TOWN OFFICERS' REPORT.
Report of Selectmen.
TO THE VOTERS OF FRANKLIN :
The Selectmen of the Town of Franklin submit the fol- lowing as their annual report upon the affairs of the town for the year ending January 31, A. D. 1910 :
The Board of Selectmen organized by the election of Roswell K. Stevens as Chairman, and the appointment of Nel- son E. Newell as Clerk.
The road department has been under the management of Charles R. Gowen, and the sum appropriated for the main- tainence of roads, bridges and walks has been expended under his supervision to the best possible advantage.
Two severe snow storms have rendered it necessary that a large amount of extra labor be performed upon the streets and in breaking the roads, and· has caused a considerable ex- penditure of money upon them, temporary in its nature, but absolutely necessary to make the roads passable.
The re-gravelling of streets has been carried on through various sections of the Town, including portions of Union street, Cottage, Sheldonville Road, East, Dean ave. extension, and the Medway Hill on Lincoln street, Main and Oak streets. Pond street from the Charles River Bridge to a point in the vicinity of Plain street has been thoroughly rebuilt and a side- walk built thereon. Main street from the Bridge to the cor- ner of Depot street has been dug up and recoated in a perma- nent manner, and the curbing at the corner of Main and De- pot streets reset in a way that will not interfere with team traf- fic. A large quantity of stone, which has always been a men- ace to travel over Washington street in South Franklin, has been dug out and removed.

Culverts for the proper draining of surface water have been placed under Wachusett, Arlington, Union, East and Forest streets.
New cross-walks have been built on some streets and the old ones repaired.
Electric lights have been placed on Maple street and Washington street in accordance with the votes of the Town at the last annual Town Meeting.
Paved gutters of a permanent nature have been built on both sides of Central street, on the hill by the cemetery, and also on a portion of Union street.
Three streets have been repaired with a coating of ashes, namely : A portion of King street, Grove street in the vicinity of Unionville, and Cottage street extension. Curbings on Cen- tral street, in the vicinity of West street, have been reset, and the street widened one foot, it being found that the curbings heretofore were set one foot in the street.
Central street, on Cook's Hill, so called, has been greatly improved and rendered much safer for travel. Edward S. Cook gave the necessary land to the Town and the street has been considerably widened and regraded.
Concrete sidewalks have been laid in a number of places, the abuttors paying one-half the expense therefor, and a con- siderable quantity of concrete side-walks has been repaired and recoated, making a great improvement in its appearance and usefulness.
The road department has co-operated with the Tree War- den and has provided the necessary labor for the removal of several trees from the streets, thereby saving the Town the ex- pense of hiring extra men therefor.
Two new streets have been built in accordance with the votes of the Town, namely, Hayward street, and Cleaveland street. The labor for these was performed by the street de- partment of the Town, without the hiring of extra men, and the appropriation made for that purpose was turned into the general road appropriation.
The snow storms before mentioned were unexpected and severe, but your Board took immediate hold upon the situa-

tion and put gangs of men at work in different sections of the Town, and the roads were soon opened for travel. The cen- tre of the Town was cared for by the regular road department, who first opened the roads and then removed the snow from the sidewalks through the principal portions of the Town.
The Town authorized the Board of Selectmen to execute an agreement of indemnity to the Commonwealth, whereby the Town was to indemnity the Commonwealth for all claims for land damages incidental to the building of the State Road from Unionville to the vicinity of Beaver street. Your Board of Selectmen has not yet executed this agreement, but is en- deavoring first to secure releases of all claims for damages from all the owners abutting upon the proposed State High- way. Many of these land owners have already signed this re- lease and your Board hopes to be able to secure the remainder.
The Board appointed Wm. H. Ballard Chief of Police, and Freeman G. Knowlton and Wm. T. Hooper as regular officers for night patrol, and the usual number of special of- ficers. F. G. Knowlton was appointed lock-up keeper. The voters are referred to the reports of the Chief of Police and the lock-up keeper for a statement of the proceedings in that de- partment.
The Board of Selectmen appointed Lawrence E. Mor- rissey, Berry Laycock and Geo. W. Greene Engineers of the Fire Department and their report is published herewith.
The service of the street lights has been improved and in- creased. For the past three months the Union Electric Light Co. has maintained the current for the street lights every night in the month, without making any extra charge therefor to the Town, thereby temporarily abandoning the so-called "moon- light" schedule. Complaints have been made to your Board that the burning of the lights was irregular, and numerous outages were reported by the night officers. A conference was held with F. A. Townsend, General Manager, and Ezra L. Blanchard, local superintendent of the Union Electric Light Co. Mr. Townsend assured the Board that the current upon the lamps had been recently increased and that the com- pany would maintain an additional man in the Town in order

that the lights might be patroled earlier in the evenings, and that someone might be available to make the necessary repairs at once in case any outages were reported during the evening.
On November 19, 1909, by vote of the Board of Select- men, Albert H. Martin was appointed treasurer pro tempore of the Town of Franklin to fill the vacancy caused by the ab- sence of Nelson E. Newell, treasurer. On the same day he was appointed Clerk of the Board of Selectmen.
The death of Nelson E. Newell on November 20, 1909, deprived the Town of Franklin of an efficient and valuable of- ficer and the Board of Selectmen of a faithful assistant. For many years Mr. Newell had served the Town in many posi- tions, having held the office of Town Treasurer for the last eight years, which office he administered faithfully, always having the best interest of the Town at heart. He was a val- uable assistant not only to the present Board of Selectmen but also to every other Board for many years past. We feel sure that we will have the hearty endorsement of our predecessors in office when we place upon record our testimonial to the care, skill and fidelity with which Mr. Newell performed the duties of his office. He devoted his entire time to the service of the Town and was ever watchful to see that the interests of the Town in all respects were properly conserved.
Another faithful T'own officer and citizen to cease from labor upon earth was Edward H. Sherman, who served the Town for several years as Collector of Taxes. He also devo- ted his entire time to the duties of his office, performing them efficiently and faithfully, with due respect to the interests of the Town and justice to the tax-payers. Mr. Sherman passed away December 1, 1909, his duties being fully performed, his accounts closed and his labors ended.
Henry R. Jenks passed away October 3, 1909. Mr. Jenks was a resident of Revere, Mass., at the time of his death, but for a great number of years was a resident of Frank- lin and served the Town in many offices of honor and trust, including Assessor of Taxes, Town Treasurer and Selectman. He also was a faithful servant of the Town, administering the various offices entrusted to him with fidelity and honor,
