REPORT OF THE BOARD OF SELECTMEN


First, we would like to extend our appreciation to all other officers, both elected and appointed, as well as all other Boards and Committees for the exceptionally fine cooperation which they have shown throughout the year.


One Committee which has been most active through the year is the Committee appointed by the Moderator after the last annual Town Meeting to investigate the need for a separate Board of Health. The Committee, headed by Dr. Loring T. Swaim, and assisted by Mrs. Ellen Dee and Mr. Warren Fuller, have made a thorough study of the problem and their report appears elsewhere in these pages. The entire Board of Selectmen feel that a qualified Board of Health should be established to function for the better- ment of health conditions for all inhabitants.


A request has been made to the Commissioner of Vet- erans' Services to attempt to establish a Veterans' Service District with some of our neighboring towns so that a qual- ified and full time agent will be available for Veterans' advice and assistance. With the increasing number of vet- erans in Town (now over 800) it is impossible for a part time agent to give them the information and help which they need in many instances.


The Prescott Hall renovation program has now been completed with the installation of new stage settings and we now have a Town Hall of which we all can be proud. This has been substantiated by the fact that there has been an increasing demand for the use of both Prescott Hall and the lower hall for such activities as Boy Scouts and Cub Scouts, Girl Scouts and Brownies, 4-H Groups, County Extension classes and the new Youth Center group.


Again, we would like to remind all voters that the

Selectmen's meetings remain open to the public and we encourage their attendance whether they have business to transact or not.

REPORT OF PEPPERELL DISTRICT NURSE


I hereby submit my report of nursing service for 1954.


A total of 1813 home visits were made. These in- cluded bedside nursing, prenatal and newborn care, in- struction in the care and prevention of communicable dis- eases, and appointments to the various clinics operated by the State Department of Public Health.


A request for a community X-ray was sent to the Seal sale committee; it was not possible to receive this service, but the industries in town will be done in May, 1955. Fif- teen persons have attended the chest clinics either at Wal- tham or Ayer.


Six children are under the care of the Rheumatic Fever clinic at Burbank Hospital.


Eight children attend the Crippled Children's Clinic, which has been transferred from St. John's to St. Joseph's Hospital in Lowell. Several of these defects have been detected at the school physical examinations.


The Well Baby clinics have been held monthly except during severe winter weather. The number of babies at- tending the clinics has increased each year. The doctors in town alternate in servicing the clinics. I appreciate their co-operation as it consumes considerable time, and they are busy men. Miss Almeda King, state nutritionist, has been very faithful in attending. Nursing Board mem- bers assist with records and transportation. The late Mrs. Marguerite Cleary has been missed, as she spent much time working on records.


During March the immunization clinic was held at school; 430 booster doses were administered by Dr. Graves.

The pre-school clinic held in May was well attended by children ready for first grade.


I have attended all the meetings held by the local Civil Defense Committee, one all-day meeting in Worces- ter, and quarterly meetings at Burbank Hospital for nurses. I helped organize a Golden Age Club for our senior citizens, and served on the committee for study regarding a separate Board of Health.


I have attended the classes sponsored by the State Department at St. John's and Burbank Hospitals, a total of 30 hours. As part of the course we visited Canton Hos- pital School and the Rehabilitation Center at Greenfield, N. H. These courses help keep me up to date on new con- cepts in nursing programs.


The dental clinic continues to operate successfully.


Mrs. Richard Lorden substituted during my vacation.


Mrs. Saunders takes my calls during working hours and has been most helpful.


I appreciate the co-operation of all with whom I have been associated.

REPORT OF THE BOARD OF HEALTH COMMITTEE


To the Honorable Board of Selectmen of Pepperell:


This Committee was appointed under Article 46 of the 1954 Town Meeting "to investigate the advisability of establishing a separate Board of Health." The Committee submits the following report:


The preventive medical service in Pepperell is excel- lent. It includes :


1. Pre-school medical examination.


2. Special eye and ear examination and follow-up.


3. Dental examination and treatment.


4. An adequate immunization program.


5. Chest X-rays for tuberculosis whenever needed.


6. A Well child clinic.


We find these services are satisfactory and in many respects superior to most of the similar ones of our neigh- boring towns.


