WARRANT FOR THE ANNUAL TOWN MEETING


ESSEX SS.


To either of the Constables of the Town of Hamilton. GREETING :


In the name of the Commonwealth of Massachusetts, you are directed to notify and warn the inhabitants of the Town of Hamilton qualified to vote in the elections and town affairs, to meet at the Town Hall on Tuesday, the eleventh day of March 1902. at ten o'clock in the forenoon, then and there to act on the following articles, viz :


Art. 1. To choose a Moderator to preside at said meet- ing.


Art. 2. To choose all necessary Town Officers for the year ensuing.


Art. 3. To hear the report of the Town Officers and act thereon.


Art. 4. Shall license be granted for the sale of intoxica- ting liquors in the Town of Hamilton for the year ensuing.


Art. 5. To see if the Town will appropriate a sum of money not to exceed fifty dollars ($50.00) for the purpose of observing Decoration Day by the soldiers of the rebellion.


Art. 6. To see if the Town will vote to place street lights on Main Street where needed, and appropriate money for the same, as petitioned for by A. C. Dane and others.


Art. 7. To see what action the Town will take toward watering the State highway during the dry weather, and appropriate money for the same.


Art. 8. To see if the Town will authorize the Treasurer to hire money under direction of the Selectmen, in anticipation of taxes.


Art. 9. To raise such sums of money as may be neces- sary to defray Town charges for the ensuing year.


Art. 10. To appropriate money for repairs of highways, townways and bridges, and all other Town expenses, and to determine the manner of expending the same.

Art. 11. To see if the Town will authorize its Collector to use all means of collecting taxes which a Town Treasurer when appointed a Collector, may use, agreeable to Chapter 25, Section 75 of the Revised Laws.


Art. 12. To see if the Town will accept the provision of Sections 21, 22, 23, 24 and 25, Chapter 78 of the Revised Laws in relation to a Board of Cemetery Commissioners.


Art. 13. To see if the Town will accept the street known as Union Street, leading from Asbury to Linden Street, as laid out by selectmen.


Art. 14. To see what action the Town will take toward repairing the roof of the Town House, and appropriate a sum of money for the same.


Art. 15. To see if the Town will accept the Act of the Legislature, whereby Hamilton may supply itself and its in- habitants with water.


Art. 16. To determine what time tax bills shall be issued and taxes become due.


Art. 17. To see what action the Town will take toward revising the Town by-laws.


Art. 18. To see if the Town will accept the list of jurors as proposed and posted by the Selectmen.


Art. 19. To see what action the Town will take toward . building sidewalks on Elliott Street and making appropria- tion for the same, as petitioned for by E. C. Hitchens and others.


Art. 20. To act on any other matter that may come legally before said meeting.


And you are hereby directed to serve this warrant by posting attested copies thereof, one at the Meeting House and one at the Town Hall, and one at the store of L. E. Libby, in said town seven days at least before the time of said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon, to the Town Clerk, at the time and place of holding said meeting.

REPORT OF THE TRUSTEES AND LIBRARIAN OF THE PUBLIC LIBRARY


To the Inhabitants of the Town of Hamilton :


The Trustees report the usual progress in all departments of the Library. The number of bound volumes issued is about the same as last year; the number of magazines greater. There is a tendency on the part of the patrons to read fiction to the neglect of other kinds of literature. A library made up largely of fiction is not of the greatest permanent value. Therefore the Trustees will adhere to their purpose to secure the best works on a large variety of subjects, notwithstanding the increasing demand for the most recent fiction. Many of the best books of general literature. biography, economics, history, poetry, religion, science and travel remain on the shelves unused. The Librarian has sought to create a demand for such books, as well as for standard fiction, by placing them in a conspicuous place in the delivery room where they may be examined.


More books have been purchased but fewer given than last year. A considerable portion of the money has been spent this year for the works of writers which are recognized as standards of literature, such as the works of poets and essayists. In the coming year a larger amount could be spent profitably for the same purpose, which would make the library of still greater value. An effort has been made to furnish certain books of general interest, which would be helpful as reference books for the public schools, study clubs and societies. To make the library of greater service, the Trustees are glad to receive suggestions in regard to the selection of books.


The librarian has continued the work on the card catalogue, and will issue a bulletin of recent accessions early in the year. It is hoped, however, that the patrons of the library will gain a. better working knowledge of the card catalogue which may be used with great advantage to all,

LIBRARY REPORT


The Delivery-room, which serves also as a Reading-room and Reference-room, is greatly over-crowded at times. If another room could be spared, it would be well to maintain a separate Reading-room, to be kept open several afternoons and evenings of each week. This would involve extra expense. Harper's Week- ly, Harper's Monthly, The Century, Scribner's, The Youth's Companion, The New England Magazine, The Review of Re- views, The Atlantic, McClure's, Munsey's, The World's Work, St. Nicholas, The Forester, Bird Lore, Practical Politics and the Vegetarian have appeared regularly on the tables, and numerous other magazines and periodicals have come as gifts.


The Woman's Education Society of Boston has promised a loan exhibition of Authors' photographs, similar to the views of London, exhibited two years ago.


The Trustees are indebted to the following citizens of Hamilton for special gifts : The W. C. T. U. through Mrs. S. M. Gorham ; Mrs. G. K. Knowlton, Mrs. C. G. Rice and Mrs. James Gwinn ; and Mr. Horace E. Andrews for the use of his store as a delivery station at South Hamilton.


The Trustees recommend the appropriation of four hundred dollars for the ensuing year.
