AGAWAM TOWN HALL


March 3 and 24, 1920


Article 1. To choose a Moderator to preside in said meeting.

Art. 2. To choose two or more Fence Viewers and two or more Field Drivers.


Result of action: Sanford H. Sawyer and Willard C. Crouss were elected as Fence Viewers. William S. Halladay and Charles W. Hull, Jr., elected as Field Drivers.


Art. 3. To hear and act upon the reports of the Town Officers.


Voted : That the report of the Town Officers be accepted as printed, errors and omissions excepted.


Art. 4. To see what method the town will adopt for the support of the poor for the ensuing year.


Voted: That the care of the Poor be left in the hands of the Overseers of the Poor.


Art. 5. To see if the Town will appropriate a sum of money for the observance of Memorial Day and provide for its expenditure.


Voted: To appropriate the sum of one hundred dollars for the observance of Memorial Day; to be expended by the Sons of Veterans in Agawam and by the Legion Post in Feeding Hills.

Art. 6. To see if the Town will vote the School Com- mittee any compensation for their services.


Voted: That the School Committee be paid at the rate of three and fifty one hundredths dollars per day, for time actually spent.


Art. 7. To see if the Town will Appropriate a sum of money for the payment of a proper charge of an Insuranes Company for acting as surety on the official bond of its officers.


Voted : To appropriate one hundred dollars for the pay- ment of a proper charge of an Insurance Company for acting as surety on the official bond of its officers.


Art. 8. To see if the Town will appropriate a sum of money for liability insurance of its employees.


Voted: To appropriate the sum of two hundred dol- lards for the liability insurance of its employees.


Art. 9. To see if the Town will vote to appropriate the sum of $300 or any other sum to be expended by the Trustees for County Aid to Agriculture of Hampden County in accordance with the provisions of Chapter 273 of the Acts of 1918, or take any action thereon.


Voted : To postpone indefinitely.


Art. 10. To see if the Town will appropriate the sum of ten thousand dollars or any portion thereof for the purpose of constructing permanent pavement on Springfield Street and authorize the Treasurer with the approval of the Select- men to borrow said sum or any portion thereof or act in any way relating thereto.


Voted: That the Town appropriate the sum of ten thousand dollars for the purpose of constructing permanent

pavement on Springfield Street, and that the Treasurer with the approval of the Selectmen be and is hereby authorized to borrow such sum and issue bonds or notes of the Town there- fore, said bonds or notes to be payable in accordance with the provisions of Section 14 of Chapter 719 of the Acts of 1913, and Acts in amendment thereof, or in addition thereto, so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note, or at such earlier dates as the Treasurer and Selectmen may determine. (Voted unanimously.)


Art. 11. To see if the Town will authorize its Treasurer with the approval of the Selectmen to borrow during the cur- rent municipal year beginning Jan. 1, 1920 in anticipation of the revenue of said year such sums of money as may be neces- sary for the current expenses of the Town.


Voted: That the Town Treasurer with the approval of the Selectmen be and is hereby authorized to borrow money from time to time in anticipation of the revenue of the muni- cipal year beginning Jan. 1, 1920 to an amount not exceeding in the aggregate the sum of the tax levy of 1919 and to issue a note or notes therefor payable within one year; any debt or debts incurred under this vote to be paid from the revenue of said municipal year.


Art. 12. To see if the Town will make any by-laws rela- tive to the operation of motor vehicles or take any other action relating to the same.


Voted: To adopt the following by-laws:


Whoever runs, drives or operates any automobile, motor truck or motor vehicle within the limits of this Town, or any portion of the River Road, Main Street, Walnut Street, Bridge Street, Maple Street or Springfield Street, at a rate of speed greater than 20 miles an hour shall be punished by a fine not exceeding $20.

Art. 13. To see if the Town will make an appropria- tion for sidewalks in Mittineague.


Voted : To postpone indefinitely.


Art. 14. To see if the Town will make an appropriation for macadam work on Meadow Street.


