GENERAL INFORMATION
OPEN MEETING LAW-CHAP. 626, ACTS, 1958
Meetings of every district, city and town board, com- mission and school committee shall be open to public and to press (unless in executive session). A notice of such meetings must be filed at least twenty-four hours prior with the clerk of the district or town. (A regular schedule of meetings filed in advance is permissible.) Accurate records of all meetings shall be maintained setting forth action taken. A summary of all matters voted shall be made available with reasonable promptness after each meeting. The records shall become a public record and available to the public upon being approved. (For information on executive sessions and emergencies check law with Town Clerk.)
The town offices are open Monday through Friday from 8:30 A. M. to 4:00 P. M., and the office of the Town Clerk, Treasurer, and Collector is also open Wednesday evenings from 6:30 P.M. to 8:00 P.M.
The Board of Selectmen, Welfare, and Health, and the Assessors meet in their offices Wednesday evenings at 7:30 P. M.
The School Committee meets the third Wednesday of each month at 7:30 P. M. in the School Committee room.

REPORT OF AN AUDIT OF THE ACCOUNTS OF THE TOWN OF DIGHTON OCTOBER 2, 1956 TO MARCH 12, 1958

Sir :
As directed by you, I have made an audit of the books and accounts of the town of Dighton for the period from October 2, 1956, the date of the previous examination, to March 12, 1958, the following report being submitted thereon:
The records of financial transactions of the several de- partments receiving or disbursing money for the town or committing bills for collection were examined and checked with the town auditor's and the town treasurer's records.
The books and accounts in the town auditor's office were examined and checked in detail. The ledger accounts were analyzed and proved for the period of the audit. The re- corded receipts were compared with the treasurer's books, while the payments were checked with the treasury warrants. The appropriations and transfers, as entered, were checked with the town clerk's record of town meeting votes and with the finance committee's record of transfers authorized from the reserve fund, and a balance sheet showing the financial condition of the town on March 12, 1958 was prepared and is appended to this report.
The books and accounts of the town treasurer were ex- amined and checked in detail. The recorded receipts were analyzed and checked with the auditor's books, with the records of the several departments collecting money for the town, and with other sources from which money was paid into the town treasury, while the payments were compared with

the auditor's books and with the selectmen's warrants au- thorizing the disbursement of town funds. The treasurer's cash balance on March 12, 1958 was proved by actual count of the cash in the office and by reconciliation of the bank balances with statements received from the banks in which town funds are deposited.
The recorded payments on account of maturing debt and interest were verified by comparison with the amounts falling due and with the cancelled securities and coupons on file. The outstanding coupons were listed and reconciled with the balance in the coupon account as shown by a statement fur- nished by the depository.
The records of employees' payroll deductions for Federal taxes and for the county retirement system were examined and reconciled with the controlling ledger accounts.
The savings bank books representing the investment of the trust funds in the custody of the town treasurer were examined and listed. The income was proved, and all trans- actions were verified and compared with the treasurer's and the auditor's books.
The records of tax titles and tax possessions held by the town were examined and checked in detail. The amounts added to the tax title account were compared with the col- lector's records, the reported redemptions of tax titles were checked with the town treasurer's cash book, the foreclosures and abatements were verified, and the tax titles and tax possessions on hand were listed and reconciled with the auditor's ledger.
The books and accounts of the tax collector were examined and checked. The town and district taxes, excise, and water liens outstanding according to the previous examination, to- gether with all subsequent commitment lists, were audited and proved. The collections were compared with the cash book entries and with the payments to the town and district treasurers as shown by the treasurer's cash books, the abate- ments as entered on the commitment books were checked with

the assessors' records of abatements granted, and the out- standing accounts were listed and reconciled with the respec- tive ledger accounts.
The records of departmental accounts receivable were examined and checked. The reported payments to the treas- urer were compared with the treasurer's cash book, and the outstanding accounts were listed and reconciled with the controlling accounts in the town auditor's ledger.
The outstanding tax, excise, and departmental accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town and the districts, the replies received thereto indicating that the accounts, as listed, are correct.
The records of departmental cash collections by the select- men, the town clerk, and the sealer of weights and measures, as well as by the police, health, and school departments, and by all other departments in which money was collected for the town, were examined and checked. The payments to the treasurer and to the State were verified, and the cash on hand in the several departments was proved by actual count.
The surety bonds filed by the several town officials for the faithful performance of their duties were examined and found to be in proper form.
In addition to the balance sheet, there are appended to this report tables showing a reconciliation of the treasurer's cash, summaries of the tax, excise, tax title, tax possession, and departmental accounts, together with schedules showing the condition and transactions of the trust funds.
While engaged in making the audit cooperation was received from all town officials, for which, on behalf of my assistants and for myself, I wish to express appreciation.

REPORT OF THE FINANCE COMMITTEE
To the Board of Selectmen:
Gentlemen:
The Town Moderator appointed Mr. Roger B. Perry as a successor to Mr. Herbert Holt.
The Town Finance Committee was organized by the Chairman of the Board of Selectmen in June, 1958 for the year 1958-1959.
To date since being organized, the Finance Committee has met three times at the request of the Chairman of the Board of Selectmen regarding town finances.
The Finance Committee wishes to remind the townspeople of the Open Meeting Law-Chap. 626, Acts of 1958 which states: Meeting of every district, city and town board, com- mission and school committee shall be open to public and to press (unless in executive session.)
All financial transactions contained in the Town Auditor's report had prior approval of the Finance Committee.

