Selectmen's Report
The severe snow and drifts of the winter of '57 are history now. At the time it was a serious threat and challenge to the Board. The highway department and others that assisted at that time are to be commended. The Town was most fortunate in not having any serious break downs.
The F800 Ford truck if measured by maintenance costs alone has proved the Board made a wise decision in its purchase.
In reporting the following it is done so on the basis of fact alone. We have a serious problem of unpaid taxes. The Board is responsible for protecting the Town against the loss of these taxes. As there have been notices from the Bonding Co. about this situation and an increase in costs for Bonding because of this situation, there appears to be no alternative but to bring this to everyone's attention. It therefore becomes apparent that the Col- lector of taxes, to protect himself and the Town's interest, shall have to proceed to perform his duties as prescribed by law in the collection of taxes.
A new porch step was built at the Town Hall. The Library Trustees had storm windows installed on some of the windows of the Town Hall. The new cutoff on the Ben Road was com- pleted early in the year. Many complimentary remarks were re- ceived from people outside of Town as well as within for this fine new addition to our local road system.
We wish to thank the Community Hall Committee for the work they have done this past year. Especially for the fine new restaurant type gas range they purchased at no cost to the tax- payers for the Town.
It was with regret that we accepted Mr. Wilson's resigna- tion; as his work and interest in the Town's affairs was greatly appreciated and helpful to the Board.

Our resources are limited but we have one natural one and that is the location for summer homes. Let us have a continuing effort by everyone to sell their Town to people interested in a summer home; in effect you will be helping yourself. Every home built eases the tax burden as the taxes are spread. Because of the competition between the states and the competition be- tween communities reasonable taxation must prevail if we are to induce growth of this kind. Ability to pay is geared to ability to earn. It is without reasonable doubt that the earnings on a local level are far below the average of our city cousins and it is far without reason to think we can have the same facilities as they enjoy without a tax rate that becomes unbearable.

IN THE NAME OF THE COMMONWEALTH OF MASSACHUSETTS, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Heath, on Monday the second day of February next; at 10 o'clock in the forenoon, then and there to bring in their votes by ballot for the following officials.
CLERK for one year TREASURER for one year SELECTMAN for three years ASSESSOR for three years AUDITOR for one year ONE LIBRARY TRUSTEE for three years TREE WARDEN for one year TWO CONSTABLES for one year ONE MEMBER OF THE SCHOOL COMMITTEE for three years
For the purpose of electing officials by ballot the polls will be opened at 10 o'clock in the forenoon and may be closed at 7 o'clock in the evening.
And in the name of the Commonwealth of Massachusetts, you are further directed to notify and warn the inhabitants of the Town of Heath, qualified to vote in election and Town af- fairs, to meet in the Community Hall in said Heath on Monday, the second day of February next at 11 o'clock in the forenoon, then and there to act on the following articles.

To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of revenue of the finan- cial year beginning January 1, 1959, and to issue note or notes therefor, payable within one year and renew any note or notes as may be given for a period less than one year in accordance with Section 17, Chapter 44, G. L.
Article 8. To see if the Town will vote to accept the list of Jurors as prepared by the Selectmen.

Article 9. To see if the Town will vote to raise and ap- propriate the sum of $1,500.00 for Chapter 90 Maintenance, $4,000.00 for Chapter 90 Construction and $850.00 for Chapter 81, said money to be used in conjunction with any money or monies which may be allotted by the State or County or both for this purpose.
Article 10. To see if the Town will vote to appropriate a sum of money for the reduction of taxes.
Article 11. To see if the Town will vote to transfer the sum of $5,377.77 Machinery Earnings of 1958 to the Machinery Account.

To see whether the Town will vote to withdraw from the Mohawk Trail Regional High School District consisting of Buckland, Charlemont, Colrain, Hawley, Heath, and Shelburne, such with- drawal to be effective June 30, 1960 and to be in accordance with and subject in all respects to the provisions and conditions set forth in Article VII of the agreement between said Towns es- tablishing said district, and authorize and direct the Town Clerk to forthwith give written notice to the Regional District School Committee of said District of this Town's election to withdraw therefrom.
Article 13. By petition of Heath School Committee. To see if the Town will vote to authorize the Moderator to appoint a member of the Heath School Committee to the Regional School District Planning Board which was authorized by Chap- ter 518 of the Acts of 1958. Added Articles To Official Town Meeting Warrant
Article 14. To see if the Town will vote a sum of money for the construction of a Town Garage or vote anything in rela- tion thereto.
Article 15. To see if the Town will vote to petition the Hawlemont Regional School District Committee for admission as a member of the Hawlemont Regional School District on such conditions as the town may stipulate.
Article 16. To see if the Town will vote to appropriate $10,102.60 and authorize the treasurer to pay such sum to the Hawlemont Regional School District upon the admission, on or before July 1, 1959, of the town of Heath into such district, such payment to be made on or prior to September 1, 1959, or take any other action relating thereto.
Article 17. To see if the Town will vote to raise and ap- propriate for schools the sum of $38,124.00, $10,102.60 of which will be available only if the town fails to join the Hawlemont Regional School District on or before July 1, 1959.
Article 18. To see if the Town will vote to raise and ap- propriate a sum of money for enlarging the Branch School or pass any vote in relationship thereto.
Article 19. To see if the Town will vote a sum of money for the Branch School lunch program.
