TOWN WARRANT.
COMMONWEALTH OF MASSACHUSETTS. MIDDLESEX, SS. To any of the Constables of the Town of Arlington, in said County: GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified as the Constitution requires, to assemble in the Town Hall, in said Town, Monday, the fifth day of March, 1917, at 6:00 o'clock, A. M., then and there to act on the follow- ing articles, viz. :
ARTICLE 1. To choose a Moderator to preside at said meeting.
ART. 2. To elect by ballot the following town officers: a Selectman for three years; a Town Clerk for one year; a Town Treasurer for one year; a Town Collector for one year; an Auditor for one year,; a member of the Board of Public Works for three years; one Assessor for three years; three members of the School Committee for three years; one member of the School Committee for one year; two Trustees of the Robbins Library for three years; one member of the Board of Health for three years; one Park Commissioner for three years; two members of the Planning Board for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Pratt Fund for one year .; one Commissioner of the Sinking Fund for three years; one Trustee of the Edwin S. Farmer Poor Widows' Fund, and the Edwin S. Farmer Fund for Needy Persons, for five years; one Trustee of the Edwin S. Farmer Poor Widows' Fund, and the Edwin S. Farmer Fund for Needy Persons, for three years; one Cemetery Commissioner for three years; a Tree Warden for one year; seven Constables for one year; also, to choose or appoint all the other usual town officers in such manner as the

Town may determine. Also, upon the same ballot to vote "Yes" or "No" upon the question, "Shall licenses be granted for the sale of intoxicating liquors in this Town?"
Also, upon the same ballot, to vote "Yes" or "No" upon the question, "Shall Chapter 291 of the General Acts of 1916, being 'An Act relative to the tenure of office of Chiefs of Fire Depart- ments in the Metropolitan Fire Prevention District' be accepted by the Town?
For these purposes the polls will be open as soon as possible after the organization of the meeting, and kept open until five o'clock, P. M.
ART. 3 To hear and act on the reports of the Board of Select- men, and other town officers and committees heretofore ap- pointed.
ART. 4 To make an appropriation for the Robbins Library for the ensuing year,
ART. 5. To make an appropriation for the public schools for the ensuing year, and determine in what manner the money shall be expended.
ART. 6 To determine in what manner the town ways, high- ways and bridges shall be repaired the ensuing year.
ART. 7. To determine what sum of money the town shall raise by general tax, to defray town expenses, interest, debt and state aid, and make an appropriation for same.
ART. 8. To see if the Town will appoint the Selectmen agents of the Town, to institute and prosecute in favor of the Town. and appear and defend suits and legal proceedings against or involving the interests of the Town, with power to employ counsel therein, and when necessary, in all other legal matters and business appertaining to Town affairs during the year com- mencing March 1, 1917.
ART. 9. To see if the Town will appropriate the sum of $250 for the proper observance of Memorial Day, the same to be ex- pended under the direction of Francis Gould Post 36, G. A. R.
ART. 10. To see if the Town will appropriate $7,000 in ac- cordance with the vote passed December 6, 1904, for water used for fire hydrants, street watering and public buildings for the ensuing year.
ART. 11. To see what action the Town will take in regard to

extension of water mains, make an appropriation for the same, and determine in what manner the money shall be raised.
ART. 12. To see if the Town will make an appropriation for the construction and repair of permanent sidewalks.
ART. 13. To see if the Town will make an appropriation for the maintenance of the sewerage system for the ensuing year and determine in what manner the money shall be raised.
ART. 14. To see if the Town will make an appropriation for the extension of the sewerage system for the ensuing year, and determine in what manner the money shall be raised.
ART. 15. To see if the Town will make an appropriation for the use of the Highway Division, and determine in what manner the money shall be raised.
· ART. 16. To see if the Town will make an appropriation for street watering and treatment for the prevention of dust, and determine in what manner the money shall be raised.
ART. 17. To see if the Town will make an appropriation for street lighting.
ART. 18. To see if the Town will vote to authorize its Col- lector of Taxes to use all means of collecting taxes for the year 1917 which a Town Treasurer may use when appointed a Col- lector of Taxes.
ART. 19. To see if the Town will make an appropriation to continue the work of establishing the Block System for the use of the Board of Assessors, the same to be expended under the direction of the Assessors.
ART. 20. To see if the Town will make an appropriation to be expended for suppressing the gypsy and brown-tail moths, in accordance with the provisions of Chapter 381, of the Acts of 1905, and amendments thereto, and determine in what manner the money shall be raised.
ART. 21. To see if the Town will make an appropriation for the planting of trees, removal of dead and dangerous trees, and for the trimming and general care of existing trees, the same to be spent under the direction of the Tree Warden.
ART. 22. To see if the Town will make an additional appro- priation to cover the expense of widening Massachusetts Avenue, between Water and Central Streets, determine in what manner the money shall be raised, or take any action thereon.

