In submitting the foregoing report, we would respectfully call attention to the change in the law in regard to the taxation of mortgages as real estate, which will become operative the present year, unless repealed or changed by the present Legislature. Its effect will probably be to reduce the amount of personal property liable to be taxed, increase the rate of taxation, and materially add to the labors of the Assessors.