Voted : To postpone indefinitely.

Art. 15. To see if the Town will vote to continue the work of the District Nurse and make an appropriation for the same.


Voted : To appropriate the sum of sixteen hundred dol- lars to continue the employment of a District Nurse.


Art. 16. To see if the Town will vote to build a sewer on Suffield Street and appropriate money for the same.


Voted : To pass over.


Art. 17. To see if the Town will authorize the Select- men to rent, lease or release any right it may have in any land within the Town.


Voted: That the Selectmen are hereby authorized to rent, lease or release rights the town may have in land or buildings in the town, at fair compensation therefor.


Art. 18. To see if the town will instruct the assessors to prepare, print and publish the real estate valuation list for the year 1920.


Voted: That the assessors are directed to prepare, print and publish the real estate valuation of the Town for the year 1920.

Art. 19. To see if the Town will appropriate the sum of fifty dollars ($50) for the payment of a Fish and Game Warden.


Voted: To appropriate the sum of fifty dollars ($50) for the payment of a Fish and Game Warden.


Art. 20. To see if the Town will instruct the Select- men to take any measure providing for a walk on the Aga- wam Bridge.


Voted : To pass over.


Art. 21. To see if the Town will instruct the School Committee not to pay for more than 4 years of High School- ing for any one pupil.


Voted: That 4 years shall be the limit for High School instruction paid for by the Town for any one pupil.


Art. 22. To see if the Town will vote to take land for a High School building, make an appropriation therefore and provide for the payment of the same by the issuance of bonds.


Voted : That a committee of 5 be appointed to investi- gate building sites for a High School, and report details at a. special meeting to be called within the next two months.


Henry E. Bodurtha, Paul B. Johnson, Clarence H. Granger, Charles W. Brown and Emil A. Roy were appointed as committee.


Art. 23. To see if the Town will take any action toward the establishing of a High School.


Art. 24. To hear the report of the special committee on School House needs, to take any action thereon, appro- priate money for the carrying out of any such action and provide for the payment of same.

Voted: Under the above 2 articles: To accept the re- port of the special committee on School House needs as a report of progress, and that further consideration shall be given by them relative to building and they to report at a special meeting.


Art. 23 and 24. Voted: That the Town instruct its Selectmen to petition the General Court for authority to appropriate, borrow and expend money in excess of its present debt limit for a High School building.


Art. 25. To transact any other business that may legal- ly come before the meeting.


Voted : To adjourn.


Art. 2. of SPECIAL MEETING. To see if the Town will ratify the appropriations made at the Town Meeting for 1920 and make other necessary appropriations for the en- suing year.

Special Town Meeting


May 26, 1920


Article 1. To choose a moderator to preside at said meeting. Whole number of ballots cast 62, of which William H. Porter received 46 and was declared elected.


Art. 2. To see if the Town will vote to accept and adopt any other name than Mittineague for Precinct A.


Voted: That we accept and adopt the name of North Agawam for Precinct A.


Art. 3. To see if the Town will vote to accept Pliny Place as a public street in accordance with plans on file with the Selectmen.


Voted : To suspend Section 3 of by-laws adopted March 6, 1918 regarding acceptance of streets.


Voted: That we accept Pliny Place as a public street under the name of Central Street all abutters waiving damages.


Art. 4. To see if the Town will vote to extend its water pipe lines on Line Street, Shoemaker Lane, or on any other streets or ways.


Voted: That the subject matter be left with the Water Commissioners.


Art. 5. To see if the Town will vote to appropriate the sum of $300 or any other sum, to be expended by the Trustees for County Aid to Agriculture of Hampden County, in accordance with the provisions of Chapter 273 Acts of 1918 or take any other action thereon.

Voted: That the Town appropriate the sum of $300 to be expended by the Trustees for County Aid to Agricul- ture for the County of Hampden, in accordance with the provisions of Chapter 273 of the Acts of 1918.


