TOWN MEETINGS IN THE YEAR 1914
ANNUAL TOWN ELECTION
LYCEUM HALL, READING, March 2, 1914.
Pursuant to a warrant and Constable's return thereon a town meeting was held at the time and place therein specified and was called to order by Town Clerk Millard F. Charles; prayer was offered by Rev. Marion F. Ham; the warrant was partly read when it was voted to dispense with further reading except the Constable's return, which was read, and then the meeting proceeded to choose a Moderator.
The ballot was opened and closed with the following result : George L. Flint had four votes, all that were cast, and he was declared elected.
The ballot box was opened, examined and declared empty, and registering 0000, and the keys to same were delivered to Ardine M. Allen, Constable in charge.
The following ballot clerks and tellers were duly sworn and the ballots delivered to the Moderator, the presiding election officer :

Art. 2. To see if the Town will vote to adjourn this meeting after the completion of the business under Art. 3, to Monday, March the ninth, 1914, at 7.45 P. M., in Lyceum Hall, or what they will do in relation thereto.
Art. 2. On motion of Ardine M. Allen, it was voted that when this meeting adjourn it adjourns to meet in Lyceum Hall on March 9, 1914, at 7.45 P. M.
The polls were duly closed as per previous vote with the following result: The ballot box registered 899 votes as being cast, the tellers counted 898 votes and the ballot clerks reported 898 names checked; 882 men and 16 women voted.
Art. 3. To bring in their votes on one ballot for Town Clerk, Selectmen, Overseers of the Poor, Treasurer, Col- lector of Taxes, one member of the Board of Assessors for three years, two Constables, one Water Commissioner for three years, one member of the Municipal Light Board for three years, one member of the Board of Health for three years, two Trustees of Laurel Hill Cemetery for three years, two Trustees of the Public Library for three years, two members of the School Committee for three years, one Sewer Commissioner for three years, Tree Warden for one year : also on the same ballot, Yes or No, in answer to the following question : Shall licences be granted for the sale of intoxicating liquors in this town? also on the same ballot, Yes or No, "Shall Chap. 807 of the Acts of 1913, being an act to provide for compensating laborers, workmen and mechanics for injuries sustained in public employment, and to exempt from legal liability counties and municipal corpo- rations which pay such compensation, be accepted by the inhabitants of this town?

A town meeting was held as per adjournment and was called to order by Moderator George L. Flint.
Art. 4. To hear and act on the reports of the Select- men, Overseers of the Poor, Assessors, Treasurer, Collector of Taxes, School Committee, Water Commissioners, Munici- pal Light Board, Engineers of the Fire Department, Trustees of the Cemetery, Trustees of the Public Library, Board of Health, Tree Warden, Town Accountant, Finance Com- mittee and Special Committees.
It was voted to lay Art. 4 on the table.
Art. 5. To choose all other necessary Town officers and to determine what instructions they will give the Town officers.
Voted, on motion of Otis B. Ruggles, that William F. Welch, Ardine M. Allen and Willard A. Bancroft serve as Field Drivers for the ensuing year.
Voted, on motion of Otis B. Ruggles, that Ora L. Milbury, Wendell Bancroft, Warren M. Whitehouse, Samuel Brown, William R. Zwicker, Burton K. Symonds, Edward B. Eames, George L. Flint serve as Surveyors of Lumber for the ensuing year.
Voted, on motion of Otis B. Ruggles, that the Selectmen act as Fence Viewers for the ensuing year.

Art. 27. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current finan- cial year.
On motion of Ward O. Mansfield, it was voted that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan. 1, 1914, an amount not exceeding one hundred forty- five thousand dollars and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Voted, to adjourn to meet in Lyceum Hall on Monday, March 16, 1914, at seven o'clock and forty-five minutes.

Pursuant to adjournment a town meeting was held and was called to order by Moderator George L. Flint.
Voted to take Art. 5 from the table.
On motion of Frank H. Nutting, it was voted that the Municipal Light Board be instructed to make a contract for

furnishing electricity to the Town of Wakefield for a period not exceeding two years, at such rate as they may deem most advantageous to the Town of Reading, providing the contract is approved by the State Board of Gas and Electric Light Commissioners.
On motion of Lewis M. Bancroft, it was voted that the Selectmen be given full power in the suits of City of Malden vs. Town of Reading (relief of a pauper), and of J. H. Thompson vs. Town of Reading (running into stone watering trough in Reading Square).
On motion of Jesse W. Morton, it was voted to instruct the Municipal Light Board to make their report of contract with the Town of Wakefield, for furnishing electricity, in the Reading Chronicle instead of to the Town of Reading.
Voted to lay Art. 5 on the table.
Art. 7. To see what sum the Town will raise and appropriate or otherwise provide, with the receipts of the Municipal Light and Power Department for the year 1914, for maintenance, operation, repairs and new construction for said plant, and for the payment of Bonds, Notes, Interest and Depreciation due by said plant, during this year, or what they will do in relation thereto.
Art. 8. To see if the Town will vote to authorize the Municipal Light Board to install Tungsten street lights on any or all of the following streets, and how much money they will raise and appropriate or otherwise provide there- for, or what they will do in relation thereto.

After some discussion on the electric light question it was voted to lay Arts. 7, 8 and 9 on the table.
Art. 10. To see how much money the Town will raise and appropriate for mains, service pipes, interest on water loan and maintenance of water works, or what they will do in relation thereto.
On motion of Henry R. Johnson, it was voted that the amount raised and appropriated for hydrant rentals, to- gether with the receipts for water, be appropriated for interest on water loan, maintenance of water works, and

for main and service pipe, and that three thousand dollars be paid to the Town Treasurer, to be used in part payment for water bonds.
Art. 11. To see if the Town will raise and appropriate the sum of $50 to build a sidewalk on the south side of. Orange St., between Pierce and Belmont Sts., or what they- will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that the sum of fifty dollars be taken from the highway appropriation to build a sidewalk on the south side of Orange St., between Pierce and Belmont Sts.
Art. 12. To see if the Town will raise and appropriate the sum of $100 to build a sidewalk on the west side of Main St., from the sidewalk built last year to the Stoneham line, or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that the sum of one hundred dollars be taken from the highway appro- priation to build a sidewalk on the west side of Main St., from the sidewalk built last year to the Stoneham line.
Art. 33. To see if the Town will vote to reinstate Hose. Company No. 5 on Forest St., or what they will do in rela- tion thereto.
On motion of Edwin L. Hutchinson, a vote was taken on the subject matter of this article, but it was not carried.
Art. 25. To see if the Town will erect a Fire Alarm Box at or near the junction of Lowell, Sanborn and Highland Sts., and how much money they will raise and appropriate for this purpose, or what they will do in relation thereto.
On motion of Charles H. Stinchfield, it was voted that the subject matter of this article be referred to Board of Fire Engineers.
Voted, to adjourn to meet in Lyceum Hall on Monday, at seven o'clock and forty-five minutes, March 23, 1914.

Pursuant to adjournment a town meeting was held in said place and was called to order by the Moderator.
Art. 13. To see if the Town will raise and appropriate the sum of $500 to build new concrete sidewalks, the fifty per cent. cost to abutters to be waived, or what they will do in relation thereto.
On motion of Gilman L. Parker, it was voted that five hundred dollars be raised and appropriated to build new concrete sidewalks, the fifty per cent. to be added to abut- ters, but this vote is not to be construed as reversing the accepted policy of the town.
Art. 14. To see if the Town will raise and appropriate the sum of $1000 for repairs to concrete sidewalks, or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that the sum of one thousand dollars be raised and appropriated for repairs of concrete sidewalks.
Art. 15. To see if the Town will raise and appropriate the sum of $10 to build a sidewalk on the easterly side of Winter St., from Salem St. northerly to land of George E. Horrocks, or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that the sum of ten dollars be taken from highway appropriation to build a sidewalk on the easterly side of Winter St., from Salem St. northerly to land of George E. Horrocks.
Art. 16. To see if the Town will raise and appropriate the sum of $2000 for Lowell St. macadam, provided the state appropriates a like amount, or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that the sum of two thousand dollars be raised and appropriated for Lowell St. macadam, provided the state appropriates a like amount.

Art. 17. To see if the Town will raise and appropriate the sum of $1000 for special highway construction on Haver- hill St., or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that one thousand dollars be raised and appropriated for special high- way construction on Haverhill St.
Art. 18. To see if the Town will authorize the Board of Selectmen to petition the Middlesex County Commis- sioners to straighten and widen the Lowell St. bridge and approaches over the B. & M. R. R. tracks, or what they will do in relation thereto.
It was voted to indefinitely postpone.
Art. 19. To see if the Town will raise and appropriate the sum of $375 to cover the open ditch through the land of Isaac Bolton, No. 10 off Ash St., or what they will do in relation thereto.
It was voted to indefinitely postpone.
Art. 20. To see if the Town will raise and appropriate the sum of $500 for the salary of the Town Counsel, or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted to raise and appropriate, for the salary of the Town Counsel for the ensuing year, five hundred dollars.
Art. 21. To see if the Town will vote to pay the Chief of Police $3.25 per day and regular police officers $3.00 per day, or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that the Chief of Police be paid $3.25 per day and regular police officers three dollars per day.
Art. 22. To see if the Town will raise and appropriate the sum of $150 to install a catch basin near the residence of Carl B. Sawyer on Summer Ave., or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that $150 be

taken from highway appropriation to install a catch basin on Summer Ave., near the residence of Carl B. Sawyer.
Art. 23. To see if the Town will raise and appropriate the sum of $75 to install a catch basin on Summer Ave., near Woburn St., or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that $75 be taken from highway appropriation to install a catch basin on Summer Ave., near Woburn St.
Art. 24. To see if the Town will raise and appropriate the sum of $300 to drain surface water on Mt. Vernon St., near the residence of Francis J. Clark, or what they will do in relation thereto.
On motion of Otis B. Ruggles, it was voted that $300 be raised and appropriated to drain surface water on Mt. Vernon St., near the residence of Francis J. Clark.
Art. 26. To see if the Town will raise and appropriate the sum of $550 to purchase an automobile for the use of the Superintendent of Streets, or what they will do in relation thereto.
It was voted to indefinitely postpone.
Art. 28. To see if the Town will appropriate the sum of $2200 from the amount in the contingent account, the same to be applied in part toward the indebtedness maturing in 1914, or what they will do in relation thereto.
On motion of John H. Sheldon, it was voted to appro- priate the sum of $2200 from the amount in the contingent account, the same to be applied in part toward the indebt- edness maturing in 1914.
Art. 29. To see if the Town will petition the director of the Bureau of Statistics for an audit of its accounts, in accordance with the provisions of Chap. 598, Acts of 1910, and amendments thereof, or what they will do in relation thereto.
