GENERAL INFORMATION


OPEN MEETING LAW-CHAP. 626, ACTS, 1958


Meetings of every district, city and town board, com- mission and school committee shall be open to public and to press (unless in executive session). A notice of such meet- ings must be filed at least twenty-four hours prior with the clerk of the district or town. (A regular schedule of meet- ings filed in advance is permissible.) Accurate records of all meetings shall be maintained setting forth action taken. A summary of all matters voted shall be made available with reasonable promptness after each meeting. The records shall become a public record and available to the public upon being approved. (For information on executive sessions and emer- gencies check law with Town Clerk.)


The town offices are open Monday through Friday from 8:30 A. M. to 4:00 P. M., and the office of the Town Clerk, Treasurer, and Collector is also open Wednesday evenings from 6:30 P.M. to 8:00 P.M.


The Board of Selectmen, Welfare, and Health, and the Assessors meet in their offices Wednesday evenings at 7:30 P. M.


The School Committee meets the third Wednesday of each month at 7:30 P. M. in the School Committee room.

SELECTMEN'S REPORT


To the Citizens and Taxpayers of Dighton:


The organizational meeting of the Board was held after the Annual Town Meeting. For the sixth consecutive year, the chairmanships were divided with Mr. Atwood chosen as Chairman of the Board of Selectmen, Mr. Benevides for the Board of Public Welfare, Mr. Torres for the Board of Health, and Mr. Benevides was chosen to serve as recording clerk of the three Boards.


Fifty-two weekly and twenty seven special meetings were held with one absentee. Several joint meetings were held with the other Town Boards and Committees to discuss and resolve matters of mutual interest.


Necessary hearings were held upon applications received for the various licenses as required. All transactions have been properly recorded and the many statutory requirements completed to the best of our knowledge and ability.


All Board members have participated in and attended all County Association meetings. Some members attended various governmental conferences on the Regional and State level, where and when convenient in an effort to obtain benefit of experiences to better serve the Town. Hearings were at- tended on the several Chapter 90 and Public Works projects in behalf of the Town's interest.


All appointments of Town Officers and Committees have been recorded with the Town Clerk together with the list of jurors, and are contained in the Clerk's annual report. Annual reports of the numerous Town Officers and Departments as required by law are contained in this 1961 Town Officer's Re- port.


All special committee activity and reports are included in the record of the Town Clerk. All votes and orders of the Town Meeting have been accomplished.

TAX RATE STABILITY


The impact and effect of the first year Regional School Capital Outlay and Operational Assessments behind us and only nominal increases of the various services, the tax rate was fixed at $84.00, a $2.00 increase over the previous year. However, a higher salary and wage increase of most employees and increased costs of materials, supplies and equipment will undoubtedly require additional revenue to be raised in the coming fiscal year of 1962.


LONG RANGE PLANNING


The Town Meeting voted the authority for the formation of a Capital Needs and Outlay Committee which the Select- men organized on May 24, 1961. A meeting of all Town and District Officers, Boards and Department Heads was held with Mr. Alfred Edwards, City Planner of the City of Fall River as guest speaker. Subsequently all present were polled and allowed to state their opinion and desires as to a reasonable and practicable approach to the Town's urgent needs. A very strong and overwhelming opinion existed beyond any question, that the Planning Board should be encouraged to prepare and present a reasonable and sensible proposal for Town adoption of a Zoning or Protective By-Law.


Another generally stated opinion prevailed as to a need for study of the increase of school enrollments, needed school facilities, together with consideration for a new Town Office Building.


Other and various needs as presented consisted of requests for improved streets, new bridges, a new Fire Truck, more equipment and radios for the Street Department, a new police cruiser, more police protection, Town Office burglar alarm, drainage and sewage projects, a full time assessor and im- proved assessing methods, improve Tax Maps and consider multiple processing, additional sources of water supply, ex- tension of water and street lighting facilities and many more. All requests and subjects are properly recorded and should be considered in a long range planning program for the future.

SEWAGE STUDY


The status of the preliminary sewage study as under- taken in 1960 is unfortunately stagnant. The Board met with the Sewer Commissioners of the City of Taunton in June of 1961 and discussed and outlined the possibility of a joint and mutual operation at the South St., Taunton and Spring St., Dighton Area. No resolves or decisions could be made as the Engineers who are conducting a preliminary study for the City had not completed their work or submitted a report. However, the Dighton officials and consultants are contemplating another joint meeting with Taunton repre- sentatives in the early spring of 1962 to hear and consider the findings of the Taunton study and report.