Art. 6. To see if the Town will vote to accept the pro- visions of Chapter 240 Acts of 1920 relating to sports on The Lord's Day.


Voted: That we accept the provisions of Chapter 240 Acts of 1920 relating to sports on The Lord's Day.


Art. 7. To see upon what terms and conditions the Town will take over the cemetery on Southwick Street, as a Town cemetery.


Voted: To refer the matter to the Selectmen for fur- ther consideration and investigation.


Art. 8. To see if the Town will authorize the Select- men to dispose of the Town road roller and purchase an auto truck with the proceeds of same.


Voted : An indefinite postponement.


Art. 9. To see if the Town will accept a legacy under the will of Whiting Street for the relief and comfort of the worthy Poor of this Town who shall not be in the Alms- house nor Town Paupers.


Voted: To accept the legacy to this Town under the will of Whiting Street late of Northampton, Mass., for the relief and comfort of the worthy Poor of this Town who shall not be in the Almshouse nor be Town Paupers, upon the terms and conditions set forth in said will and to keep the principal fund paid to it good, to expend the income of said fund annually for the purpose mentioned in said will and for no other purpose.

Art. 10. To see if the Town will authorize the Select- men or any other person or persons, to be their agents in all matters relating to said will, with full power to act for the Town.


Voted: That the Selectmen represent this Town as its agents in all matters relating to the will of Whiting Street, with full power to act for the Town as in their judgment may be expedient.


Art. 11. To hear and act on the report of the special committee upon a High School building site appointed under the authority of a vote passed by the Town at its annual meeting in 1920.


Voted: To accept the report of the committee recom- mending the Walter S. Barr property as a site for a High School building.


Art. 12. To hear and act on the report of its commit- tee upon the needs of School buildings.


Voted: To accept the report of the committee recom- mending the Town to take definite action towards the erection of a High School building.


Art. 13. To see if the Town will vote to appropriate the sum of $250,000 or any part thereof under authority granted it by Chapter 373 of the Acts of 1920 for the purpose of acquiring land and for the construction, equipment and furnishing of a building thereof to be used for High School and other municipal purposes and authorize the Treasurer with the approval of the Selectmen to borrow said sum or act in any way relating thereto.


Voted: That the Town appropriate the sum of $250,000 for the purpose of acquiring land, and for the construction, equipping and furnishing a building thereon to be used for High School and other municipal purposes: and that the

Treasurer with the approval of the Selectmen, be and is here- by authorized to borrow said sum and to issue bonds or notes therefore under the authority of Chapter 373 of the Acts of 1920 and of authority of Chapter 719 of the Acts of 1913 and Acts in amendment thereof so far as the same may be ap- plicable thereto so that the whole sum shall be paid in not more than 20 years from the date of issue of the first bond or note or at such earlier time as the Treasurer and Selectmen may determine.


(80 voting in the affirmative, 1 in the negative.)


Art. 14. To see if the Town will vote to acquire land on the westerly side of Main Street, commonly known as the Walter S. Barr property or any other land abutting the same for the purpose of constructing, equipping and fur- nishing thereon a building to be used for High School and other municipal purposes for which it has made an appro- priation under Art. 13.


Voted: That the Town take for the purpose of construct- ing equipping and furnishing thereon a building to be used for a High School and for other municipal purposes a tract of land situated on the westerly side of Main Street, commonly known as the Walter S. Barr property, bounded and described as follows: Easterly by Main Street; Southerly by land of Emma I. Reed; Westerly by land of said Reed, and Northerly by land of one Perkins, by land of Henry W. Fitch, by land of Edwin M. Hitchcock, by land now or formerly of one Lee and by land of Robert Ely ; and that the Selectmen be author- ized and directed to do all things necessary, to take said land and to vest title thereto in the Town.


Art. 15. To see if the Town will vote to construct, equip and furnish a building for High School and other municipal purposes for which it has made an appropriation under Art. 13.
