SELECTMEN'S REPORT
To the Inhabitants of Dighton :
The maintenance and reconstruction of our highways and bridges are matters that should receive at our next annual town meeting, careful and wise consideration.
In new construction the Richmond Hill section of Hart Street has been macadamized, and the dangerous blind corner at the junction of Hart and Elm Streets, has been improved by purchase of land from Mr. Pierce and made reasonably safe. This section about every year has required costly repairs on account of washouts during the Spring freshets and thaws. The cost of this improvement, includ- ing the extension from the corner to the Broad Cove School House, was $21000 plus small land damages. The Depart- ment of Public Works Division of Highways furnished the civil engineering service and paid $7000. The $8000 con- ditionally appropriated to improve a section of Spring Street was not used.
The Department of Public Works'contemplates in the near future to greatly improve the thoroughfare between Fall River and Boston and have submitted plans to make a beginning on Pleasant Street. The plans call for a be- ginning four hundred feet north of Broad Cove Bridge ex- tending northerly to Hart Street increasing the width twenty feet and construction to be reinforced cement.
The Department has made plans and drawn specifi- cations to complete macadamizing William Street to the Swansea line. We are assurred of liberal aid if the work is undertaken this Season.

HIGHWAY REPAIRS
Good roads are a necessity. It is equally true that it is wasteful and useless to build them and then neglect to give them proper and reasonable care. Our present high- way surveyors are amply qualified to render the service re- quired, but are handicapped by the scarcity of help and more especially by their private business.
We have spent this year for repairs more than $3,900
For oil for the Streets 2,000
For labor in oiling more than 1,200
A total of more than $7,100
This is a large sum when we take into account the mileage and the miles of roads that are macadamized. It is evi- dent that we are not getting adequate results for the ex- penditure and that some other method should be adopted. In neighboring towns the employment of a working Superin- tendent has been noticeable in improved roads.
Therefore we would suggest the appointment of a work- ing Superintendent who will devote all his time to this work. He should be able to handle and care for a two or three ton motor truck to be owned by the town and should be responsible to the Selectman. Such a truck would be serviceable and economic in distributing sand, gravel and other material and be an aid to other departments.
STATE AID.
There are five veterans of the Civil war receiving State Aid monthly and three widows, three receive $6 monthly and five receive $4. There is a widow of a soldier of the Civil War receiving $5 monthly Soldier's Relief.

It is the imperative duty of Physicians and householders to report contagious diseases under their observation to a- void severe penalties for neglect.
REPORTING BIRTHS
Attention is called to Chapter 46, Section 6 of the Gen- eral Laws which require parents and householders within 40 days after the birth of a child to cause a notice thereof to be given to the Town Clerk.
Neglect to give the required notice subject the offender to court proceedings.
The reasons why parents and others should report births are because the laws of the land should be cheerfully obliged
It is important to:
To establish identity.
To prove nationality.
To prove legitimacy.
To show when the child has the right to enter school.
To show when the child has the right to seek employment
To establish right of inheritance.
To establish liability or exemption for military duty.
To establish the right to vote.
To establish the right to hold title to and sell real estate.
To establish the right to hold Public office.
To establish the right to prove the age when a marriage contract may be entered into.
Certainly it is very necessary that births should be re- corded.
