COMMONWEALTH OF MASSACHUSETTS


Worcester, ss.


To either of the Constables of the Town of Oakham, in the County of Worcester,


Greetings :


In the name of the Commonwealth of Massachusetts, you are required to notify and warn the inhabitants of the Town of Oakham qualified to vote in elections and in town affairs, to meet at the Town Hall, known as "Me- morial Hall," on Monday, the fifth day of February next, at nine o'clock in the forenoon, then and there to act on the following articles :


Article 1. To choose a Moderator to preside at all town meetings except for the election of State Officers, during the coming year.


Article 2. To hear the annual report of the several town officers, and act thereon.


Article 3. To choose one Town Clerk for one year, one Selectman, one Assessor, one Overseer of Poor, one School Committee, one Library Trustee, one Cemetery Committee for three years, one Library Trustee for one year, Collector of Taxes, Treasurer, Auditor, Tree War- den, six Constables, shall licenses be granted for the sale of non-intoxicating beverages in this town, shall the town petition for the installation of an accounting sys- tem by the commonwealth, (this question is submitted under the provisions of Chapter 516, Acts of 1922), all on one ballot. The polls will be opened at ten o'clock in

the forenoon and may be closed at two o'clock in the afternoon.


Article 4. To choose all necessary town officers and committees for the ensuing year, not required to be elected by ballot.


Article 5. To see what compensation the town will allow the Selectmen, Treasurer, Collector, Auditor and Constables for the ensuing year.


Article 6. To see what compensation the town will allow for men and teams in repairing highways and open- ing roads for the ensuing year.


Article 7. To see if the town will raise and appropri- ate a sum of money to bond their Treasurer and Collec- tor.


Article 8. To raise such sums of money as may be necessary to defray town charges for the ensuing year, and make appropriations for the same.


Article 9. To see what sum of money the town will - raise and appropriate for the relief of poor and needy soldiers, as required under Chapter 79, Section 18, of the Revised Laws.


Article 10. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to bor- row during the current financial year, in anticipation of the revenue of said year, such sums of moneys as may be necessary for the current expenses of the town, giving the note or notes of the town therefor, payable within one year from date of note thereof, these notes to be paid from the revenue of said financial year.


Article 11. To see if the town will appoint some per- son as agent, to prosecute and defend all suits that may be brought for or against the town in the ensuing year.

Article 12. To see if the town will employ some per- son or persons to care for the Town Hall, Town Clock, and Library Building for the ensuing year.


Article 13. To see what sum the town will raise and appropriate for the suppression of the browntail moth.


Article 14. To see if the town will vote to insure its employees, and make an appropriation for the same, or pass any vote relative thereto.


Article 15. To see if the town will raise and appropri- ate $50 towards repairing the church steeple.


Article 16. To see if the town will vote to have its valuation and taxes printed once in two or three years, instead of annually as at present.


Article 17. To see if the town will vote to purchase a set of hay scales and make appropriation for same, or pass any vote relative thereto.


Article 18. To see if the town will buy six pairs of handcuffs, and make appropriation for same, or pass any vote relative thereto.


And you are directed to serve this warrant by posting up three attested copies in public places in said town seven days at least before time of holding said meeting.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting as aforesaid.


Given under our hands this fifteenth day of January, in the year, one thousand nine hundred and twenty-three.

DEACON JESSE ALLEN


On Wednesday, Nov. 23, a feeling of sorrow passed throughout the town when we learned of the death of our beloved and most distinguished citizen, Deacon Jesse Allen.


Mr. Allen resigned two years ago on account of failing health from the town clerkship after a record of 50 years of most efficient and faithful service, a record hardly ever surpassed. His daughter, Eva, succeeded him as town clerk until she left town in December. Besides serving the town as town clerk, he held many other offices during his life, including school committee, overseer of the poor, library trustee, cemetery com- missioner, town treasurer, and also was a justice of the peace and represented the district in the legislature.


In the death of Mr. Allen Oakham has lost the most distinguished life long citizen that it ever knew.


In behalf of the town and ourselves we extend our heartfelt sympathy to his daughters.

During the past year, the town has lost two valued friends, who were much interested in the library.

much towar ! establishing and maintaining the library died in November.


With feelings of deep sadness we record the death of our associate on the Library Board for so many years, Deacon Jesse Allen. Our library, school, church and entire community will greatly miss his genial presence, excellent judgment and wise counsel.


The books have been re-shelved, new ones catalogued and worn ones discarded.


The library received a legacy of $153 from the estate of Miss J. H. Orzina Lovell. -

LIBRARIAN'S REPORT


The library was open during the past year for the de- livery of books 102 days.


The number of books charged for home use were 3228. The schools borrowed 119 books for supplement- ary work.


The largest circulation in one day was 59.


The magazines for use in the reading room include the Etude, Country Gentleman, To-Day's Housewife, Youth's Companion, Good Housekeeping, Dearborn Independent, Popular Mechanics, Illlustrated World, National Geographic, Our Dumb Animals, Physical Cul- ture, National Grange, Christian Endeavor World, Ladies Home Journal and Barre Gazette.


The Woman's Education Association and Yale Library, New Haven, have kindly loaned books for home use.


We are also indebted to the Woman's Education Asso- ciation for a collection of pictures of Deerfield, loaned to the Library for a short time, and can be seen in the reading room.


Gifts have been received from Library Commission, Mrs. W. S. Crawford, Jasper Peabody, S. N. Haskell, Mabel C. Dean, J. E. Damon, Ernest Haywood, Mrs. W. S. Crawford, Dr. Brown, Christian Endeavor and Oakham Grange.


The former afternoon Library hours of 3-5 p. m. have been changed to 2-4 p. m.


Beginning 1923 no books will be issued on cards on which a fine is due.
