To promptly bring the matter of further Highway con- struction in the Town of Harwich under new appropriation of $1,000 before the Massachusetts Highway Commission, under date of February 12, 1901, said commission was notified of the action taken by the town, and a hearing requested.
February 27, 1901, the Board of Selectmen sent in a proposition to the Highway Commission offering to con- tribute the sum of $1,000, under certain conditions, to aid in the construction of one-half mile of state highway, after the former allotment of one mile should be completed. March 7, 1901, a letter was received from the Commission, stating "that the offer received from the Town of Harwich would have their careful attention when the question of allotment was before them."
It is to be remembered that at the time this proposition was presented to the Commission, they were engaged in the construction of the one-mile allotment under former appro- priation. The object of presenting our petition so promptly at this time was that the work might be carried along, with- out break, to a completion of both appropriations. At a later date, when the annual State appropriation for highway purpose was awarded to the different towns, it was found no money was set aside by the Commissioners to meet the sum of $1,000 for highway construction in Harwich.
Wishing to know what the prospect might be later on for consideration before the Commission under the terms of the offer made by the Board of Selectmen, a reply was received from the Highway Commission, which is given on next page in full :

BOSTON, Nov. 18, 1901.
Board of Selectmen, Harwich, Mass. :
DEAR SIR: Your letter of the 16th inst., with reference to a certain amount of money which the Town of Harwich has authorized your board to place in the hands of the Highway Commission for the purpose of extending the state highway in Harwich, is received.
In reply, would say there is no money in the hands of the Commission at the present time which is available for allot- ment, and there will be none until after the first of January, 1902. Your petition of February, 1901, will be taken up with other petitions when the board makes its allotments another year. We suppose, of course, that the vote of your board taken last spring will be continued and that it will apply to another year as well as to this year.

It is desired that these state highway questions should have your careful attention, as such matters of public policy are liable to involve considerable sums of money, and for that reason the present situation has been shown to some ex- tent, so that a better understanding may be had to guide action in the annual town meeting where the question of future highway construction is liable to come before the town. Would also call your attention to the fact that the sum of $1,000 appropriated at the last annual meeting to assist in state highway construction has been assessed and is now among the funds of the town treasury; but un- der Article 16, on Page 8, of the town's by-laws, this amount will not seemingly be available this year for state highway purposes without further action by the town.
