It has been thought proper to publish the last will of the late E. Tillson Pratt, who gave all his property to the Town of Carver, for the support of schools. Mr. Pratt deserves, as he doubtless will re- ceive, the grateful remembrance of his fellow-citizens.
WILL.
Know all men by these Presents :
That I. E. Tillson Pratt, of Carver, in the County of Plymouth, and Commonwealth of Massachusetts, being of a sound disposing mind and memory, do make, publish, and declare this instrument as and for my last Will and Testament.
First, I direct that all my just debts and funeral expenses be paid out of my estate, and that said funeral expenses be such as shall pro- vide for my proper and decent burial by the side of my late deceased wife, Lestina L. Pratt.
Second, I direct that grave stones, similar in design and quality to those erected at the grave of my said deceased wife, be also erected at my grave.
Third, I give and bequeath to my beloved sister, Elizabeth T. Stet- son, of Kingston, in said County, the sum of ten dollars.
Fourth, All the rest, residue and remainder of my estate, real, personal and mixed, of which I am now possessed, and to which I may be in any way entitled at the time of my decease, I give, devise and bequeath, to Horatio A. Lucas, of Carver, his heirs, and assigns, but in trust, nevertheless, and for the following uses and purposes,
- 13 -
that is to say, to hold, invest, sell, convey, and re-invest the same in good and safe securities and property, and pay over the income and interest thereof annually, or oftener if convenient, for the benefit of the public schools of the town of Carver, aforesaid, directing and au- thorizing my said trustee, and his successors in said trust, to pay said income to such officers of said town, to be expended for the benefit of said public schools as shall seem to said trustee most likely to best promote the interest of said schools, but requesting said trustee to act, if possible, in co-operation with the school committee of said town; and permit said income to be expended by the said school committee for the benefit of said schools. And I further direct who- ever shall be trustee of this fund to withhold said income from said town, and from benefitting said public schools during any year, and every year, that said town shall fail to raise by taxation, for school purposes, the sum of one thousand dollars. And if said townof Car- ver shall fail for five consecutive years, to raise by taxation, for school purposes, the annual sum of one thousand dollars, then I direct said trustee to distribute said fund to and among my legal heirs, and I di- rect a like distribution, in case at any time, for any reason not re- ferred to in this Will, it shall become legally impossible for said in- come to be expended for the benefit of said public schools.
I appoint Horatio A. Lucas Executor of this Will.
In testimony of all which, I hereunto set my hand and seal, in the presence of the witnesses named below, this twenty-ninth day of May, in the year of our Lord, one thousand eight hundred and sev- enty-five.
E. TILLSON PRATT. [Seal.]
Signed, sealed, published and declared by the above named E. Tillson Pratt, as and for my last Will and Testament in curpresence, and we in his presence, and at his request and in the presence of each other, hereunto subscribe cur names as witnesses.
J. WALTER SPOONER, SAMUEL T. RYDER, D. E. DAMON.

APPROPRIATIONS.
The following appropriations are called for to pay current expenses :
Support of schools, . $1.200 00
Support of poor-regular,. 1,600 00
Support of poor-deficiency, 507 63
Repair of highways, 1,300 00
Repair of Bridges, . 50 00
All other income from various sources to be appropriated to pay miscellaneous town expenses.
SCHOOLS.
We have an undrawn balance of $1,170 64, standing to the credit of schools, with four yet in operation, the expense of which is unpaid. The school committee recommend reducing the appropriation from last year, in view of the fact that we shall have an unexpended bal- ance of about $300, after paying all expenses.
POOR.
Our expenses for the support of poor the two years past, have ex- ceeded our appropriations $507,63, consequently we ask that the de- ficiency may be appropriated from the surplus cash in the treasury.
By reference to our pauper list, it will be seen that we have twenty names on the books ; and as some of the applicants have large fami- lies, it is safe to say that we have assisted twice that number.
The poor have all been boarded out, as experience has taught us to be the least expensive. Had we paupers enough to warrant the employment of a superintendent, the case would be otherwise.
The expense of supporting Patience Robbins has been large, owing to her crippled condition, and the employment of a physician to at- tend her.
TRAMPS.
During the year seven hundred and fourteen tramps have been pro- vided for at our almshouse-an increase of five hundred and five over the previous year. Two hundred and seventy-five costing fifty cents each, and four hundred and thirty-nine, thirty-five cents each.
- 15 -
Thus it will be seen here, as everywhere, this nuisance is a growing one, and we reiterate the opinion heretofore expressed, that nothing but the strong arm of the law will check it.
By reference to our liabilities and assets, when compared with last year, we notice that our surplus has been somewhat reduced, owing to our appropriations not being ample to pay expenses in two of our accounts ; nevertheless, we still have upwards of three thousand dol- lars available, standing to the credit side.
Respectfully submitted.
ANDREW GRIFFITH, H. A. LUCAS,
Selectmen, Assessors,
E. D. SHAW,
Overseers of Poor, of Carver.