FINANCIAL OUTLOOK


New equipment, more services, increased public assistance, cost of materials and supplies, higher costs of education, salaries, wages and benefits and, an everlasting increase of county and state taxes and assessments impose on the local Town Assessors the mandate of raising increased revenue. Their only source is the real estate, this, common sense dictates that tax rates will sky rocket until such time as either cost of government is reduced or other sources of tax revenue is established. It is that simple.


The financial condition of our Town is sound and solvent. Our cash resources are at an all time high. Our surplus revenue increased nearly $30,000 in 1961. This enviable condition will exist only as long as good solid dedicated and experienced public servants continue to offer their services to the Town.


250th ANNIVERSARY


Acting under authority of a Town Meeting vote of March 13, 1961, the Selectmen have organized a 250th Anniversary Planning Committee. Provisions have been made for the required and necessary groups to undertake and pro- duce a varied program of events for the proper observance and celebration.

An extraordinary, delightful and diversified plan is in continuing process and extensive preparation which will include: Four parades, a graphically historic fair, a magni- ficent and colorful pageant, a traditional Founders Day proclamation and ceremony, an inspired student government day, an anniversary ball featuring old fashioned dress and costume, the selection of an anniversary queen, a firemen's muster, a mutual ajd drill and demonstration of modern fire- fighting and safety equipment, a giant chicken barbecue, diversive and attractive sports events, a band concert and ap- propriate fireworks, a two day exhibition of commercial, indus- trial and agricultural products and materials, and exhibits of the arts, crafts, hobbies and education institutions, etc., a mam- moth and spectacular celebration day parade including floats, bands, drill teams, military units, equipment, antique cars, beach buggies, horses, horse drawn carriages, and many other varied units, together with appropriate and traditional cere- mony to properly observe the 250th Anniversary of the Town Charter ; also home tours, signs signifying streets, landmarks, old houses, historical sites and an adequate directory of the Town, noting points of interest, old burying grounds and cemeteries, etc .; publication by talented and cultured persons of an appropriate anniversary book, a permanent volume of the Town History authored by the dedicated and beloved Town Historian, Miss Helen Lane. A promotion program including all necessary and required means of advertising and publicity through the medium of newspapers, radio, television and other sources, such as souveniers, maps, decals, stamps, commemorative tokens and gifts, etc., and a pleasing comical, frivolous, diversified and jubilant activity, whereby the interest of celebration and observance will be enthusias- tically and widespreadly strengthened by the functions of the Brothers of the Brush and Beard Growers.


The reality and production is of course dependent upon the acceptance of the Town Meeting and the appropriation of adequate funds to complete the plans as outlined.

FINANCE COMMITTEE REPORT


To the Board of Selectmen:


Following the 1961 Annual Town Meeting, the Town Moderator appointed the following men to serve on the Town Finance Committee: John Cambra, Osman Crotty, Kenneth Holmes, Roger Perry, Earle Smith, Gordon Spinney, and Arthur Staples.


The Town Finance Committee was organized by the Chair- man of the Board of Selectmen, and each member was sworn in by the Town Clerk. After being organized the members nominated and voted as follows: Gordon Spinney, Chairman ; Kenneth Holmes, Vice-Chairman; and Roger Perry, Recording Secretary.


The Town Finance Committee held seven meetings and voted on each appropriation and transfer of monies.


During one of the joint departmental meetings, it was suggested by the Chairman of the Town Finance Committee, that the Town Finance Committee be invited to visit each department to survey their equipment and their possible needs for the next five years. To the date of this writing the Town Finance Committee has visited, by invitation, the Town Planning Board and the Board of Assessors.


The Town Finance Committee wishes to extend invitations to the Townspeople to attend any meetings in accordance with the Open Meeting Law.


All financial transactions contained in the Town Ac- countants report had prior approval of the Town Finance Committee.

A Special Town Meeting was held in the Town Hall, January 9, 1961 and was called to order by Stafford H. Hambly, Moderator at 7:30 P. M.
