APPROPRIATIONS FOR 1878.
The following appropriations are called for to pay current expenses : support of schools . $1.100 00

All other income from various sources to be appropriated to pay miscellaneous town expenses.
SCHOOLS.
There stands to the credit of schools, an undrawu balance of $652.44, with four yet in operation, the expense of which has only partially been paid. We recommend an appropriation of $1,100, which, together with the State school fund, income from dog licenses, surplus, and income from Pratt Fund. ought to run our schools 8 months in the year.
It is not our purpose to criticise the action of the School Committee, nor underrate the value of a good education. But is there any reason why teachers should not have their salaries re- duced 10 per cent .. while mechanics and laborers have suffered a reduction of from 20 to 30 per cent. : There are many in town who are compelled to work for $1.00 per day, to support a family and pay taxes, to be paid in salaries to teachers who receive from $1.60 to $2.00 per day.
Education we should have-bread we must have.
We leave the subject for the further consideration of tax- payers.
POOR.
It seems almost impossible to appropriate money enough to support our poor ; the calls are so many that with the most eco- nomical system that we can devise, we fail to keep the expenses within the appropriation. We ask for $1,600, again ; also, that the deficiency the past year, of $105.70, may be appropriated out of the surplus.
In justice to the friends of Daniel Bumpus, we will say, that he has been no expense to Carver ; his property paid all his expenses.
Sally Dunham and Patience Robbins have been supported at the almshouse the whole year; Louisa Benson and child, 3 months ; Willard Sears, 4 months.

TRAMPS.
During the year closed, four hundred and eighty-one tramps have been lodged and fed, a decrease of two hundred and thirty- three from last year. One hundred and ninety-one have cost us 35 ets. each, and two hundred and ninety, 22 cts. each. Whether it was the tramp-house, or some other unknown cause, that has operated to save us about 55 per cent., we are unable to say.
HIGHWAYS.
The usual appropriation, $1,300, is deemed ample for the repair of highways. An appropriation will be necessary, should that piece of road straightened and relocated, upon petition of B. Hammond and others, be worked the present year.
BRIDGES AND SCHOOL-HOUSES.
No appropriation is called for this time, for repair of bridges or school-houses.
RATE OF TAXATION, 1878.
If our estimates are not disturbed, it will be necessary to assess $3,550 of the amount appropriated, and as it is thought that our State and County taxes, taken as a whole, will be about the same, it is probable we may be able to keep the rate of taxa- tion in 1878, the same as 1877.
By reference to our liabilities and assets, when compared with last year, we stand financially about the same, still having a bal- ance of upwards of three thousand dollars standing in favor of the town.
In conclusion, we will say, that nothing has occurred the past year to disturb that steadiness aimed at in the management of our financial affairs, and that in a very few towns during these restless times of business depression, are the poor better cared for, or lighter burdens imposed upon tax-pavers.

TOWN MEETING.
Contents of Warrant for Town Meeting to be held on Monday. March 25, 1878, at one o'clock p. m.
Art. 1. To choose a Moderator to preside in said meeting.
Art. 2. To choose all necessary Town Officers for the year ensu- ing.
Art 3. To determine the manner of repairing the highways for the ensuing year.
Art. 4. To see if the town will accept the report of the Selectmen, and act thereon.
Art. 5. To raise and appropriate such sums of money as may be necessary for support of Schools, Poor. Repair of Highways, New Roads, and any other necessary purpose.
Art. 6. To see what pay the town will vote the Treasurer and Col- lector.
Art. 7. To see at what time the taxes shall become due, and whether any interest shall be charged on taxes unpaid after a certain date.
Art. S. To see if the town will vote to make the yards of field drivers Town Pounds, the ensuing year.
Art. 9. To see if town will vote to authorize the Treasurer to bor- row money under the direction of the Selectmen, if fonnd necessary.
Art. 10. To see if the town will instruct the Herring Committee to enforce the law of 1877, in relation to the several mills on Weweantit river, letting sawdust down said stream. (By request.)