ART. 23. To see if the Town will authorize the Town Treas- urer, under the direction of the Selectmen, to borrow money for any necessary purpose, in anticipation of the revenue for the year 1917, the same to be repaid directly from the proceeds of said revenue.
:ART. 24. To see if the Town will make an appropriation for the removal of snow and ice from the highways, or take any action thereon.
!. ART. 25. To see if the Town will make an appropriation for the engineering work of the Town, said appropriation to include the salary of the Town Engineer, or take any action thereon.
: ART. 26. To see if the Town will make an appropriation for the extension of storm drains, or take any action thereon.
ART. 27. To see if the Town will appropriate the sum of $500 for the maintenance of a free bed in the Symmes Arlington Hos- pital; said bed to be for the care and treatment of residents of the Town who are unable to pay for such care and treatment, in accordance with the provisions of Chap. 44 of the General Acts of 1915, or take any action thereon.

offered at public auction without buyers, and property having been taken possession of in the name of the Town according to law.
ART. 32. To see if the Town will authorize the Board of Se- lectmen to acquire by purchase, or otherwise, a certain parcel of land in the vicinity of Franklin and Warren Streets for municipal purposes, make an appropriation therefor, or take any action thereon.

ART. 33. To see if the Town will authorize the Selectmen to turn over to the Board of Public Works the old Almshouse, on Summer Street, for such disposition as will best serve the in- terests of the Town.

ART. 35. To see if the Town will authorize the Selectmen to purchase, or take for municipal purposes, land bounded by Massachusetts Avenue, Brattle Street, Boston and Lowell Rail- road and land of the Theodore Schwamb Company, make an appropriation for the same, or take any action thereon.

ART. 36. To see if the Town will vote to grant the employees of the Highway, Water, Sewer and Health Departments an in- crease of twenty-five cents per day.

ART. 37. To see what action the Town will take in relation to the appointment or election of a Finance Committee of twenty-one citizens for the ensuing year.
ART. 38. To see if the Town will vote to accept the pro- visions of Chap. 19, Sect. 37, of the Revised Laws; vote to ex- tend the application of the provisions of said Chapter and the Amendments thereto to the permanent fire force of the Town, or take any other action relative thereto.

ART. 39. To see if the Town will vote to accept Chap. 293 of the General Acts of 1916, being the Jitney Act, so-called, and

being. "An Act to authorize the licensing by cities and towns of motor vehicles carrying passengers for hire, " or take any action relative thereto.
ART. 40. To see if the Town will vote to change the name of that part of Summer Street from Brattle Street to 88 feet north of Lansdowne Road, to Hemlock Street, or take any action thereon.
ART. 41. To see if the Town will vote to accept and establish as a town way the private way known as Schouler Court, as laid out by the Joint Board of Selectmen and Board of Public Works, under the provisions of law authorizing the assessment of better- ments, make an appropriation for constructing the same, deter- mine in what manner the money shall be raised, or take any action thereon. Said way as laid out is described as follows :---
Beginning at a point on the northerly side line of Massachu- setts Avenue, said point being 238.52 feet southeasterly from a County Commissioners' stone bound on the said northerly side line of Massachusetts Avenue, thence, on a curve to the left with a radius of 25 feet, a distance of 37.34 feet to a point on the westerly side line of Schouler Court, thence, north 51-32' east along said westerly side line of Schouler Court 299.13 feet to a point of curve, thence on a curve to the left with a radius of 15 feet, a distance of 23.71 feet, thence, south 39-03' east, 55.15 feet to the easterly side line of Schouler Court, thence south 51-32' west along said easterly side line of Schouler Court 304.0 feet to a point of curve, thence, on a curve to the left with a radius of 26.10 feet, a distance of 45.77 feet to a point on the northerly side of Massachusetts Avenue, thence, northwesterly along said northerly side line of Massachusetts Avenue, a dis- tance of 94.43 feet to the point of beginning, as shown on a plan approved by the Board of Survey, Arlington, Mass., Feb. 13, 1917, and entitled, "Board of Survey Plan and Profile of Schouler Court, Arlington, Mass., Scales: Hor. 1"-40', Vert. 1"-6', Nov. 14, 1916, George E. Ahearn, Town Engineer. "
