of Health on March 15th, Mr. William C. Brennan of 74 Raymond Street was appointed to the Board of Appeals, to fill the vacancy caused by the death of Mr. Tuell.


Mr. John Avila, 33 Mulberry Street, was appointed successor to Mr. Maurice N. Hanson as wire inspector, since his death September 26, 1948. Mr. Hanson served the Town faithfully for a number of years in connection with his position with the New Bedford Gas & Edison Light Company, and the citizens will regret his passing.


Mr. Otis Tuttle resigned on June 1, 1948 at a meeting of the Board and Mrs. Dorothy Kearns was appointed to fill the unexpired term of Mr. Tuttle on the Board of Registrars. At his resignation the Town lost a man who had worked for many years as a member of the Board of Registrars, during which time he performed his duties very efficiently.


The Board wishes to thank the heads of departments for their cooperation in the administration of their offices.
