GENERAL INFORMATION
OPEN MEETING LAW-CHAP. 626, ACTS, 1958
Meetings of every district, city and town board, com- mission and school committee shall be open to public and to press (unless in executive session). A notice of such meet- ings must be filed at least twenty-four hours prior with the clerk of the district or town. (A regular schedule of meet- ings filed in advance is permissible.) Accurate records of all meetings shall be maintained setting forth action taken. A summary of all matters voted shall be made available with reasonable promptness after each meeting. The records shall become a public record and available to the public upon being approved. (For information on executive sessions and emer- gencies check law with Town Clerk.)
The town offices are open Monday through Friday from 8:30 A. M. to 4:00 P. M., and the office of the Town Clerk, Treasurer, and Collector is also open Wednesday evenings from 6:30 P.M. to 8:00 P. M.
The Board of Selectmen, Welfare, and Health, and the Assessors meet in their offices Wednesday evenings at 7:30 P. M.
The School Committee meets the third Wednesday of each month at 7:30 P. M. in the School Committee room.

REPORT OF AN AUDIT OF THE ACCOUNTS OF THE TOWN OF DIGHTON MARCH 13, 1958 TO MARCH 22, 1960
Mr. Herman B. Dine Director of Accounts Department of Corporations and Taxation State House, Boston
Sir :
In accordance with your instructions, I have made an audit of the books and accounts of the town of Dighton for the period from March 13, 1958, the date of the previous examination, to March 22, 1960, and report thereon as follows:
An examination and verification was made of the recorded financial transactions of the town, as shown on the books of the departments receiving or disbursing money or commit- ting bills for collection.
The books and accounts in the town auditor's office were examined and checked in detail. The recorded receipts were compared with the treasurer's books and with the records of departmental payments to the treasurer, while the recorded disbursements were checked with the treasury warrants and with the records of payments by the treasurer. The ap- propriations and transfers, as entered on the ledgers, were checked with the town clerk's records of financial votes passed by town meetings and with the finance committee"s authorizations of transfers from the reserve fund.
An analysis was made of the general and appropriation ledger accounts, a trial balance was drawn off proving the accounts to be in balance, the necessary adjusting entries resulting from the audit were made, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on March 22, 1960.

The books and accounts of the town treasurer were examined and checked. The receipts, as recorded, were com- pared with the records of payments to the treasurer by the several departments and with other sources from which the town received money, while the recorded payments were compared with the treasury warrants and with the auditor's books.
The cash book was footed throughout, and the cash balance on March 22, 1960 was verified by actual count of the cash in the office and by reconciliation of the bank balances with statements received from the banks of deposit.
The records of payroll deductions for Federal and State taxes, for the retirement systems, for Blue Cross and Blue Shield, and for group insurance were examined. The deduc- tions were footed, the payments to the proper agencies were verified, and the balances on hand were reconciled with the respective controls in the auditor's ledger.
The transactions of the trust funds in the custody of the town treasurer were verified, and the savings bank books representing the investment of these funds were examined and listed.
The payments on account of maturing debt and interest were verified by comparison with the amounts falling due and checked with the cancelled securities and coupons on file. The bond and coupon account was reconciled, and the out- standing coupons were listed.
The records of tax titles held by the town were examined and checked. The town and district taxes, as well as interest and costs, transferred to the tax title account were compared with the collector's records, the recorded redemptions were checked, and the tax titles on hand were listed, reconciled with the auditor's ledger, and compared with the records at the Registry of Deeds.
It is recommended that proceedings be instituted by the town treasurer to foreclose the right of redemption on all tax titles held over two years, as required by law.

The records of tax possessions acquired by the town by foreclosure of tax titles were examined and checked. The sales of tax possessions were checked with the treasurer's cash book and with the records at the Registry of Deeds, while the tax possessions on hand were listed and reconciled with the auditor's ledger.
The books and accounts of the collector of taxes were examined and checked. The town and district taxes and excise outstanding according to the previous examination, as well as all subsequent commitments, were audited and compared with the assessors' warrants issued for their col- lection. The reported payments to the town and district treasurers were verified, the recorded abatements were com- pared with the assessors' records of abatements granted, the transfers to the tax title account were checked with the records of tax titles by the town, and the outstanding accounts were listed and proved.
The commitments of departmental accounts receivable were examined and checked. The recorded receipts were checked with the payments to the treasurer, and the out- standing accounts were listed and proved.
Verification of the outstanding accounts was obtained by mailing notices to a number of persons whose names appeared on the books as owing money to the town and districts, the replies received thereto indicating that the accounts, as listed, are correct.
The records of licenses and permits issued by the select- men, the town clerk, the police department, and the milk in- spector were examined and checked, and the payments to the State and to the town treasurer were verified.
The surety bonds of the departmental officials required to file them for the faithful performance of their duties were examined and found to be in proper form.
In addition to the departments mentioned, the available records of all other departments collecting money for the

town or committing bills for collection were examined and checked.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's cash, summaries of the tax, excise, tax title, tax possession, and departmental accounts, as well as schedules showing the condition and transactions of the trust funds.
During the progress of the audit cooperation was ex- tended by all town officials, for which, on behalf of my assistants and for myself, I wish to express appreciation.

