SELECTMEN'S REPORT
To the Inhabitants of Dighton:
In presenting our annual report, we beg to call atten- tion to the necessity for better and permanent roads out- side of the main thoroughfares.
The disappearance of the horse as a power unit with a propelling capacity of from four to six miles per hour, and the advent of the motor vehicles, traveling three times faster and carrying a load five times greater, imperative- ly demands that all our roads should be of the best type.
This radical change makes an additional demand on our resources beyond our financial ability to meet.
Formerly our roads outside of the main thoroughfares were mainly for local use, serving a clientage within a rad- ius of twenty miles. Now the extent of their patronage is the county, the State and the Nation.
The National Government and the Commonwealth are aiding in good road construction, and we feel that the County should join heartily and liberally with the coun- try towns in highway work.
A very much needed improvement has been commenced this season on Lincoln Avenue, and will be completed in the spring. The contractor was delayed by the Street Rail- way.
The section of Tremont Street west from Lincoln Ave., and Elm Street, north from Main Street, were completed.
For this work $30,000 was appropriated.

Proposed street improvements occupied by Electric Railway should be delayed when track rebuilding is con- templated.
Nine thousand ($9,000) dollars has been spent on Wil- liams Street, the state, county and town each contributing $3,000; 4,225 linear feet were built. The work on this street should be continued the coming year. The Digh- ton approach to Broad Cove Bridge has been macadam- ized at a cost of $1,493.09. We would suggest that for in- cidental expense a larger-appropriation be made. You will find this year there is quite a large deficiency.
You will find elsewhere detailed reports of our financial condition from the Auditor and Treasurer and a report by the Road Committee on the cost of improvements for next year, and the streets and bridges most needing our attention.

ANNUAL REPORT OF SEALER OF WEIGHTS & MEASURES
To the Inhabitants of Dighton:
I have visited the storekeepers and dealers throughout the town and tested and sealed the scales, measures, pumps, etc., that are used in weighing or measuring for the public.
Practically all the scales were found in good condition and dealers doing their best to see that the public were getting 16 ounces in every pound purchased. Liquid meas- ures averaged very well and conformed to the standard measuring laws. The use of graduated measures is not

allowed in this state and dealers should see to it that they purchase only single unit measures when in need of new ones.
Any graduated measures found in stores or in posses- sion of dealers, selling by liquid measure, will be confiscat- ed.
My appointment to the responsible position of Sealer of Weights and Measures means much to me personally, and as much as I can possibly make it to the people of Dighton, whose servant I am.
My work means much to the public and business men collectively, as it advocates the doctrine of honesty and fair dealing, which doctrine should be the fundamental principle of all men.
The growth of this department as a useful institution is conditioned upon work, and if good and practical work is not done at all times, the department has no justi- fication for existence. The work of an official Sealer may technically be termed "Making Honesty". On his vigi- lance depends the establishment and maintenance of the uniform standard of honest weights and measures and the prohibition of commercial misconduct in general.
The official Sealer is charged with the enforcement of all laws pertaining to weights and measures. This duty does not end with the regular annual test, by means of which incorrect apparatus is eliminated and correct weighing and measuring devices secured. The Sealer must make fre- quent examinations and inspections of scales, measures and package commodities to see that the public is receiv- ing full weight and measure and to protect the dealer from giving excess weight and measure. Only by these inspec- tions is it possible to maintain an equal basis of trade among producers, distributors and consumers.
Storekeepers and dealers using scales should keep them perfectly clean, and moving parts free from dust or grit

as this tends to throw a perfectly good scale out of balance. Scales of the counter type must rest on a level, rigid base in order to give a true reading in pounds and ounces.
Householders having test scales to check their pur- chases, may have them tested and sealed free of charge by bringing them to the office.
Commodities in package form must have the net con- tents plainly marked on the outside and dealers are re- sponsible if weight is found to be less than marked.
Short-weight bread has been found in some of the stores, but the managers of these stores upon taking up the mat- ter with the bread distributors have since that time been receiving full-weight bread.
Gasoline pumps at filling stations have been tested and inspected and found to be correct with the exception of one dealer who was using some of his profits by giving ex- cess measure.
Dealers should check their gasoline and oil pumps each morning to test out their pumps, as a daily check will show them just where they stand with the public.
