JUDGE DANIEL E. SAFFORD.


In Memoriam.


On September 1, 1905, our respected and honored townsman, Daniel E. Safford, passed from the cares of earthly life to the rest of the life eternal.


He was born in Hamilton, February 5, 1826, where he practically made his home during his whole life. Aspiring to a professional life he entered Williams College and was graduated with the degree of A. B. in 1848, and in 1851 was graduated from Harvard law school with the degree of LL. B. The same year he was admitted to the Essex bar.


He was a member of the Massachusetts house of representatives in 1861 and of the Senate in 1871-2.


In 1874, he was appointed associate justice of the First District Court in the city of Salem, and on the retirement of Judge Joseph B. F. Osgood, was appointed to fill the vacancy February 11, 1889, which position he held till his death.


He rendered service to the town several years on the board of school committee ; was town treasurer for more than forty years, and also moderator of town meetings for about the same length of time.


The First Congregational church, of which he was a member, will miss his Christian fellowship and also his wise counsel in every- thing pertaining to the best interests of the church.


The Town loses a noble, heroic, conscientious man whose char- acter was built upon the eternal principle of right and justice. To know him was to love and respect him. He has passed out from among us, but the life he lived while here we will hold in sweet remembrance of him.

At the last session of the legislature an act was passed to provide for suppressing the gypsy and brown tail moths, making it compulsory on the town to expend an amount equal to one twenty-fifth of one per cent of its total valuation, and in addition the amount allowed by the State superintendent. All expendi- tures to be under the direction of the State superintendent. The town's liability for a full year $1120.77, to which the State has added $500 for this year. The year 1905 was called one- half year. George H. Gibney was chosen the local superin- tendent, work was started about the first of October, clearing up brush and cutting down worthless trees by the road side. The clearing of shade or highway trees was nearly completed January 1st, at an expense of about $1300.00, since which time the work has been mostly on private property, at the owners liability. The selectmen, in behalf of the town, contracted with the Massachusetts highway commission to care for the trees along the State road in town. The superintendent found the whole town thoroughly infested by both gypsy and brown tail moths. Asbury Grove being badly infested with brown tail and gypsys, the grove containing so many cottages and such a large travelling population at about the time moths are most dangerous. It was very important that it be thoroughly

cleared. The association claim to have no money to help out. There was nothing for the superintendent to do but clear it under the owners liability clause which was done at an expense of $657.50 while the liability was only $28.65.
