Report of the Board of Selectmen


For The Year Ending December 31, 1932


We submit the following report:


The Pine Orchard School property has been sold to E. H. Barkhouse for the sum of $500. The Townsend St. proper- ty still remains to be sold.


May we again call your attention to the need for rigid economy in every department. The ability of the tax payers large and small to meet their obligations on account of muni- cipal expenditures has not improved during the past year and our returns from the state on account of income and cor- poration tax have been reduced more than $10,000. Loss of revenue has the same effect on taxes as increase in our ex- penditures. A tax rate of $30.00 for 1933 is too much of a. burden for the tax payer. It should if possible be reduced to $27.00 or less. If in order to accomplish such reduction, it is necessary to make slight readjustments in salaries and wages such readjustments should be made.


It is no longer a question of whether or not our muni- cipal employees are being paid more or less than persons in similar employment in other communities ; it is a question of what the tax payer of this community can afford to pay


The income to the individual from every line of en- deavor has been reduced .40 per cent. over that obtained in 1929 and with a large number has disappeared altogether. Also the amount of property held by individuals being ex- empt from taxation is showing a constant and alarming in- crease, approaching in 1932 close to the $40,000 mark, there- by reducing the number of individuals and the amount of valuation that must bear the burden of our expenditures.

Report of the Engineers of Fire Department


To the Honorable Board of Selectmen:


Gentlemen:


The Engineers of the Fire Department submit the following report for the year ending December 31, 1932.


During the past year the department has responded to 65 alarms: 19 chimneys, 25 brush, 11 buildings, 2 out of town calls, 8 false alarms.


We have 3100 feet of hose on hand which is in good condition.


The apparatus is all in good working condition.


The Fire Station had two coats of paint in 1932 and the tin roof needs one coat of paint this coming year.


When the fire alarm is sounded the Department would appreciate it very much if the public would refrain from calling Central until the firemen have had the opportunity to use the telephone.

We wish to call attention to the following things done during the year :


Fourteen lots were reseeded.


All endowed lots received a top dressing of either ferti- lizer or some kind of manure.


Next spring all endowed lots and the old part of Walton cemetery will receive a top dressing of fertilizer.

and seeded, also a plot in Woodlawn Cemetery that is full of unknown and unmarked graves, was seeded down.


Several of the shade trees were trimmed and two were rodded to prevent splitting.


The fences on the east and west sides of Woodlawn Cemetery were repaired, new posts put in where needed, and the pine grove was cleaned up.


The extra work was done with the help of men being aided by the town, which amounted to 702 hours for the year.


Until a year ago there have been no adequate records of burials in either Walton or Woodlawn Cemeteries. Infor- mation needed by new Commissioners was dependent on the memories of former Commissioners or of persons working under them. We thought it wise, therefore, to purchase a regular "Cemetery Record" book for each Cemetery. In these books there are places to record each burial on a plot, with space for name, age and cause of death, also names of relatives. There is an index so that a grave may be located either by name or lot.


As fast as possible information of burials previous to 1932 is being entered in the new record books.


A new map, drawn to scale, is being made of Woodlawn Cemetery, as the present one shows all lots the same size, when in reality they measure from sixteen to twenty-two feet in length.


The work of recording and mapping is being done by the Superintendent at no extra cost to the town.


The tool house in Woodlawn Cemetery was entered, and the following tools were taken: One lawn mower, two shovels, 250 feet of half-inch hose, and a hose reel. The theft was at once reported to the Chief of Police.

Report of Forestry Committee of the Town of Pepperell, Mass. For the Year Ending December 31, 1932


At the Annual Pepperell Town Meeting it was voted to raise and appropriate Fifty ($50.00) for the use of the Forest Committee.


Considerable work in trimming and thinning has been done.


No young trees have been set. Most of the land is well covered.


A fire burned over a few square rods near the road. Probably caused by cigarettes or cigars.


No money has been used from the annual appropriation.


We would recommend an appropriation next year the same as in 1932.