FINANCE COMMITTEE REPORT
To the Board of Selectmen:
Following the 1960 Annual Town Meeting, the Town Moderator appointed the following: John Cambra, Osman Crotty, Kenneth Holmes, Roger Perry, Earle Smith, Gordon Spinney and Arthur Staples.
The Town Finance Committee was organized by the Chairman of the Board of Selectmen, and each member was sworn in by the Town Clerk. After being organized, the members nominated and voted as follows: Gordon Spinney, Chairman; Kenneth Holmes, Vice-Chairman; and Roger Perry, Recording Secretary.
In behalf of last year's Chairman, John Cambra, and my- self, I wish to express our thanks to the outgoing members of this Committee, the new members, the Board of Select- men, and each Departmental Head for their considerate co- operation in submitting their budgets and transfer of monies.
The Town has progressed by completing the Town Garage, the South Fire Station, and nearing completion, the Dighton-Rehoboth Regional High School.
The Town Finance Committee wishes to extend invita- tions to the Townspeople to attend any meeting in accordance with the Open Meeting Law.
All financial transactions contained in the Town Auditor's report had prior approval of the Town Finance Committee.

The regular Annual Town Meeting for the Election of Officers for the Town of Dighton was held on March 7, 1960 at Town Hall. The meeting was called to order at 12 Noon by Stafford H. Hambly, Moderator. The balloting was under the supervision of the following election officers : Selma Wall, Anna Simmons, Hazel Reed, George W. Rose, Florence Perry, Lillian Deslauriers, Caroline Tripp, Catherine Sherman, Mary Perry, Elaine Varley and Percy B. Simmons, Town Clerk.
The polls were closed at 8:00 P. M. The total number of votes cast was 1108; the ballots having been assorted and counted, the result was declared as follows:

The guests from New Bedford Vocational School in the student exchange program were welcomed. The meeting was then recessed for three minutes to allow everyone being checked in to become seated.

(3) VOTED: On motion of Earle Smith that the reports of the Town Officers as printed and published in the 1959 Annual Town Report be accepted.
(4) VOTED: On motion of John Cambra that the Board of Selectmen be authorized to appoint all necessary Town Officers and Committees not otherwise provided for by statute.
(5) VOTED: On motion of Earle Smith that the Town Treasurer be bonded in the amount of $38,700.00 and the Town Collector be bonded in the amount of $50,000.00 to satisfy the provisions of Section 35 of Chapter 41 and Section 13 of Chapter 60 of the General Laws.
(6) VOTED: On motion made by Stuart Arnold that the Town vote to amend the agreement for the establishment of the Dighton-Rehoboth Regional School District, as voted June 8, 1959 by striking out Section XIII as follows :
SECTION XIII: The establishment of the regional school district shall not affect the obligation of the member towns to provide education in grades nine through twelve; inclusive, until such time as the regional district school committees shall notify the local school committees of the member towns that the regional district school is in proper condition and prepared to function.
and inserting in place thereof the following Section :
SECTION XIII: The establishment of the regional school district shall not affect the obligation of the member towns to provide education in grades nine through twelve, inclusive, until such time as the regional district school committee shall assume jurisdiction. At such time as the said Committee elects, it shall mail to the local school committees of the member towns notice of the date upon which it shall assume jurisdiction over the education of the pupils in grades nine through twelve, inclusive.

When the regional district school committee assumes jurisdiction, it shall accept all pupils in the District who have completed the eighth grade, provided, however, that the town of Rehoboth acting through its local school committee may continue on a tuition basis at the expense of the Town of Rehoboth any of its pupils who are attending a public high school outside of the District and who would normally gradu- ate therefrom during the school year ending in June, 1961. Notwithstanding any provision to the contrary contained in this agreement, the pupils so continued on a tuition basis shall be included in the pupil enrollment of the town of Rehoboth in the regional school for the purposes of appor- tioning capital and operating costs for the calendar year 1961 under Section IV of this agreement.
(7) VOTED: On motion of Stuart Arnold that the Town vote to raise and appropriate $60,324.19 for the purpose of defray- ing costs of the Town's share of the capital expenses due in 1960 of the Dighton-Rehoboth Regional School District.
(8) VOTED: On motion of Stuart Arnold that the Town vote to raise and appropriate $60,857.91 for the purpose of defray- ing costs of the Town's share of the operating expenses in 1960 of the Dighton-Rehoboth Regional School District.
(9) VOTED: That the Town raise and appropriate the fol- lowing sums necessary to defray Town charges and assess- ments as approved by the Finance Committee :