The visiting Nurse Service is adequate and satisfac- tory.


However, the Committee believes that Pepperell lacks adequate sanitation.


Since the town rules were made in 1917, much pro- gress has been made in town sanitation by the Health Department of the State.


We need frequent and careful sanitary checks and lab- oratory tests of our restaurants and food sources.


We need regular inspection of the sewage disposal of

old and new buildings, camps and recreation areas in rela- tion to possible pollution.


These are technical and time consuming services.


At the present time, the Board of Selectmen acts as the Board of Health. Because of their many routine duties, it is physically impossible for them to give the necessary time to these highly specialized services and sanitation.


It is the unanimous opinion of this committee that these sanitation needs would be met by a separate Board of Health which had no other duties, which could meet regularly with time to give to this highly specialized and necessary work for the community.


We therefore recommend the establishment of a sep- arate Board of Health for the Town of Pepperell, according to the Laws of the Commonwealth, which specify that Towns shall elect three members to a Board of Health to serve for three years.

REPORT OF CIVIL DEFENSE COMMITTEE


To the Honorable Board of Selectmen :


The Civil Defense Committee herewith submit their report for the year ending December 31st, 1954.


The year was marked by events which have shown our deficiencies and aided us in our planning for possible future emergencies.


The full scale air raid alert in June proved that our alarm system cannot be heard in many parts of Town. The cost of installing sufficiently powerful equipment seems prohibitive and unnecessary at this time.


The two hurricanes showed how dependent we are on our power and communication systems. The cost of new auxiliary power units was again prohibitive. We feel that there are enough privately owned units in Town to heip us take care of this situation for the present. Our com- munications will shortly be greatly improved as we are in the process of purchasing, under the Matching Funds Pro- gram, a short wave mobile Radio Set. We are also most fortunate in having the group known as "The Border Riders Motorcycle Club" volunteer to enroll and work with our Committee. Their assistance is greatly appreciated.


Dr. Swaim, Dr. Phillips and Dr. Saunders attended a course of lectures on Radiological Warfare at Holy Cross College during the summer. Mr. Abele and Mr. Gerald Pinsoneault attended a similar course in Leominster this fall. It is possible that we should consider the purchase of one or more Geiger Counters during 1955.


Mrs. Dee and Mrs. Marriner attended a State Meeting in Worcester in October, which was very instructive.

We have on hand, as of December 31st, 1954, a bal- ance of $485.67.


Our personnel remains approximately the same.


We would like to take this opportunity to express our sincere thanks to all those who have so generously given of their time to investigate equipment, attend courses and come to the meetings. We are most grateful for the co- operation which we receive from everyone. We welcome suggestions from the people at all times.

REPORT OF THE TOWN FOREST COMMITTEE


The State Department of Conservation completed its survey of the Pepperell Town Forest in 1953. This report showed that approximately fifty two thousand (52,000) feet of lumber should be cut at this time to improve the quality of the town forest and keep it growing at its best rate. Our thanks to District Forester John Lambert and his assistant who marked the trees that should be cut at this time.


February 15, 1954, Article 43 was passed at town meeting, authorizing the Forestry Committee and Select- men to sell timber in the Town Forest as advised by the State Forest Conservation service.


Bids were accepted until June 1st, 1954 and the bid of Robert Hirsch of Lunenburg, Mass., for $885.00 was accepted and logging operations to be completed in one year. Mr. Hirsch informs this committee that his lodging operations were completed as of Dec. 31, 1954.

RECORDING OF BIRTHS


Births occurring late in the year are sometimes re- corded without the Christian name. In all such cases par- ents should return the name to the Town Clerk as soon as it is selected in order that it may be entered upon the town books, as an incompleteness of the records may involve much trouble in the future.


Read the Law


Parents within forty days after the birth of a child, and every householder within forty days after a birth in its house, shall cause notice thereof to be given to the clerk of the town where such child is born. General Laws, Chapter 46, Section 6.