SELECTMEN'S REPORT
To the Citizens and Taxpayers of Dighton :
The organizational meeting of the Board was held after the Annual Town Meeting. For the third consecutive year the Chairmanships were divided with Mr. Atwood chosen as Chairman of the Selectmen, Mr. Benevides for the Board of Public Welfare, Mr. Smith for the Board of Health, and Mr. Benevides was chosen to serve as recording Clerk of the three Boards.
Fifty weekly and twelve special meetings were held with three vacation absences and one extended leave of absence for reasons of sickness. The Board met jointly on three oc- casions with the several School Committees and Regional School Committee prior to the Town accepting the Regional School plan. One meeting with all Town Boards, Committees and appointed Town Officers was held to discuss and formulate plans of mutual interest.
Necessary hearings were held upon applications received for the various licenses requiring same. Board members have attended all Bristol County Association meetings. Mr. Smith attended the Massachusetts Selectmen's Association Annual Meeting representing the County Association as its president. Chairman Atwood was delegated to represent the Town's interest at hearings on the several Chapter 90 and Public Works projects.
All appointments of Town Officers and Committees have been recorded with the Town Clerk together with the juror's list and are contained in the Clerk's annual report. Annual reports of the numerous Town Officers and departments as required by law are contained in this 1958 Town Officer's Report.

All orders and votes of the Town meeting have been ful- filled by the various departments.
The ambulance committee purchased and commissioned a used Cadillac Deluxe ambulance under authority of the town meeting. New regulations as resolved by the committee have been established and enforced by the Board. The Board acknowledges with appreciation in behalf of the citizens, the cooperation of the members of the Fire Department and personnel of the Arnold Hoffman Co. in making this valuable service available.
The Board accepted from the Estate of Ethel M. Nicol, a deed for a parcel of land surrounding the Council Oak. This fulfills the vote of the Town Meeting of 1956.
The road improvement program has continued in satis- factory order. Smith Street from Wellington St. to Horton St. required nearly all of the Gravel Road funds in order to widen and gravel, preparatory to oil surfacing.
The Board recommends to the Town that annual ap- propriations for Gravel Road improvements be continued.
The Board further recommends that the Town appro- priate funds to construct suitable housing for Street Depart- ment equipment. This should be programmed to provide for development of maintenance facilities for all Town owned equipment.
Whereas the Town has accepted the provisions of an agreement for a Regional High and Vocational School, the needs and requirements of Town Office expansion will be ful- filled by acquiring additional space in the present High School. An appropriation made for Town Office repairs will require supplementary funds to remodel the area to be expanded.
In August, the Raytheon Mfg. Co., producers of electronic equipment and controls for government agencies, announced that a division of the company would locate at North Digh-

ton in the easterly portion of the Dighton Industries build- ings and facilities. The Selectmen and other Town Officers had met on several occasions with the owners of Dighton Industries, consultants of the company, officials of Common- wealth of Massachusetts and others concerned relative to the many factors involved.
The Selectmen in behalf of the Town and its Officials extended greetings and expressions of welcome to Raytheon Officials. The presence of a prosperous production concern is of immeasurable value to any community. The effects of employment are beneficial to the area and offer many advan- tages to the Town.
However, as is natural in similar circumstances, there are other effects not immediately observed, such as housing, building, school enrollments and additional requirements for public services. Assumming that Dighton's growth may be normal and orderly, we feel that the time is at hand when Officials should be authorized by the Town Meeting to study, survey and report their findings relative to the need of further controls of building and expansion within the Town. We, therefore, propose that a committee be established to con- duct this survey and report.

TOWN CLERK'S REPORT 1958
The special town meeting was held in the Town hall on January 8, 1958. It was called to order by the moderator, Stafford H. Hambly, at 7:30 P. M.
VOTED: To dispense with the reading of the warrant.
VOTED: That the Town authorize the transfer of unappropriated available funds in the Treasury in the sum of $25,500.00 to Highway Revenue, in anticipation of reimburse- ment from the State and County of funds for Chapter 90 Construction for the Spring Street Bridge and Approaches for the financial year ending December 31, 1957.
VOTED: That the Town authorize the transfer of un- appropriated available funds in the Treasury in the sum of $34,000.00 to Highway Revenue in anticipation of reimburse- ment from the State Flood Relief Board of funds allocated for that portion of replacement of the Spring Street Bridge for the financial year ending December 31, 1957.

The regular Annual Town Meeting for the election of officers for the Town of Dighton was held on March 3, 1958. The meeting was called to order at 12 Noon by Stafford H. Hambly, Moderator. The balloting was under the super- vision of the following election officers: Elaine Varley, Anna Simmons, Catherine Sherman, Hazel Reed, Lillian Deslauriers, Elaine O'Connell, Mary Allie, Florence I. Perry, Mary M. Perry and Percy B. Simmons, Town Clerk.
The polls were closed at 8:00 P. M .; the total number of votes cast was 403. The ballots having been assorted and counted, the result was declared as follows:
