REPORT OF THE ANNUAL TOWN MEETING OF THE TOWN OF HAMILTON HELD MARCH 5, 1945 AND OF THE ANNUAL TOWN ELECTION HELD MARCH 13, 1945 MODERATOR : Oliver Wolcott

The Moderator, Mr. Oliver Wolcott, opened the meeting at seven-thirty-five o'clock in the evening (7:35 P. M.) Monday, March 5, 1945.
Rev. W. F. A. Stride being called upon by the Moderator requested those present to stand for a moment in silent tribute to those of our citizens who will no longer be with us and offered prayers for all those who are in the services and for guidance in the business about to be transacted.
Moderator: The first business before the meeting is the consideration of Article II.
Article II. "To choose and appoint all other Town Officers in such manner as the Town shall determine."
Moved by Mr. Edward A. DeWitt and duly seconded : That four field drivers and four measurers of wood, lumber and bark be elected by the meeting from the floor, the field drivers to be nominated and elected first and the measurers of wood, lumber and bark immediately thereafter.
Voice vote on motion. Motion unanimously carried.
Mr. DeWitt nominated Fred Berry, Carl Anderson, William W. Bancroft and Ernest M. Barker as field drivers.
Moved by Mr. DeWitt and duly seconded : That the nominations be closed and a white ballot be cast for each.
Voice vote. Motion unanimously carried. The Moderator declared he cast a white ballot for each as voted.
Mr. DeWitt nominated Timothy A. Moynihan, Jesse S. Mann, Ernest M. Barker and Wendell W. Dodge as measurers of wood, lumber and bark.
Moved by Mr. DeWitt and duly seconded : That the nominations be closed and a white ballot be cast for each.
Voice vote. Motion unanimously carried. The Moderator declared he cast a white ballot for each as voted.
Article III. "To hear the report of the Town Officers and of the Finance and Advisory Committee and all other committees and take any action thereon."
Moved by Mr. Robert B. Walsh and duly seconded : That the reports of the Town Officers and of the Finance and Advisory Committee and all other com- mittes as printed in the annual Town Report for 1944 be received and placed on file.
Voice vote. Motion unanimously carried.

Article IV. "To raise and appropriate money for the Schools, Highways and all other expenses and determine the manner of expending same."
Moved by Mr. Theodore A. Holland and duly seconded: That the items recommended in the report of the Finance and Advisory Committee be read by the Moderator and considered seriatim, and that anyone desiring to debate or amend any particular item may say "Pass," such item to be open to discussion after the other items have been considered; and that the Moderator be and is hereby instructed and authorized to insert in said report the specific salaries of the boards of selectmen, assessors, health, public welfare and cemetery com- missioners as fixed by the Town, including temporary increases.

Moved by Mr. Theodore A. Holland and duly seconded : That the various appropriations considered seriatim as amended be approved and adopted as a whole and that the temporary 15 percent increases in the basic salaries and wages of town officials and town employees fixed by the town, recommended by the Finance Committee in 1944 be continued from March 5, 1945 to March 4, 1946.
Voice vote. Motion carried and appropriations unanimously voted.

Moved by Mr. John H. Perkins and seconded : That the salary of the Sur- veyor of Highways be $2,600.00 for the year 1945 with no 15 percent increase as granted other departments.
Voice vote. Motion unanimously carried and salary so voted.
Vote on Water, salaries Passed.
Moved by Mr. Everett F. Haley and duly seconded : That the appropriation for water, salaries be $2,580.00.
After discussion Mr. Haley amended his motion to read that the appropria- tion for water, salaries be $2,580.00 not to include the 15 percent increase as granted other departments.

