AUDITOR'S REPORT.

I have examined the accounts of the Selectmen, and find that from Feb. 19, 1898, to Feb. 20, 1899, they have drawn 281 orders on the Treasurer, representing $11,478.37; have examined the receipts and vouchers for these payments, and find them correct.

I find the Treasurer has on deposit at First National Bank of Reading, $755.30.

Ilave examined the accounts of the Treasurer of Flint Library, the Treasurer of Memorial Day Fund and the Treasurer of 4th of July Fund, and find them correct.

I find that the Trustees of Flint Memorial Hall Building Fund, and Park Street Cemetery Fund, have certificates of deposit as rendered by their report.

Respectfully submitted,

North Reading, Feb. 20, 1899.

GEO. H. PUTNAM, Auditor.

REPORT OF SCHOOL COMMITTEE.

Citizens of North Reading:

Appended is a statement of the receipts and expenditures of your committee. Their one regret is that they have, though with reluctance, exceeded your most generous appropriation. We ask your indulgence, as the exigency of the case and the results at- tained seem to warrant the outlay. The report of the Superinten- dent, which follows, is most comprehensive, and needs no comment on our part.

READING.

Here the school must recognize two duties. The child must be taught the mechanics of reading. He must also be directed to use this instrument, which he has received, for his highest interests. The first duty is fast becoming an easy one to perform. Under

39

fairly favorable conditions the normal child ought to be able to gain a complete key to our language during the first two or three years of his school life.

The second duty, however, is far more difficult, as it calls for a very wide range of reading to suit the different tastes of children and the constant and harmonious co-operation of all the forces under whose direction the child is placed. Our course of study in reading recognizes as never before the individuality of the child, and while all pupils read the literature, history, geography and science prescribed in the course, individual tastes when once recog- nized are still further encouraged by directing as far as possible the child's use of the public library. Parents can help the teachers and their children in no better way than co-operating with them to this end, and frequent consultations between parents and teachers as to the best reading for their children would be highly beneficial for the child.
