It will be noticed that $1,000 has been taken from the sur- plus cash in the treasury and paid towards the purchase of railroad stock, instead of borrowing. The balance the town borrowed of

the Plymouth Savings Bank, for which four notes were given for $1,000 each. and one becoming due annually, with interest at four and one-half per cent., payable semi-annually.
We think an appropriation of $300 is necessary for the School Book account, this account being overdrawn $208 78. Otherwise the appropriations met expenses the past year.
It is advisable that economy be practiced where it can be done. and to this end the appropriations were made up and recom- mended, knowing that there must necessarily be an increase in the tax rate the ensuing year.
We shall be obliged to borrow more money on short time to meet notes and interest becoming due January next. It may be necessary to have interest charged on taxes not paid November Ist next. This would stimulate collection and enable the Treasurer to meet those obligations.
For the first time in many years the town is on the wrong side of the ledger in the sum of $2,500. While this is not as bad as showing as might be, to conservative Carver it is humiliating to have to chase the money-lender.

TOWN MEETING.
Contents of Warrant for town meeting to be held at the town house on Monday, the 28th day of March next, at I o'clock p. m.
ART. I. To choose a moderator to preside in said meeting.
ART. 2. To choose all necessary town officers, including a road commissioner in place of O. L. Shurtleff, resigned, for the ensuing year.
ART. 3. To raise and appropriate such sums of money as may be necessary to defray town charges and payment of debt and interest the ensuing year.
ART. 4. To determine the manner of repairing the highways and decide the compensation of labor thereon.
ART. 5. To decide when taxes shall become due, and whether any interest shall be charged after a certain date.
ART. 6. To see what pay the town will vote the treasurer and collector and other town officers.
ART. 7. To see if the town will instruct the treasurer to bor- row money under the direction of the selectmen, if found neces- sary, in anticipation of taxes the ensuing year.
ART. 8. To see if the town will vote to pay one thousand dollars annually and appropriate one thousand dollars from the surplus cash in the treasury for payment of the railroad debt.
ART. 9. To see if the town will accept the report of the selectmen.
ART. IO. To see if the town will accept the jury list as pre- pared by the selectmen.
ART. II. To see if the town will vote to make the yards of field-drivers town pounds, provided they be also chosen pound- keepers.
ART. 12. To see if the town will vote to reimburse J. M. Cobb, constable, the expenses attending his case with James Webb.

ART. 13. To bring in their ballots, " Yes," or "No," upon the question, "Shall licenses be granted in this town for the sale of intoxicating liquors?"
ART. 14. To see if the town will vote to lease for any period of years the right of taking alewives from the Weweantit river, or take any action thereon. [Petition of S B. Briggs and others.

SCHOOL REPORT.
To the Citizens of Carver : --
Your Committee respectfully submit the following report for the year ending April Ist, 1892.
DISTRICT NO. I.
The Primary school has been for the year under the charge of Bernice E. Cornish, who has fully sustained her former reputa- tion as an earnest and successful teacher. The school, though unusually large, has made good progress.
The Grammar school has been under the charge of Lillian W. Dove, a graduate of the Bridgewater Normal School. The teach- ing has not been confined to the questions and answers in the book, but has been calculated to lead the pupils to think and investigate for themselves. The order in the school has been excellent, and the attendance good, and the school has made very commendable improvement.