Article V. "To see if the Town will vote to raise and appropriate the sum of $100.00 for the preservation of health and protection of persons and prop- erty, to purchase equipment. uniforms and supplies for auxiliary fire and police departments, air-raid wardens, first aid rescue squads, continuance of present town defense committee and other essential units of defense, to provide for the training of its citizens in first aid and other matters essential to civilian defense, and to provide for such other means as may be necessary in the national emergency for the protection of the people and property in the Town, or take any action thereon."
Moved by Mr. John H. Perkins and duly seconded : That the Town raise and appropriate the sum of $100 for the preservation of health and protection of persons and property, to purchase equipment, uniforms and supplies for auxiliary fire and police departments, air-raid wardens, first aid rescue squads, continuance of the present Town Defense Committee and other essential units of defense, to provide for the training of its citizens and first aid and other matters essential to civilian defense, and to provide for the protection of the people and property in Town.
Voice vote. Motion unanimously carried.
Article VI. "To see if the Town will vote to raise and appropriate, or trans- fer from available funds, the sum of $368.16 to provide for the overdraft in the 1944 appropriation for snow removal, said overdraft having been authorized by the Selectmen under Section 31, Chapter 44 of the General Laws, or take any action thereon."
Moved by Mr. Lawrence R. Stone and duly seconded : That the Town raise and appropriate the sum of $368.16 to provide for the overdraft in the 1941 appropriation for snow removal said overdraft having been authorized by the Selectmen under Section 31, Chapter 11 of the General Laws.
Voice vote. Motion unanimously carried.
Article VII. "To see if the Town will vote to transfer, for the purpose of acquiring and purchasing window shades for the High School. the sum of $200.00 from the unexpended balance in the appropriation of $200.00 for repairs and tar for the High School roof raised and appropriated under Article 4 of the Annual Town Meeting held March 6, 1944, or take any action thereon."
Moved by Mr. Percival D. Whipple and duly seconded : That the Town trans- fer to the School Department the sum of $200.00 from the unexpended balance in the appropriation of $200.00 for repairs and tar for the High School roof, raised and appropriated under Article 4 of the Annual Town Meeting held March 6, 1944 for the purpose of acquiring and purchasing window shades for the High School.
Voice vote. Motion unanimously carried.
Article VIII. "To see if the Town will vote to transfer the sum of $5,000.00 from the Excess and Deficiency Fund to snow removal, or take any action thereon."
Moved by Mr. Theodore A. Holland and duly seconded : That the Town vote to transfer the sum of $5,000.00 from the Excess and Deficiency Fund to the snow removal account.
Voice vote. Motion unanimously carried.

Article IX. "To see if the Town will vote to transfer the sum of $10,000.00 from the Excess and Deficiency Fund to Maturing Debt, or take any action thereon."
Moved by Mr. John R. Hollister and duly seconded : That the Town vote to transfer the sum of $10,000.00 from the Excess and Deficiency Fund to Maturing Debt.
Voice vote. Motion unanimously carried.
Article X. "To see if the Town will vote to transfer the sum of $2,000.00 from the Excess and Deficiency Fund to Maturing Debt Interest, or take any action thereon."
Moved by Mr. John T. Nightingale and duly seconded : That the Town vote to transfer the sum of $2,000.00 from the Excess and Deficiency Fund to Maturing Debt Interest.
Voice vote. Motion unanimously carried.
Article XI. "To see if the Town will raise and appropriate a sum of money for the maintenance of various streets, said money to be used in conjunction with any money which may be allotted by the State for this purpose, or take any action thereon."
Moved by Mr. Edward A. DeWitt and duly seconded : That the Town vote to raise and appropriate the sum of $800.00 for the maintenance of various streets, to be expended by the Town for its share of said work, provided the State cooperates with the Town and contributes to the cost thereof, as provided for by Chapter 90 of the General Laws and Amendments thereto and that avail- able funds may be used while carrying on the work until the Town is reim- bursed by the State.
Voice vote. Motion unanimously carried.
Article XII. "To see if the Town will vote to transfer the sum of $5,000.00 from the Excess and Deficiency Fund for the purpose of purchasing and acquir- ing a truck for the Highway Department, or take any action thereon."
Moved by Mr. John T. Nightingale and duly seconded : That the Town vote to transfer the sum of $5,000.00 from the Excess and Deficiency Fund for the purpose of purchasing and acquiring a truck for the Highway Department, and that the Surveyor of Highways be and hereby is authorized and empowered in behalf of the Town to negotiate and consummate such purchase with full powers in the premises.
Moved by Mr. Leland D. Thompson and duly seconded : That the motion be amended by increasing the amount to $12,000.00.
Moved by Mr. Everett F. Haley and duly seconded: That the motion be further amended to take the additional $7,000.00 from the tax levy.
At this point the Moderator inquired of Mr. Thompson if he would accept the amendment of Mr. Haley, to which Mr. Thompson assented, and the meeting then proceeded to vote on the amendment of Mr. Thompson.
Vote on amendments of an increase to $12,000.00 with the extra $7,000.00 taken from the tax levy.
Voice vote. Amendment unanimously accepted.
Vote on motion as amended : That the Town appropriate the sum of $12,000.00 for the purpose of purchasing and acquiring a truck for the Highway Depart- ment, $7,000.00 of which is to be taken from the 1945 tax levy and $5,000.00 to be transferred from the Excess and Deficiency Fund and that the Surveyor of Highways be and hereby is authorized and empowered in behalf of the Town to

