FRANKLIN, February, 1894.


It appears that the Town Clerk of this town has called the attention of the people to the importance of making re- turns of the births land deaths frequently within the last ten years, but the Clerk is still compelled to search for the infor- mation to make such records, and this makes the Clerk a large amount of work of which he might be relieved if each family would do its duty in making these returns promptly and accurately.


The blanks on which to make these returns can always be had free at the Clerk's office.

REPORT OF LIQUOR OFFICER.


TO THE SELECTMEN OF FRANKLIN :


Since my report of 1892 I have sworn out eight search warrants, made four seizures and prosecuted four individuals for illegal keeping, all of whom were proven guilty.


The case against Howard S. Wilkes, for illegal keeping, was taken before Samuel Warner of Wrentham. and he was fined $75, signing, at the same time, an agreement never to engage in the illegal sale or traffic in intoxicating liquors in this town again.


The case against Wilson E. Averill, for selling cider to children, was placed on file, by request of the chairman of the Selectmen.


The case against Nathan A. Daniels was also taken be- fore Samuel Warner of Wrentham. The charge against him was illegal keeping. He pleaded guilty to the charge and was fined $100. I also had one other case against him, but he promised to give up the business and was not prosecuted on the second case.


The selling of cider is one of the great evils, as it can be sold in small or large quantities, not to be drank on the prem- ises. A man can get a gallon of cider for twenty-five cents. This will keep him drunk for a day. while twenty-five cents' worth of hard liquor would not do that.


The number of arrests that I have made in the past year is 31, as follows: Illegal keeping, 4; drunk, 5; common drunkards, 2; disturbing the peace, 5 ; assault, 5 ; keeping disorderly house, 2 ; obtaining money under false pretense, 2 ; larceny, 2; keeping gaming house, 1; keeping unlicensed dog, 1 ; assault on officer, 1 ; selling leased property, 1.


In closing my report I will say I think the enforcement of the law has been beneficial to the town in the past. We

see but very little drunkenness on our streets, and I think our town is in a good condition compared with other no-license towns.

REPORT OF FRANKLIN LIBRARY.


TO THE INHABITANTS OF THE TOWN :


During the first month of the year closing Jan. 31, 1894. the Library was open to the public, as usual. on Wednesdays and Saturdays. But plans for opening a reading room, in connection with the Library, were consummated by raising $200 by subscription, and on the 6th day of March the Library was opened to the public from 2 to 5 o'clock in the afternoon, and from 6.30 to 9 o'clock in the evening. Since that time, with the exception of holidays and the annual vacation in August, it has been open every day during the hours named.


Number of different persons who have drawn books dur- ing the year, 539 : number of books drawn, 12,002. This is a gain of 3,640 over the number drawn two years ago.


The Librarian has collected fines to the amount of $21.30 ; for catalogues and cards. $4.15 ; total, $25.45 Number of volumes covered, 557, at a cost of $11.14. Amount expended for books, $186.92. Expenses of running library, $637.99.

REPORT OF BOARD OF HEALTH.


TO THE BOARD OF SELECTMEN :


The Board of Health would respectfully submit the fol- lowing report :


There have been reported and received the attention of the Board the following infectious and contagious cases : Typhoid fever, 12 ; scarlet fever, 5.

We are pleased to report that there have been no cases of diphtheria. As there seemed to be no immediate danger from smallpox, the Board did not deem it advisable to insist on compulsory vaccination, for the reason that at the time there was an unusual amount of whooping cough among the children, to whom a vaccination at that time would produce serious if not fatal results.


There have been a number of complaints on account of cesspools improperly cared for and exposed drains. These, however, have been attended to by the offending party on suggestion of the Board without more formal action.


There have been more than the usual number of cases of malaria during the past year. This is due, in the opinion of your Board, to the lack of suitable drainage. The increased use of water resulting from the present system of water supply, in comparison with the former supply from wells, has re- sulted in the saturation of the soil with sewage. The soil is of such a nature that the sewage matter does not percolate through and thus become less harmless, but is disposed of, more or less, by evaporation, and thus furnishes an imminent and dangerous source of disease.


We are of the opinion that the time has come when this question must be met ; that every day's delay is at the risk of the public health. We would therefore recommend that steps be at once taken to investigate the question of providing a system of sewerage for the town, that a sum of money be appropriated to make preliminary surveys, providing esti- mates of cost, and whatever else may be necessary for the thorough investigation of the whole matter.
