Report of PUBLIC WELFARE DEPARTMENT


The year 1952 has been a momentous one for the local boards of Public Welfare throughout the Commonwealth.


Chapter No. 801 of the Acts of 1951 making it manda- tory to place a lien on all real estate holdings of the reci- pients of Old Age assistance, went into effect on January 1st, 1952. This made it necessary to search registry titles to ascertain just what real estate was involved, the preparing of the necessary liens and the recording of same in the pro- per department of the registry of deeds. It was found that we had twelve recipients on our case load of Old Age Assistance to whom this law applied. Notices, as required by law, were given each recipient. Five accepted the fil- ing of the liens, while seven refused to have liens placed against their property which automatically removed them from the roll of recipients of Old Age Assistance benefits. These cases can all be reopened should the terms of the law be accepted, or, as is expected the law will be repealed by legislative action.


Chapter No. 741 of the Acts of 1951 was passed as an emergency law. Was accepted as such by the Governor of the Commonwealth and placed in actual operation on Nov. 1st. 1951. This act known as the Disability Assistance law under the categories of assistance covers any one, male or female, aged eighteen years, or over, who, owing to a phy- sical condition of such a nature as to render the applicant unable to carry on in a normal way of life and which must be certified to by a reputable physician, wishes to apply for assistance. No proof of citizenship, nor settlement history is required. State and Federal participation in the financing of this new category of assistance is practically the ss.me as now applying to Old Age Assistance and Aid to Depend- ent Children categories, providing of course that the Towns involved appropriate a sufficient sum of money to carry on the program as out-lined in the law. From November 1st to December 31st, 1951, we were allowed by law to render assistance under this act and charge the same to our General Relief fund with the understanding that at the first town meeting held after this date (January 1st, 1952) the Town would raise and appropriate a sum of money to carry on the program for the ensuing year. This the voters of our Town

refused to do, making it mandatory on the Treasurer of the Town to apply to the Director of Accounts of the Common- wealth for instructions as to future proceedure in the paying of claims on this category. We were eventually granted the privilege of charging all expenditures in this category of assistance to the General Relief Fund for the year 1952. This fund being financed entirely by the Town the matter of reimbursements from both Federal and State funds was left in abeyance. We are, however, of the opinion that some assistance from both sources will be forthcoming.


Chapter No. 793 of the Acts of 1950 made it mandatory for every local Board of Public Welfare, who had not alrea- dy complied with the law, to employ a Social, or Welfare Worker duly qualified under Chap. No. 31, Section No. 47 of the general laws (Civil Service) before July 1st, 1952. Also that a suitable office, approved by the State Department of Public Welfare, must be established. A Welfare worker was duly qualified and employed, but no office could be provid- ed. In October the Federal and State Representatives of the Department of Public Welfare set a dead line for the establishment and equiping of a suitable office, this dead line being December 1st, 1952. After a thorough investiga- tion and consideration of quarters available was made by the State Representative for an office of this kind the State approved the establishment of the office as now located. The rent allowance was approved and the probable cost of fit- ting up the same was considered and approved. While the office is not as yet up to the standard set up by the State it was suitable for use on December 1st, 1952 and will be com- pleted as fast as the necessary equipment can be obtained. The penalty for not complying with this request would have been the loss of all Federal and State grants and a perusal of the following report of the local board will show that this would have seriously inconvenienced the Town from a fin- ancial point of view.


The program of proceedure as outlined by the State authorities for the coming year will entail the reinvestiga- tion of all case histories, the revamping of budget allow- ances, a direct personal supervision by the Welfare Work- er over the various recipients of assistance, and a further attempt at rehabilitation when necessary. Especial attention will be given to the medical needs of the recipients and some time in the future the department hopes to have the services of a capable nurse which is badly needed in our community.