negotiate and consummate such purchase with full powers in the premises.
Voice vote. Motion unanimously carried.
Article XIII. "To see if the Town will vote to transfer to the Reserve Fund the sum of $500.00 from the unexpended balance in the appropriation of $500.00 for the purchase from Emily P. Mandell of Hamilton of a certain parcel of land situated on the westerly side of Bridge Street in said Hamilton raised and appropriated under Article 9 for the Annual Town Meeting held on March 6. 1944, or take any action thereon."
Moved by Mr. Edward A. DeWitt and duly seconded : That the Article be indefinitely postponed.
Voice vote. Motion unanimously carried.
Article XIV. "To see if the Town will vote, subject to the approval of the Commissioner of Corporations and Taxation, to transfer the sum of $2.000.00 from the Excess and Deficiency Fund to the Reserve Fund, or take any action thereon.
Voice vote. Motion unanimously carried.
Moved by Mr. Percival D. Whipple and duly seconded : That the Town vote to transfer the sum of $2.000.00 from the Excess and Deficiency Fund to the Reserve Fund.
Voice vote. Motion unanimously carried.
Article XV. "To see if the Town will vote to authorize the Selectmen to sell, and execute and deliver a deed or deeds therfor, land of low value. after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town fourteen days at least before the sale. property taken by the Town under tax title procedure as provided for under Chapter 60 of the General Laws and amendments thereto, provided that the Selectmen or whomsoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action thereon."
Moved by Mr. John H. Sellman and duly seconded: That the Town hereby authorize the Town Treasurer, with the approval of the Selectmen. to borrow money from time to time in anticipation of revenue of the financial year beginning January 1. 1946 and to issue a note or notes therefor payable within one year. and to renew any note or notes as may be given for a shorter period

than one year, in accordance with Section 17, Chapter 44, General Laws and Amendments thereto.

Article XVII. "To see if the Town will authorize the Collector to use all means of collecting taxes which a Town Treasurer, when appointed Collector, may use agreeable to Chapter 41, Section 37, General Laws and Amendments thereto.

Article XVIII. "To act on any other matter that may legally come before said meeting."
Moved by Mr. John H. Perkins and duly seconded: That the meeting do now adjourn until 5:45 o'clock A. M., Tuesday, March 13, 1945, at which time the Town will proceed to the election of officers for the ensuing year as provided for in Article I.

REPORT OF SPECIAL TOWN MEETING HELD OCTOBER 19, 1945
The Moderator, Mr. Oliver Wolcott, opened the meeting at two minutes after eight o'clock in the evening (8:02 P. M.) Friday, October 19, 1945.
Rev. Charles F. Hood offered prayer.
Article I. "To see if the Town will vote to sell any or all surplus personal property in its possession acquired by the Town in connection with and during the existence of the W.P.A., O.P.A. and Civilian Defense Agencies or other war- time agencies, or take any action thereon."
Moved by Edward A. DeWitt and duly seconded : That the Town sell any or all surplus personal property acquired by it during the existence of and in connection with the W.P.A., O.P.A., Civilian Defense, so-called, or other wartime agencies, and the Board of Selectmen with full powers in the premises and with such other powers as they may deem advisable are hereby authorized and em- powered in behalf of the Town to consummate such sales, publicly or privately, as they deem most advantageous to the Town, and to execute and deliver full and sufficient bills of sales to the purchasers of the same.
Voice vote on motion. Motion unanimously carried.
Article II. "To see if the Town will vote to transfer from the Excess and Deficiency Fund to the Park Department the sum of $7,500.00, to be expended by the Park Commissioners, for the purpose of laying out a baseball field, tennis courts and parking area and improving the skating rink, at the playground and the recreation center at the junction of Asbury and Main Streets, and acquiring gravel, loam or other materials for the same, or take any action thereon, as requested by the Park Commissioners and others."
Moved by Ralston Pickering and duly seconded : That the sum of $6,500.00 be transferred from the Excess and Deficiency Fund to the Board of Park Com- missioners to be expended by them for laying out a baseball field, children's playground area, tennis courts, parking space and improving the skating rink at the playground and recreation center at the junction of Asbury and Main Streets, acquiring gravel, loam and other materials for the same, and for engi- neering services.
Voice vote on motion. Motion unanimously carried.
Article III. "To act on any other matter that may legally come before said meeting."
Moved by John H. Perkins and duly seconded that the meeting adjourn.
Voice vote on motion. Motion unanimously carried.
Meeting declared closed by the Moderator at 8:28 P. M.
